No. 38/2008 Ministry of Industry and Information Technology of the People's Republic of China announces 《Catalogue Setting Process for Administration on the Control of Pollution Caused by Electronic Information Products》on October 2008. The purpose is to fairly set Administration on the Control of Pollution Caused by Electronic Information Products catalogues in order to prohibit or limit the hazardous substances in electronic information products. Article 5 lists the principle for products grouped into catalogue:
Select products and materials containing hazardous substances toxic to environment and human health with large amount of production and extensive application

Select products containing hazardous substances that can be replaced by non/low hazardous substances technically and economically

Select products which have no replace hazardous substance, but can reach the limit requirement, and satisfy the production technically and economically

Select products restricted due to serious toxic waste regulated by international covenant

Select other products which should be included into the catalogue. Other significant principles in the announcement: The catalogue is composed by product name, type of hazardous substance and its expiry date. It will also be adjusted according to real condition and technical development to increase gradually

Ministry of Industry and Information Technology confirms the categorization draft according to the professional assessment report, and hold public consultation about the draft content on the official website of Ministry of Industry and Information Technology. Consultant time is one month
