Angola
INACOM released the Radioelectric Spectrum Guidelines
Instituto Angolano das Comunicações (INACOM) approved the Guidelines for the Management of the Radioelectric Spectrum in the IMT Service in December, 2024. The Guidelines is a response to the growing demand for radio spectrum and the need to reorganize certain frequency bands to accommodate new technologies such as 4G, 5G, and IoT. It provides a solid foundation for the development of regulatory actions and initiatives.
China
CQC Releases Notice for Certification of Household and Like Electrical Appliances Under Updated CCC Standards
The China Quality Certification Center (CQC) released a notice for household and like products to to be certified under newly revised GB/T 4706.1 and GB 4343.1 on January 8, 2025. The main points are as follows:
- GB/T 4706.1-2024《Safety of Household and Like Electrical Appliances - Part 1: General Requirements》was published on July 24, 2024, and will come into force on August 1, 2026. This new standard replaces GB 4706.1-2005 with specific updates on the safety requirements of external power supplies, chargers, and power supplies with built-in on/off switches in household appliances.
♦ Until July 31, 2026, products may be certified under either the old or new standard. Starting August 1, 2026, all products shall be certified under the new standard.
♦ Any product already certified under the old standard may apply for an updated certificate based on the new standard.
♦ Certificate update for any product certified under the old standard shall be completed no later than July 31, 2027. Failing that, the certificate shall be suspended until the update is complete. The final deadline to update the certificate is October 31, 2027.
♦ A certificate update is not required for products with an end-of-life date before August 1, 2026.
- GB 4343.1-2024《Electromagnetic Compatibility Requirements for Household Electrical Appliances, Electric Tools, and Like Apparati - Part 1: Emissions》was published on May 28, 2024 and will come into force on June 1, 2026.
♦ Until May 31, 2026, products may be certified under either the old or new standard. Starting June 1, 2026, all products shall be certified under the new standard.
♦ Any product already certified under the old standard may apply for an updated certificate based on the new standard.
♦ Certificate update for any product certified under the old standard shall be completed no later than May 31, 2027. Failing that, the certificate shall be suspended until the update is complete. The final deadline to update the certificate is August 31, 2027.
♦ A certificate update is not required for products with an end-of-life date before June 1, 2026.

NTRA Launches eSIM
NTRA officially launched eSIM services and released a comprehensive guide on eSIM uses and service details. This shall improve the user experience and reinforce the efficiency and sustainability of telecom services.
Indonesia
SDPPI is Renamed DJID
The Ministry of Communications and Informatics (KOMINFO) underwent an organizational restructure and was renamed the Ministry of Communication and Digital (KOMDIGI), along with a new ministry logo. Starting January 20, 2025, all DJID certificates will be issued under a new certificate number format (XXXXXX/DJID/2025) with the new ministry logo applied to the QR code label.
South Korea
RRA Announces Latest EMC Standards
The National Radio Research Agency (RRA) released Announcement No. 2024-100, announcing the update of the EMC standard from KS C 9832:2023 to KS C 9832:2024. The main changes are as follows:
- Additional video patterns have been added to the video port test.
- The impedance tolerance limit of the voltage probe for conducted emissions measurement has been changed from 148.5 W to 131 W.
The new standard shall affect new applications only and does not affect any already existing certificate unless the certified product has undergone modifications.
Thailand
NBTC Solicits Public Opinions on Technical Standards for Wireless Microphones and DECT
The National Broadcasting and Telecommunications Commission (NBTC) released a new announcement to solicit public opinions on the upcoming revision of technical standards for wireless microphones and Digital Enhanced Cordless Telecommunications (DECT). The public opinion solicitation period will run from January 15, 2025, to March 17, 2025. The main points are as follows:
- Amendments to《NBTC TS 1006-25xx》(technical standard for wireless microphones):
♦ To increase the standard scope by adding the types of assistive listening devices and specifying the channel bandwidth for Wireless Multichannel Audio Systems (WMAS) to not exceed 8 MHz.
♦ To improve electrical safety requirements as follows:
- Change conditions of electrical technical characteristics from "only devices connected to an AC main supply" to "not using a battery power supply".
- Replace standard IEC 60950-1 with IEC 62368-1.
- Replace standard TIS 1561-2548 with TIS 62368 Part 1-2563. - Propose the new standard 《NBTC TS 10XX-25xx》(technical standard for digital radiocommunication equipment using DECT technology) :
♦ Permit usage in frequency band 1,880-1,900 MHz with a max e.i.r.p. of 250 mW.
♦ RF requirements: NBTC will accept any one of the following test reports
- ETSI EN 301406 V2.2.1 or newer
- ETSI EN 301406-1 V3.1.1 or newer
- ETSI EN 301406-2 V3.1.1 or newer
♦ Electrical safety requirements: NBTC will accept any one of the following test reports.
- IEC 62368-1
- TIS 62368 Part 1-2563 or newer - Updated following technical and usage criteria:

MIC Releases Circular No. 19/2024/TT-BTTTT
The Ministry of Information and Communications (MIC) released Circular No. 19/2024/TT-BTTTT《National Technical Regulation on Specific Absorption Rates for Hand-Held and Body-Worn Wireless Communication Devices》(QCVN 134:2024/BTTTT) on December 31, 2024. This Circular takes effect from February 15, 2025.
The implementation roadmap:
- From February 15, 2025: applications for testing, certification of conformity, and announcement of conformity may be submitted according to QCVN 134:2024/BTTTT.
- From July 1, 2026: mobile phones shall comply with QCVN 134:2024/BTTTT.
- From July 1, 2027: products subject to QCVN 134:2024/BTTTT shall comply with QCVN 134:2024/BTTTT.
MIC Releases Circular No. 20/2024/TT-BTTTT
The Ministry of Information and Communications (MIC) released Circular No. 20/2024/TT-BTTTT《National Technical Regulation on NR and E-UTRA Multi-Technology Mobile Communication Base Station Equipment - Radio Access Part》 (QCVN 133:2024/BTTTT) on December 31, 2024. This Circular takes effect from February 15, 2025.
The implementation roadmap:
- From February 15, 2025: applications for testing, certification of conformity, and announcement of conformity may be submitted according to QCVN 133:2024/BTTTT.
- From July 1, 2025: NR and E-UTRA multi-technology mobile communication base station equipment shall comply with QCVN 133:2024/BTTTT.
MIC Releases Circular No. 21/2024/TT-BTTTT
The Ministry of Information and Communications (MIC) released Circular No. 21/2024/TT-BTTTT《Technical Regulation for Surveillance Camera Using Internet Protocol - Basic Information Security》 (QCVN 135:2024/BTTTT) on December 31, 2024. This Circular takes effect from February 15, 2025.
The implementation roadmap:
- From February 15, 2025: application for testing, certification of conformity, and announcement of conformity may be submitted according to QCVN 135:2024/BTTTT.
- From January 1, 2026: surveillance camera equipment using the internet protocol shall comply with QCVN 135:2024/BTTTT.
TQC Releases Decision No. 228/QĐ-TTĐLCL
The Telecom Metrology and Quality Center (TQC) released Decision No. 228/QĐ-TTĐLCL on November 5, 2024. This regulation became effective immediately upon its release.
The main points are as follows:
- Any changes to the certificate of the manufacturer's quality management system during its validity period shall be reported to TQC by the type approval certificate holder.
- The type approval certificate holder shall submit an updated certificate of the manufacturer's quality management system within 15 days of the expiration of the current certificate. Otherwise, the TQC shall declare the type approval certificate invalid.
