No. 19/2010 On December 3rd, 2010, the Member State Committee (MSC) from the European Chemicals Agency (ECHA) has agreed to add eight new Substances of Very High Concern (SVHCs) to REACH Candidate List, after the public consultation in August 2010. The three isomers of trichlorobenzene (1,2,3-Trichlorobenzene, 1,2,4-Trichlorobenzene, 1,3,5-Trichlorobenzene), which were part of the public consultation, are not placed on the list, since it is not possible to identify them as PBT-like (persistent, bioaccumulative or toxic-like) substances.
Once the final decision has reached by ECHA, the Candidate List will have 46 substances on it. Eight new SVHCs on Candidate List:

Mainly used in the production of other chemicals and the manufacture of catalysts.
Further applications may include surface treatment and batteries.

Mainly used in the manufacture of catalysts.
Minor uses may include food additive, production of other chemicals, production of pigments, and adhesion (in ground coat frit).
Cobalt(II) diacetate

Minor uses may include production of other chemicals, surface treatment, alloys, production of pigments, dyes, rubber adhesion, and food additive.

Chromium trioxide is mainly used in form of aqueous solutions.
Consequently, the uses of these substances are the same as indicated for chromium trioxide.

Moreover, the MSC agreed that eight SVHCs of the actual Candidate List will be subject to authorization. Once ECHA finalizes its recommendation for Annex XIV, it will be transmitted to the European Commission (EC).
