The Federal Service of Accreditation (RusAccreditation) has recently conducted a thorough audit of EAC CoC. Over 10,000 certificates of conformity were suspended due to incompliances, such as missing information on the FGIS system, termination of the certification body or problematic test reports. Holders of suspended certificate should take corrective actions to obtain new certificate.

Australia has published new list of Declared Electrical Articles

The Government Gazette of New South Wales published Order 494 on October 1, 2021, in which the list of Declared Electrical Articles for mandatory certification had been updated. Submersible Pump will require mandatory certification (Certificate of Approval, CoA) starting from August 9, 2022.

The GEMS regulator updated user terms of Registration System

The GEMS Regulator has made some security changes in the Energy Rating Product Registration System since September 28, 2021, in order to boost the resilience against cyber-attacks. The main changes are as follows:

  • The replacement of passwords with passphrases and a new passphrase policy, as well as the requirement for user to change their passphrase every 90 days
  • An account lockout, where user will be locked out of their account after five failed attempts to log in
  • An automatic account deactivation, where user account will be automatically deactivated after 30 days of inactivity.

ANATEL has released new ACT No. 9435 and an update to ACT No. 3153

ANATEL has released new ACT No. 9435 and an update to ACT No. 3153 on October 25, 2021, revising the technical requirements for Transceiver Conformity Assessment Validation for Radio Base stations.

The main changes are as follows:

  • Update of testing standard for 5G to ETSI TS 138 141-1 V16.6.0 (2021-01) - 5G NR for Conducted and Radiated conformance testing
  • Technology Requirements for 5G NR radiated tests have been also updated to include FR2 (Frequency Range 2)

ANATEL extends the Streamlined renewal process to July 31, 2022

ANATEL has published the Official letter nº 233/2021 on November 29, 2021. Due to the remaining impact of COVID-19, ANATEL decided to extend the Streamlined renewal process once more and now all certificates with expiration date between March 6, 2020 and July 31, 2022 are exempted of doing renewal testing and providing new external/internal photos as long as the device was not suffered any modification.

SUBTEL Updates SAE/Multiband/SIM Lock Requirements

Chile Subsecretaría de Telecomunicaciones (SUBTEL) has updated the SAE/Multiband/SIM Lock labeling requirements in order to prepare for the launch of 5G devices. SUBTEL requires providers of 5G devices to add a label describing the compatibility with the bands of different companies. These providers must also make their service plans available to customers.

PTA has published the updated “Type Approval Technical Standards Regulations, 2021”

On September 13, 2021, the Pakistan Telecommunication Authority (PTA) has published the updated “Type Approval Technical Standards Regulations, 2021” in the Gazette of Pakistan. The changes came into force retroactively on January 25, 2021, despite they were published recently in the official Gazette.

EN 62368-1 has been added to the list of accepted standards. Furthermore, in the updated regulation, the following devices were removed from the list of exempted technologies, and therefore are subject to mandatory type approval:

  • Tablet PC with WiFi only (Non-Sim based devices)
  • Smart watch with BT / WiFi only (Without Sim or tracking)
  • UWB device

IMDA extended the deadline of Compliance of Residential Gateway

Following the publishment of technical Specification for Security Requirements for Residential Gateways (“IMDA TS RG-SEC”) which released on October 12, 2020 , Information Media Development Authority of Singapore (IMDA) has decided to extend the timeline for compliance with the Technical Specification for Security Requirements for Residential Gateways for existing Residential Gateway /home router device to May 1, 2022. From May 2, 2022, Residential Gateway/ home router which does not comply with the technical specification, or is not yet registered with IMDA, shall no longer be sold for local use.

Residential Gateways for sale and use in Singapore are subject to compliance with Cyber Security Agency of Singapore (CSA) Cybersecurity Labelling Scheme (“CLS”) Level 1 as well. Both the IMDA Compliance Label and the Cybersecurity Label must be affixed on the registered Residential Gateway or its packaging or manual as follows:

Thailand TISI Canceled the Application of Batch Certification

On October 15, 2021, Thai Industrial Standards Institute (TISI) released an announcement to cancel TISI batch certification which is applicable due to the COVID-19 epidemic and the effective date is in 60 days upon the announcement date. It will be unable to apply for the batch certificate from December 14, 2021, only normal TISI permanent certificate is applicable.

