  Angola

Mr. Pascoal Borges Alé Fernandes was appointed as the new Chairman of the telecommunications authority INACOM on November 10, 2020. During the transition period, Type Approval delay can be expected. The authority expects the delay to be temporary and it will be expectedly resolved within 1-2 months.

 

  Argentina

Argentina ENACOM released Note NO-2020-82358268-APN-SNYE#ENACOM on November 30, 2020 to introduce an updated version of the Testing Protocols for Digital Broadband System. Testing Protocol has already become effective since December 1, 2020.

The main points for this update are as follows: Due to several inquiries on the 30dBc limit established for unwanted emissions on "Testing Protocol for Broadband Digital Modulation Systems V20.1", the new Testing Protocol for Broadband Digital Modulation Systems V20.2 has released. The 30dBc Limit for "Unwanted emissions" is changed to be applied for emissions which are detected within the Spurious domain, based on ITU-R SM.1539 testing recommendation.

 

  Australia

The Australian Competition & Consumer Commission has released new Mandatory Safety and Information Standards in which button cell itself and consumer good that contains button or cell battery is added. The new standards has already taken effect since December 22, 2020 and there will be 18 monts transition period applies from the date. Suppliers have to implement any manufacturing and design changes and undertake any necessary testing to comply with the new requirements until June 2022. The four mandatory standards are:

• Consumer Goods (Products Containing Button/Coin Batteries) Safety Standard 2020
• Consumer Goods (Products Containing Button/Coin Batteries) Information Standard 2020
• Consumer Goods (Button/Coin Batteries) Safety Standard 2020
• Consumer Goods (Button/Coin Batteries) Information Standard 2020

 

   Botswana

The Botswana Communications Regulatory Authority (BOCRA) will issue type approval certificate which is permanent valid. BOCRA will also issue updated certificate with permanent validity period for product with existing certification, and BOCRA recommends to apply the renewal 3 months ahead of the certificate expiration date.

 

  Brazil

The National Telecommunications Agency (ANATEL) in Brazil released the new Act 7280 on November 26, 2020, which replaces the Act No. 2222. The new regulation will be implemented on June 1, 2021. The main changes are as follows:

• All products that previously required renewal every 1 year (CAT I), will be postponed to every 2 years
• Some products previously not required any renewal (CAT III), will need to be renewed every 3 years
• ISO Certificate (with sworn-in translation if in English) is required for all Certifications, except for those whose Conformity Assessment Mode is “Conformity Declaration.”
• Testing report done abroad for some type of devices will be accepted but the foreign laboratory must be accredited by one ILAC member

ANATEL released the Official letter nº 646/2020 on December 21, 2020. Due to the remaining impact of COVID-19, ANATEL decided to extend the streamlined renewal process defined in the Letters nº 134/20, 194/20 and 384/20 and now all certificates with expiration date between March 6, 2020 and June 30, 2021 are exempted of doing renewal testing and providing new external/internal photos as long as the device is not suffered any modification.

 

  Korea

According to the 2020-7 announcement from RRA, main changes are as follows:

1. Application for change is allowed for certain situation now (e.g., Frequency change or module change of KC approved product)
2. QR code is allowed for labelling
3. Certain Telecom device has been moved from certification scheme to registration

 

  Malaysia

Suruhanjaya Tenaga (ST) released few announcements regarding the new Energy efficiency requirements on November 30, 2020. The main points are as follows:

• The Energy Efficiency report cannot use ID Letter (Letter of similarity) to represent other models that is not included in the test report

ST(IP/JKSK/UKLE) 100-13/03/9 (3)

• The mandatory of Minimum Energy Performance Standard (MEPS) for Electric Rice Cooker is reminded.
• Mandatory date will be on April 1, 2021.
• Standard will be referred to MS2024:2020 and MS IEC 62301:2012.

ST(IP/JKSK/UKLE) 100-13/03/2 (11)

• The mandatory of Minimum Energy Performance Standard (MEPS) for Microwave oven is reminded.
• Mandatory date will be on March 1, 2021.
• Standard will be referred to IEC 60705:2010 and MS IEC 62301:2012.

 

  New Zealand

Radio Spectrum Management (RSM) has released a new Radiocommunications Regulation for short range devices. The regulation has been in effect since November 6, 2020.

The main points are as follows:

1. Allowance of 0.1485 MHz–30 MHz frequency band for wireless power transfer and induction loop systems
2. Allowance of 1785 MHz–1805 MHz frequency band for wireless microphones, in-ear monitors, or wireless audio transmitters
3. As per the recommendation from WRC-19 Resolution 229, amendment to 5150 MHz–5350 MHz frequency band to allow for outdoor use of WLAN with a maximum power of 30 dBm EIRP
4. Amendment of 13.553 MHz–13.567 MHz frequency range to include the allowance of RFID transmitters operating at a maximum power of 27 dBm EIRP. Other technologies, such as NFC and non-specific SRDs, the power is still not allowed to be higher than 20 dBm EIRP

 

  Papua New Guinea

On November 25, 2020, the Papua New Guinea Regulator – Nation Information & Communications Technology (NICTA) released notices that the frequency bands of 700 MHz, 71 GHz–76 GHz & 81 GHz–86 GHz have been approved by NICTA.

