The Packaging and Packaging Waste Directive 94/62/EC governing the concentration of 4 heavy metals in packaging materials and articles has been in force since 1996.

On 8 February 2013, Directive 2013/2/EU was published in the Official Journal of the European Union (OJEU) to amend ANNEX I under the ‘Packaging and Packaging Waste Directive’ by providing illustrative examples of packaging, part of packaging and non-packaging materials and articles. The chemical requirements for the sum of cadmium, lead, mercury and chromium (VI) remain unchanged at no more than 100 mg/kg. The new law takes effect on 30 September 2013.
