Argentina ENACOM Allocates 17.3–17.7 GHz Band for Fixed-Satellite Service
Ente Nacional de Comunicaciones (ENACOM) issued Resolution No. 1261/2025 on October 23, 2025, officially designating the 17.3-17.7 GHz frequency range for primary use by the Fixed-Satellite Service (Space-to-Earth). Following this regulatory update, manufacturers of equipment operating in this band must obtain ENACOM type approval prior to marketing or using such products in Argentina.
Botswana
Botswana BOCRA Launches Digital Type Approval System
The Botswana Communications Regulatory Authority (BOCRA) launched its new digital Type Approval online portal in October 2025. The portal is intended to enhance approval efficiency while strengthening regulatory processes and data management capabilities. All application documents must now be submitted electronically through the portal.
However, the portal currently does not allow for application status tracking, and as it’s still in its initial operational phase, technical issues may occur and potentially affect overall processing timelines. To reduce the risk of delays, it’s recommended to allow for additional lead time when submitting applications.
India
India NCCS to Make ITSAR Certification Mandatory for ONT & OLT Products from January 1, 2026
The National Centre for Communication Security (NCCS) announced on August 29, 2025, that the application period for the Voluntary Security Certification (VSC) of Optical Network Terminal (ONT) and Optical Line Terminal (OLT) products has been extended until December 31, 2025. Starting January 1, 2026, these products will fall under the mandatory ITSAR certification scope.
Ministry of Chemicals and Fertilizers Announces Removal of Mandatory BIS Certification for Certain Products
The Ministry of Chemicals and Fertilizers of India issued a notification to rescind the mandatory certification requirements for certain products on November 12, 2025. This decision was made as a policy adjustment in the public interest, following solicitations with the Bureau of Indian Standards (BIS). Effective immediately, the import and sale of the affected products, listed in the table above, no longer requires ISI certification.

India MHI Issues Scheme-X OTR Second Amendment Order
The Ministry of Heavy Industries (MHI) of India issued the “Machinery and Electrical Equipment Safety (Omnibus Technical Regulation) Second Amendment Order, 2025” on November 13, 2025, substituting the words “on the 1st September, 2026” with the phrase “from such date as may be notified by the Central Government in the Official Gazette”. The mandatory implementation date will be announced in a separate notification to be published later in the Official Gazette.
India BIS Migration to IS/IEC 62368: Part 1:2023 from IS 13252:Part 1:2010 and IS 616:2017
The Bureau of Indian Standards (BIS) published the notification regarding the migration of IS 13252:Part 1:2010 and IS 616:2017 to IS/IEC 62368:Part 1:2023 on November 7, 2025. A concurrent period for standards IS 13252:Part 1: 2010 and IS 616:2017 with IS/IEC 62368:Part 1:2023 shall be permitted until November 1, 2028. After this date, IS 13252:Part 1:2010 and IS 616:2017 shall stand withdrawn.
The Gazette also introduces a new product category: Extended Reality Products (Augmented Reality, Virtual Reality, Mixed Reality, etc.) as the 65th product category to be included in the Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021, effective May 1, 2026.
Jordan
Jordan TRC Releases Instructions No. 2 of 2025
The Telecommunications Regulation Commission (TRC) released Instructions No. 2 of 2025 on September 17, 2025, updating ”Instructions on Conditions and Procedures for Obtaining Approval for the Import, Use, Retention and Trading of Telecommunications Devices and Telecommunications Terminals”, effective immediately. The main points are as follows:
- Extend the certificate validity to 2 years for the local applicants and importers.
- Broaden the list of exempted products. The newly added items are as follows:
- Cables, wires, and empty cabinets.
- Accessories and consumables for fax machines and copiers.
- (with or without Wi-Fi) printers and copiers, excluding the fax function.
- Wired and wireless surveillance cameras.
- Desktop and laptop computers.
- Computer and television screens of all shapes and specifications.
- Short-range infrared remote control devices.
- Hard drives and storage devices.
- Production inputs and electronic parts.
- Devices with Bluetooth functionality, for example, Bluetooth headsets.
- GPS navigation devices, excluding SIM-card functionality.
- Network equipment, for example, switches, firewalls, and servers.
