ENACOM has published Resolution 551/2021 on April 27, 2021, which is introduce an updated version of the Testing Standard for Low Power Devices (SRD). The main changes are as follows:

  • New Testing Standard for Low Power Devices (SRD): ENACOM-Q2-60.14 V20.1
    1. It has already become effective since April 27, 2021
    2. Replaced former ENACOM-Q2-60.14 V18.1 standard
    3. New Frequency bands have been included as part of the "Service for Frequency Bands of Shared use", now being able to be tested radiated as SRD devices: 915 - 928 MHz, 2400 - 2483.5 MHz, 5725 - 5850 MHz
    4. Addition of an Electrical Field Strength Peak limit for 3.1-10.6 GHz & 22-26.65Ghz frequency bands
  • ENACOM has granted a grace period of 90 calendar days to allow new and ongoing applications to be still accepted having reports issued under ENACOM-Q2-60.14 V18.1 former standard.
  • For renewals, no retesting would be required, as long as the original test report shows compliance with the limits established in this new regulations.

Due to the remaining impact of COVID-19, ANATEL decided to extend the Streamlined renewal process once more and now all certificates with expiration date between March 6, 2020 and December 31, 2021 are exempted of doing renewal testing and providing new external/internal photos as long as the device was not suffered any modification.

Brazil Costa Rica

The Superintendencia de Telecomunicaciones (SUTEL) in Costa Rica has published its Plan Nacional de Atribución de Frecuencias (PNAF) on April 30, 2021. The main changes are as follows:

  • Expanding the 900 MHz band for unlicensed use
  • Opening of the 5,875-5,925 MHz and 5,925-7,125 MHz bands for unlicensed use, with max EIRP of 30 dBm
  • Opening of the 76-81 GHz band for unlicensed use by vehicle radar products

Brazil Morocco

The National Agency of Telecommunications (ANRT) in Morocco has modified the current decision of short range device (SRD), ANRT/DG/N+07/2020 to ANRT/DG/N°07/21. The main changes are as follows:

  • Open WiFi 6E technology
  • New application of the 24-24.25GHz band for obstacle detection radars

Brazil Peru

The MTC has amended the Plan Nacional de Atribución de Frecuencias (PNAF) through Ministerial Resolution No. 373-2021-MTC/01 and Vice-Ministerial Resolution No. 162-2021-MTC/03, in order to have a greater amount of radio spectrum to increase and improve broadband connectivity in the country. The main points are as follows:

  • The 470-698 MHz frequency band has been allocated and channelized for the use of television frequency blanks (TVWS) to provide Internet in rural areas
  • 1,200 MHz spectrum was enabled in the 26 GHz band for advanced mobile telecommunications, which will be part of the evaluation for the spectrum to be included in the new radio spectrum competition for 5G
  • 1,200 MHz was identified for the use of the WiFi-6E band, which expands the range of frequencies (5,925–7,125 MHz) available for WiFi to be used indoors, allowing a higher density of connected equipment

To cope with recent technological developments, and to follow the resolutions and recommendations of World Radiocommunication Conference 2019 (WRC-19), the Communications Regulatory Authority has decided to modify the current version of the Class License for short range devices on April 22, 2021 to include additional applications of radio-communication devices.

The regulation, Version No. 4 of the Class License for Short Range Devices (SRD), includes an updated list of SRD applications, applicable frequencies, field strength/output power, test references, and other information to which SRDs must comply. The main changes are as follows:

  • Bluetooth: the max EIRP was increased from 10 mW to 100 mW
  • Non-Specific SRDs: the frequency bands 24–24.25 GHz and 57–64 GHz were added
  • RFID: the frequency bands 867.6–868 MHz and 400–600 KHz were added
  • WAS/RLAN: the max EIRP for the 5,725-5,875 MHz band was reduced from 100 mW to 25 mW, and the max EIRP for the 5,470-5,725 MHz band was increased from 100 mW to 1000 mW

Brazil South Africa

The Independent Communications Authority of South Africa (ICASA) has published the draft regulations of “Equipment Authorization Regulations” on March 31, 2021. And it’s mainly for electronic communications equipment that used or to be used in connection with the provision of electronic communications. The main points are as follows:

  • The conformity assessment of the equipment categories is divided into 3 Classification
    • Classification 1: Low Risk Equipment. This one is exempted from equipment authorization
    • Classification 2: Medium Risk Equipment
    • Classification 3: High Risk Equipment
  • A 2-step authorization process is implemented, where first a certificate of conformity (CoC) with limited validity (3 years or 5 years) must be obtained before a homologation certificate of“Equipment Authorization” can be issued by the authority
  • A compliance label will be implemented, and the equipment classification must be indicated into the compliance label (as below)
    1
  • ICASA Type Approval Certificates issued prior to these Regulations coming into force will remain valid, but the Type Approval Labels that were issued by the Authority prior to the promulgation of these Regulations are no longer valid
