China Enforces Voluntary RoHS Certification
On August 25, 2011, the Certification and Accreditation Administration of China and the Ministry of Industry and Information Technology issued a circular on the list of electronic information products (EIPs) requiring Voluntary Certification (First Batch) and exemptions 2. The following EIPs, peripherals, parts and components, and electronic materials are subject to the voluntary RoHS certification requirements:
- Electronic information products
- Computer equipment such as desktops, laptops
- Household electronics such as televisions
- Telecommunication equipment such as mobile terminals and telephones
- Peripherals such as mouses, keyboards, tuners, toners, LCD modules
- Parts and components such as connectors, switches, and capacitors
- Electronic materials such as insulating boards and glass
On August 25, 2011, the implementation rules for RoHS certification (CNCA-RoHS-0101: 2011) was published by the Certification and Accreditation Administration of China (CNCA), and its requirements will be enforced on November 1, 2011. Under the certification rules, different certification modes can be applied, and they are summarized in Table 1.
The China voluntary RoHS certification process will ensure products comply with the restricted substances requirements by means of sample testing, self-declarations, factory inspections and surveillance programs after certification. The certification process, including those for parts and components as well as electronic materials, will assist manufacturers to improving their control and management on hazardous substances and to assure finished products are in compliance with China RoHS.