The main points of the first notice are as follows:

• It covers the frequency plan and channeling arrangements for the 700 MHz Band
• The 700 MHz band plan relates to the spectrum between 698 MHz–806 MHz
• The 700 MHz band is planned to support IMT and IMT based mobile broadband applications

The second notice covers the Band plan and channeling arrangement for fixed wireless systems operating in the 71 GHz-76GHz and 81 GHz-86GHz frequency range.

The new frequencies are allowed to use in local, and they can be approved by the authority.

 

  Russia

Based on Economic development ministry regulation requirement, from January 1, 2021, when apply for CU DoC and GOST DoC registered in Russia, the following additional information about foreign manufacturer will be required to provide:

• Global Location Number (GLN) - Unique number of the manufacturer
• Global Trade Item Number (GTIN) – International product code

 

  Sri Lanka

The Telecommunications Regulatory Commission of Sri Lanka (TRCSL) has released Radio and Telecommunications Terminal Equipment (RTTE) Type Approval Rules 2020 which was published in the Extra Ordinary Gazette No. 2196/51 on October 9, 2020 and has been effective since December 16, 2020. The main changes are as follows:

1. 1 sample required to support type approval applications, with TRC reserving the right to request up to 2 samples for all TA (previously only Telecom product need sample)
2. Mandatory labelling requirements for all equipment approved by TRC. Labels must be purchased from TRCSL
3. Fast track scheme with additional payment
4. Type Approval exempted list
5. Test report submission within 3 months validity (Or declaration of the validity of the report from the accredited lab)
6. Validity of the Certificate changes from 3 years into 4 years
7. Certificate which was issued before December 16, 2020 will be invalid on June 17, 2021

 

   Togo

The Togo Regulatory Authority has transformed from Autorité de Réglementation des secteurs de Postes et de Télécommunications (ART&P) to Autorité de Régulation des Communications Électroniques et des Postes (ARCEP). ARCEP will be issuing type approval certificate moving forward. 

 

  Turkey

Bilgi Teknolojileri veİletişimKurumu (BTK) in Turkey halted all Type Approval applications on December 5, 2020. BTK has announced the RED directive and terminated the implementation of R&TTE. In regard to the Consumer Protection Law of Ministry of Trade, BTK has started to request RED compliance/CE Marking, Turkish User Manuals and the product label and samples to be prepared.

BTK has issued an official letter regarding the type approval application processes to the importer. The letter informed that there is no need for an approval anymore and importers can import the products only if they have test reports and Doc in accordance with the RED directive. In the letter, BTK also reminded the market surveillance and the relevant regulations regarding the penalties. All companies should prepare for the market surveillance with valid RED test reports and also Turkish User Manual to save from any penalty.

 

  Vietnam

Ministry of Information and Communications (MIC) on November 16, 2020 has published the Circular 34/2020/TT-BTTTT issuing "National technical regulation on short range radio equipment in the band 1GHz to 40GHz," 35/2020/TT-BTTTT promulgating "National technical regulation on broadband data transmission equipment operating in the 2.4GHz band" and 38/2020/TT-BTTTT for " National technical regulation on low-power wide area network (LPWAN) radio equipment in the 920MHz to 923MHz band." Above new Circulars will be effective on July 1, 2021.

The main points are as follows:

• Circular 34/2020/TT-BTTTT introduces new standard QCVN 74:2020/BTTTT which is equivalent to ETSI EN 300 440 V2.2.1(2018-07) for products working in 1GHz-40GHz band. And it will replace existing QCVN 74:2013/BTTTT. This regulation manages SRD device for non-specific application using 5725MHz-5850MHz bands. Meanwhile, 5725MHz-5850MHz Wi-Fi products shall still be under scope of the QCVN 65.
• Circular 35/2020/TT-BTTTT introduces new standard QCVN 54:2020/BTTTT which is equivalent to ETSI EN 300 328 v2.2.2 (2019-07) for products working in the 2.4GHz band. It will replace existing QCVN 54:2011/BTTTT and QCVN 47:2015/BTTTT for Wi-Fi products having Tx power over 100mW EIRP but equal or less than 200mW EIRP. Due to different technical requirment and limits, MRA reports according to EN 300 328 V2.2.2 (2019-07) may not be accepted, MRA labs should perform testing according to QCVN 54:2020/BTTTT directly.
• Circular 38/2020/TT-BTTTT introduces a new standard QCVN 122:2020/BTTTT for LPWAN/LoRa wireless products. The MIC made a decisions to keep Tx power at 14 dBm which is almost the same limits as it is now. The frequency is only allowed 920MHz-923MHz. This regulation does not apply to LPWAN products using IMT licensed frequencies bands.
