New Type Approval decision No. 52/SP/PC/ARPCE/2021 released

ARPCE has released the new Type Approval decision No. 52/SP/PC/ARPCE/2021 to update the current Type Approval decision No. 28/SP/PC/ARPCE/2019 on October 13, 2021. The main changes are as follows:

  • Copy of the trade registration certificate containing the activity code(s) linked to the manufacture, import and sale of terminal equipment
  • ARPCE requires the importer to report the product serial number and IMEI code within one month of the approved equipment has been placed on the market

 

Argentina Argentina Secretary of Commerce
The Argentine Regulator published Resolution 1038/2021

New Resolution 1038/2021 has published on Argentina’s official bulletin on October 12, 2021, which introduced several changes to former Resolution 169/2018. The main changes are as follows:

  • The following products will require mandatory Electrical Safety Certification starting from August 9, 2022:
    1. Dichroic or bi-pin lamps
    2. Led lamps and led-mounted modules
    3. Lampholders for Dichroic or bi-pin lamps
    4. Fence electrifiers
  • The following products will require mandatory Electrical Safety Certification starting from October 12, 2022:
    1. Hand tools, transportable and lawn and garden machinery, powered by electric motor
    2. Manual devices for skin and hair care (razors, massage equipment, among others)
    3. Household electrical kitchen equipment that performs the functions of heating, cutting, processing, or blending food or beverages
  • The surveillance periodicity for certificates schemes have been revised:
    1. For S-Type (ISO System No. 4) certification scheme, surveillances will be required every 6 months
    2. For S-Mark (ISO System No. 5) certification scheme, surveillances will be required every 12 months

SRRC 2,400MHz/5,100MHz/5,800MHz technical standard update

State Radio Regulatory Commission of the People's Republic of China (SRRC) issued Notice No. [2021] No. 129 on October 13, 2021, strengthening the technical requirement of 2400-2483.5MHz, 5150-5350MHz and 5725-5850MHz frequency bands. This update will be implemented on January 1, 2022. From October 15, 2023, application for type approval of radio transmitting equipment must be tested in accordance with the technical requirements listed in this notice.

CRC Resolution No. 6129 in Effect

The Communications Regulation Commission (CRC), the governing body of telecommunications in Colombia, issued Resolution No. 6129 on December 30, 2020, through which it updated the provisions of the Terminal Equipment Homologation Regime. This new regulation has come into effect since October 1, 2021. Among the most major change is, every device framed within the definition of Mobile Terminal Equipment (ETM / Equipo Terminal Móvil), must be approved in order to be marketed and activated in the country, regardless of whether the device makes use of those networks for voice and/or data communications services.

PON Equipment: IPv6 Test Requirements on hold

Telecommunication Engineering Centre (TEC) issued an office memorandum on October 5, 2021, IPv6 test requirements for all PON equipment are put on hold with immediate effect till further notified.

Extension in date of implementation of revised IS 1293: 2019

Bureau of Indian Standards (BIS) has announced the extension in date of implementation of revised IS 1293 : 2019 superseding IS 1293: 2005 for “Plugs and Socket-Outlets for household and similar purposes of rated voltage upto and including 250 V and rated current upto and including 16 A”

The last date of concurrent running of IS 1293: 2005 and IS 1293: 2019 has now been extended up to 23 October 2022.

TRC updated Wi-Fi frequency allocation and its limit on radiated power

To allocate the frequency band 6GHz for the use of Wi-Fi technology, the Telecommunications Regulatory Commission (TRC) presented the updated version of “Instructions and conditions for licensing and operating local radio communication networks (R-LAN)” on October 12, 2021.

The allocation of Wi-Fi frequency and the limit on radiated power are as follows:

  • 2,400-2,483.5 MHz: 100mW (Indoor/Outdoor)
  • 5,150-5,350 MHz: 200mW (Indoor/Outdoor)
  • 5,470-5,725 MHz: 1W according to the technical specifications mentioned in EN 301 893, Transmit Power Control function is mandatory (Indoor only)
  • 5,725-5,875 MHz: 200mW (Indoor only)
  • 5,925-6,425 MHz: 25mW (For portable device which operates indoors and outdoors); 200mW (Indoor only)

CITC updated the regulation and allocation of commercial spectrum bands identified for IMT

The Communications and Information Technology Commission (CITC) has updated “Regulation and Allocation of Commercial Spectrum Bands Identified for the International Mobile Telecommunications (IMT)​” in furtherance of its National Spectrum Strategy. This document represents the frequency allocation and use regulations for radio spectrum bands identified for IMT services. CITC prioritizes the frequency bands shown in the table below for the use of IMT systems.

Senegal Senegal ARTP
Sample will be needed for Type Approval from 2022

L’Autorité de Régulation des Télécommunications et des Postes (ARTP) of Senegal published Décision No. 2021-011 on August 27, 2021. It mentioned that sample will be required for Type Approval, however it did not mention the condition and the number of samples. The decision is expected to be implemented in early 2022.

 

Serbia Serbia Ministry of Economy
Serbia revises EMC and LVD certification requirements

The Serbian Ministry of Economy issued ordinance of amendments to the LVD and EMC Rulebooks on February 26, 2020, in which mentioned LVD and EMC CoC will no longer be mandatory for non-RF products from January 1, 2022. However, these products should still be affixed with the 3A conformity mark, without the certification body number and the year of issuance.

KATS has released 2021-0283 announcement

Korean Agency for Technology and Standards (KATS) has released 2021-0283 announcement on August 27, 2021, which announced that KC 60065、K 60950-1、K 60950-22 have been replaced by KC 62368-1 since the released date of the announcement. The standard KC 60065、K 60950-1、K 60950-22 will be invalid after December 31, 2022, and product complying with these standards can still import and sell with the current certificate. However, if the certified product needs to be revised technically and apply for revision, it should be updated to the latest KC standard KC62368-1:2021 after January 1, 2023.

 

UAE United Arab Emirates TDRA
The sale of devices supporting 2G only will be stopped in the UAE markets

The Telecommunications and Digital Government Regulatory Authority (TDRA) has announced that the 2G (GSM) shutdown process of in the UAE is proceeding according to the plan set by TDRA. The shutdown of 2G networks in the networks of service providers (Etisalat and du) is scheduled at the end of 2022. The sale of devices supporting 2G only will be stopped in June 2022 in the UAE markets.
