No. 16/2010 The Chinese government published the Management of Recycling and Disposal of Waste Electrical and Electronic Product (so-called “China WEEE”) in 2009. As a complementary of this regulation, the first products catalogue of China WEEE was officially published on September 8th, 2010 and was approved by State Council to implement from January 1st, 2011. Five types of products are included in this catalogue, which are television, refrigerator, washing machine, air conditioner, and computer.
Waste Electrical and Electronic Products Processing Catalogue (first batch):


No. Product Range 1
Television
Cathode ray tubes (black and white, color) TV, plasma TV, LCD TV, rear projection TV, and others with functions of receiving the signal and restoring the image and audio terminals.

Refrigerator
Fridge and freezer compartment, freezer compartment, fridge compartment, and other insulated compartment which has the refrigeration system and the ability to use energy to get cold.

Washing machine
Pulsator washing machine, tumbling-box washing machine, mixed type washing machine, dewatering machine, and others appliances which rely on mechanical action to wash clothes (including drying function).

Air conditioner
Packaged air conditioner (window type, through wall type, etc), split air conditioner (split wall type, split cabinet type, etc.), multi-split air conditioner, and other room air appliances which cooling capacity is below 14000W.

Computer
Desktop computers (including host, split or whole form of monitor, keyboard, mouse), portable computer (including pocket PC), and other information processing entity.
Producer and importers of these products will have relative duties from 2011, including:


Pay fee to set up the national fund of collecting and treating waste electrical and electronic product.

Design environmental-friendly product and try to use material without hazardous substances.

Inform consumer about the hazardous substances potentially existent in products, and mark collection and treatment information in product or in users manuals. As indicated by government, these products are determined to be the first batch of products for China WEEE. Considering their quantity in market is high, influence to environment of wrong treatment is huge, and social effect of setting up waste treatment system is significant. Setting up a proper waste treating (i.e. recycling, waste assembling scheme, etc.) system for these products will be the first step. In the future, more products may be included in China WEEE system based on the experience coming from the first batch in order to enhance environment protection in China.
