India Has Enacted the E-Waste (Management and Handling) Rules
No. 14/2011 On May 12, 2011, the Indian Ministry of Environment and Forests (MoEF) published the notification on E-waste (Management and Handling) Rules 2011. The new rules apply to information technology and telecommunication equipment (e.g. facsimile, mainframes, notebooks and telephones) as well as consumer electrical and electronics (e.g. air conditioners, refrigerators, television sets and washing machines). They also place responsibilities to producers, collection centers, consumers or bulk consumers, dismantlers and recyclers. The new rule takes effect on May 1, 2012.
Highlights include: Producers will have to restrict the use of lead, cadmium, mercury, chromium (VI), PolyBrominated Biphenyls (PBBs) and PolyBrominated Diphenyl Ethers (PDBEs) in each homogeneous material of the product
Producers to affix a wheelie bin logo on products or information booklets
Specifies procedures for seeking authorisation and registration for handling E-wastes
Specifies procedures for registration with State Pollution Control Board
Specifies procedures for storage of E-wastes
