RSS-102.SAR.MEAS Updated to Issue 2
RSS-102.SAR.MEAS – Measurement Procedure for Assessing SAR Compliance in Accordance with RSS-102, Issue 2, was published on August 15 to replace Issue 1. The main changes are as follows:
- New requirements and clarifications for time-averaged SAR (TAS) for algorithm approvals and final product implementations, including wireless wide area networks (WWANs), WLANs, NTN, and Bluetooth (BT).
- For conducting measurements with an array class 2 fast SAR system as per IEC/IEEE 62209-1528.
- For foldable devices and spatially separated antennas.
- For multiple TAS applications.
- Guidance for TAS motion sensors.
- New requirements on time-averaged absorbed power density (TA-APD) for WLAN devices operating in 5,925-7,125 MHz.
- Clarified test procedure for foldable devices.
- New test method for devices with protrusions.
By February 15, 2026, 6 months after the publication of Issue 2, products that had been certified under Issue 1 that continue to be available in Canada shall meet all the Issue 2 requirements. For products already certified and tested against the requirements in Issue 1 that do not require any software/firmware or hardware changes to meet the Issue 2 requirements, updated test report(s) shall be kept on file by the manufacturer. No additional filing is required with ISED. However, when changes are required to meet Issue 2 requirements, a C3PC will be required to update the certification application for the affected products.