Turks & Caicos Islands Released New National Frequency Allocation Plan

On October 2021, the Turks & Caicos Islands Telecommunications Commissions has released Decision Notice 2021-7, which updates its National Table of Frequency Allocations (NTFA). The main points are as follows:

  • LTE Band 4 expanded the frequency ranges as 1,710-1,755 MHz and 2,110-2,155 MHz
  • GSM 1,800 MHz Band 4 expanded the possible allocation to the full Band 4 range

Vietnam MIC Released New Standard for 76-77 GHz Radar

The Ministry of Information and Communication (MIC) of Vietnam has released Circular 09/2021/TT-BTTTT, which includes the new standard QCVN 124:2021/BTTTT for radar equipment for ground-based vehicles that use the 76-77 GHz frequency band. This standard will come into effect from July 1, 2022.

At the point, a declaration of conformity for radar devices operating in the 76-77 GHz band will become mandatory.

Vietnam MIC Released Circular 11/2021/TT-BTTTT for 5 GHz devices

Ministry of Information and Communications (MIC) has released new Circular 11/2021/TT-BTTTT which introduces a new national technical regulation on radio access equipment in the 5 GHz band, QCVN 65:2021/BTTTT. The new Circular will come into effect from May 1, 2022, and the new standard will be compulsorily applied from July 1, 2023.

QCVN 65:2021/BTTTT will replace QCVN 65:2013/BTTTT (existing RF standard for 5GHz band) from July 1, 2023. The Type Approval Certificates for 5GHz devices under QCVN 65:2013/BTTTT must be updated to QCVN 65:2021/BTTTT before July 1, 2023 to make sure that the importation process will go smoothly.

Vietnam MIC Released Circular 10/2021/TT-BTTTT for 40-246 GHz SRD

Ministry of Information and Communications (MIC) has released new Circular 10/2021/TT-BTTTT which introduces a new national technical regulation on Short Range Device (SRD) – Radio equipment to be used in the 40 GHz to 246 GHz frequency range, QCVN 123:2021/BTTTT. The new Circular will come into effect from July 1, 2022.

QCVN 123:2021/BTTTT (based on EN 305 550-1 V1.2.1 & EN 305 550-2 V1.2.1) will be applicable RF standard to SRD devices working in 40 GHz – 246 GHz band from July 1, 2022 and Type Approval Certificate shall be obtained after the date.

Vietnam MIC Released Circular 08/2021/TT-BTTTT

Ministry of Information and Communications (MIC) has released new Circular 08/2021/TT-BTTTT, regulation on the list of radio equipment exempted from the license to use radio frequencies and accompanying technical and operational conditions. The new Circular has come into effect since November 28, 2021 and will replace Circular 46/2016/TT–BTTTT and its amendments Circular 18/2018/TT-BTTTT. Main changes are as follows:

  • Addition of new equipment types
    1. Wireless charging device in the bands of 100 – 190 kHz, 326.5 kHz, 340 kHz, 353 – 373.5 kHz, 1.64 – 1.78 MHz, 6.765 – 6.795 MHz
    2. LPWAN device in the bands of 433.05 – 434.79 MHz and 920 – 923 MHz
    3. Personal Locator Beacon (PLB), Emergency Locator Transmitter (ELT) device in the band of 121.5/406.1 MHz
  • Addition of new frequency bands for RF products
    1. 2400 – 2483.5 MHz and 5725 – 5850 MHz for remote control device
    2. 4 – 9000 MHz for UWB device
    3. 725 – 5.850 GHz; 8.5 –10 GHz; 57– 64 GHz; 75 – 85 GHz for radio telemetry device (Short range measurement radars installed in the tank)
    4. 57 – 64 GHz for non-specific short-range device
  • Removal of some frequency bands
    1. 995 – 35.225 MHz for remote control device
    2. 50 – 41.00 MHz for medical and biological application
    3. 01 – 50.99 MHz for remote control device for model airplane