Niger
Niger ARCEP Issues New Type Approval Regulations for Terminal and Radio Equipment
Autorité de Régulation des Communications Électroniques et de la Poste (ARCEP) issued Decision No. 000011/ARCEP/
CNRCEP/25 on October 8, 2025, which effective immediately. This decision officially establishes the procedures for the type approval of terminal and radio equipment, as well as the issuance of installer approval certificates. Additionally, this decision aims to strengthen market supervision of electronic communications equipment and ensure that devices sold and used to comply with technical and safety standards. The main points are as follows :
- Testing Requirements
- All terminal equipment intended to be connected to a public network must undergo laboratory testing.
- Laboratory testing may be required for radio equipment in the following cases:
◊ Where the type-approval certificate from the country of origin, or any equivalent document, does not correspond to
the equipment.
◊ Where the documents submitted do not clearly demonstrate that the equipment meets the essential requirements.
◊ Where there are reasonable grounds to believe that the equipment does not comply with the essential requirements.
- Applicants are required to provide two samples of the equipment, and additional testing fees will apply. - Certificate Validity and Renewal
- The certificate is valid for three years from the date of issuance.
- The renewal application must be submitted at least two months before the expiration date and be accompanied by proof that the equipment has not undergone any substantial modifications.
- Certificates issued prior to this decision shall remain valid until the end of their original validity period.
South Korea
Korea RRA Issues Technical Standard for USB Type-C Port
The National Radio Research Agency (RRA) released “Technical Standards for Charging and Data Transmission Methods for Broadcasting and Communication Equipment, including Mobile and Smart Devices” on November 5, 2025. This standard introduces additional testing requirements for cellular phones, tablets, laptops, and other portable devices equipped with USB-C connectors, which will effective from November 5, 2026.
Thailand
Thailand NBTC Announces Mandatory Registration for Wireless NVR Devices
The National Broadcasting and Telecommunications Commission (NBTC) of Thailand issued a notice on October 30, 2025, mandating operators to apply for registration with the NBTC and complete conformity assessments for wireless network video recorders (wireless NVRs) in accordance with the 2.4 GHz and 5 GHz frequency band technical standards (NBTC TS 1035-2562) before import or sale in Thailand.
This measure aims to ensure that equipment import and sales comply with technical regulations, prevent interference with the 2,600 MHz band mobile networks, and provide the public with the ability to verify legally compliant products
Vietnam
Vietnam MST Issues Circular 29/2025/TT-BKHCN to Simplify Testing Requirements
The Ministry of Science and Technology (MST) issued Circular No. 29/2025/TT-BKHCN “Circular on the List of Products and Goods in the Information Technology and Telecommunications Sector That May Cause Safety Risks Under the Management of the Ministry of Science and Technology” on November 13, 2025. This Circular will come into effect on December 31, 2025 and will replace Circular No. 02/2024/TT-BTTTT issued on March 29, 2024. The main changes are as follows:
- Industrial computers (HS code 8471.41.90) have been added to the list of products requiring mandatory conformity declaration .
- For SAR Standard QCVN 134:2024/BTTTT, the mandatory application timeline is as follows:
- Effective from July 1, 2026:
◊ Smartphones and other telephones for other cellular mobile networks
◊ Land mobile phones using fifth-generation (5G) mobile communication technology
- Effective from July 1, 2027
◊ Cordless subscriber extension telephone equipment of the DECT type
◊ Laptop and portable computer
◊ Tablet computer
- Wi-Fi 6E and Wi-Fi 7 radio access equipments operating in the 5,925-6,425 MHz band must undergo type approval and self-declaration of conformity in accordance with QCVN 47:2015/BTTTT and QCVN 96:2015/BTTTT.
- Starting from July 1, 2025, the requirement for testing under severe/critical conditions is removed for the following technical regulations. Products subject to these regulations may be tested under normal conditions:
- QCVN 41:2016/BTTTT
- QCVN 53:2017/BTTTT
- QCVN 54:2020/BTTTT
- QCVN 55:2023/BTTTT
- QCVN 65:2021/BTTTT
Only Wi-Fi transceiver equipment (e.g., Wi-Fi modems, Wi-Fi access points, HS code 8517.62.51) must continue to undergo severe/critical condition testing under QCVN 54:2020/BTTTT and QCVN 65:2021/BTTTT. - The exemption allowing the import of up to three (03) products and goods for each category in the shipment without verification is abolished.
