EU REACH Directive: SVHC Update
No. 35/2008 Brussels, 17 September 2008: ChemSec hosted a one-day Substitution Conference in Brussels on Wednesday. It was a day filled with discussions on the different aspects of Substitution of hazardous chemicals, through concrete examples by successful companies as well as information on regulatory pressures such as REACH and presentations of drivers and solutions within the field of chemical safety.
Mr. Geert Dancet, the Executive Director of the European Chemicals Agency was one of many eminent speakers at the conference. Mr. Dancet gave a presentation of the State of Play of the Authorisation process, as well as took part in the afternoon panel discussion at the conference. While describing the process that will lead to the establishment of the first Candidate List of Substances of Very High Concern（SVHC）, which will form the starting point the official Authorisation list in REACH, come October when EU regulatory authorities will announce the first Candidate List.
The following 4 substances will be discussed in coming “MSC” meeting whether they shall be put in the SVHC first candidate list.
HBCDD (major comments by Industry association) Anthracene (major comments by Industry association) Cyclododecane (no support by one MS and industry) Musk xylene (major comments by Industry association) Definition of SVHC Substances of very high concern are defined in Article 57 of Regulation (EC) No 1907/2006 (“the REACH Regulation”) and include substances which are:
Carcinogenic, Mutagenic or toxic to Reproduction (CMR), meeting the criteria for classification in category 1 or 2 in accordance with Directive 67/548/EEC,
Persistent, Bioaccumulative and Toxic (PBT) or very Persistent and very Bioaccumulative (vPvB) according to the criteria in Annex XIII of the REACH Regulation, and/or
Identified, on a case-by-case basis, from scientific evidence as causing probable serious effects to human health or the environment of an equivalent level of concern as those above (e.g. endocrine disrupters) SGS REACH service provides SVHC testing, SDS creation, chemical testing (Physical- Chemical, Tox, Eco-tox), pre-registration service, registration service and REACH Training.
