Malaysia SIRIM announced on December 13 2023 that CoCs have been expired for more than 6 months will now be automatically blocked for renewal. The system will suspend the CoC with prior notice from SIRIM QAS International. In the event that no action is taken by the Certificate Holder within 14 working days from the suspension date of the CoC, cancellation will be made without further notice to the Certificate Holder.

ENACOM Released Resolution 2097/2023 for 5G NR

Ente Nacional de Comunicaciones (ENACOM) released the Resolution 2097/2023 on December 5, 2023 to introduce an updated version of the Testing Standard for cellular devices, which includes 5G NR operation on 3,300-3,700 MHz (N77 and N78) allocated band, and allows the ENACOM Homologation of 5G devices. The main points are as follows:

  • New Testing Standard for cellular devices 2G/3G/4G/5G: ENACOM-Q2-61.03 V23.1 - User Terminals for SCM (Mobile Communication Systems) & STeFI (Reliable and Intelligent Telecommunications Service), to replace former ENACOM-Q2-61.03 V17.1 - User Terminals for Mobile Communication Systems standard
  • ENACOM has granted a grace period of 90 calendar days to allow new and ongoing applications to be still accepted having reports issued under ENACOM-Q2-61.03 V17.1 former standard
  • New 5G NR 3,300-3,700MHz frequency band has been regulated in Chapter V
  • Based on Articles 4° and 5°, for 5G technologies ENACOM will allow the homologation leveraging foreign RF reports and certificates (from agencies such as FCC/CE/ANATEL, etc.) for imported devices, or by means of Declaration of Conformity for locally manufactured devices, until at least 2 (two) accredited laboratories have been duly authorized to perform 5G measurements
  • ENACOM Resolution 4709/2018 remains valid still allowing foreign certification and reports to leverage the local testing for 2G/3G/4G interfaces

ANATEL Released New Safety Standard Act 17087

Agencia Nacional De Telecommunicators (ANATEL) released the new Official Letters No. 463/2023 and 466/2023 on December 14, 2023, clarifying the safety standard requirements of new Act 17087. It will be enforced on December 27, 2023. The main points are as follows:

  • Laboratories that were authorized to test according to old Act 950 are automatically authorized to do the testing according Act 17087 until December 14, 2023 due it’s similarity
  • ANATEL will waive the obligation to perform the visual inspections by the laboratory, described in item 11.2.1 of the Act 17087, for test reports issued until March 27, 2024, but declared that the requirements still mandatory

Official letter 466/2023 just fixed a Typo of Official Letter 463/2023.

 

ANATEL Released New IPV6 Standard Act 7971

Agencia Nacional De Telecomunicacoes (ANATEL) released a new Official Letter No. 464/20233 on December 14, 2023 for the new IPV6 standard Act 7971, which will be enforced on January 8, 2024. This allows laboratories that were already authorized to test according IPV6 to do testing according to new Act 7971 until December 14, 2024 due it’s test procedures similarity.

MIIT Released SRRC Regulation for WiFi 7 Device

The Chinese Ministry of Industry and Information Technology (MIIT) released《Notice of the State Radio Office on the technical requirements and test methods for the new SRRC type approval of wireless LAN equipment adopting the IEEE 802.11be technical standard》on November 28, 2023. MIIT Released Improvement of SRRC Procedure

The Chinese Ministry of Industry and Information Technology (MIIT) released《Notice from MIIT for SRRC on matters related to the improvement of SRRC procedure》on November 29, 2023. And it will come into force on January 1, 2024. The main points are as follows:

  • The test center must receive the samples within 15 working days after receiving the application
  • The test center must complete setup within 10 working days after receiving the sample
  • After adjusting the sample the test center must complete the test and upload the test report within 10 working days

DoT Released New Office Memorandum

The Department of Telecommunications (DoT) released an office memorandum on November 20, 2023, which amending the OM No. 18-10/2008-IP originally issued on January 25, 2012, and August 17, 2012. This amendment updates the requirement for labeling the SAR values on mobile phone products and for safety precautionary statements. The main changes are as follows:

  • The information related SAR values and safety precautions may also be digitally displayed through online means, such as online links, e-labels, QR codes, etc.
  • Mobile manufacturers should observe for a period of six months, the number of customers accessing information through online channels. Subsequently, this data should be submitted to the DoT for evaluation. Based on the findings, a decision will be made regarding the possibility of solely digital or online display of SAR values and safety precautions.   

 

TEC Extended the Mandatory Certification Date for Part of Phase III and Phase IV Products

The Telecom Engineering Centre (TEC) announced on December 27, 2023, to extend the mandatory certification date of 12 products as above table which covered under Phase III and Phase IV from January 1, 2024 to April 1, 2024, the mandatory dates for remaining 32 products under Phase III and Phase IV still remain unchanged (i.e. January 1, 2024). The announcement also extends to accept ILAC report from non-boarder sharing countries to March 31, 2024 for 8 products under Phase III and Phase IV.

Suspension of Certificate Of Conformity (COC) that Has Expired For More Than Six Months

SIRIM announced on December 13 2023 that CoCs have been expired for more than 6 months will now be automatically blocked for renewal. The system will suspend the CoC with prior notice from SIRIM QAS International. In the event that no action is taken by the Certificate Holder within 14 working days from the suspension date of the CoC, cancellation will be made without further notice to the Certificate Holder. Impacted applicants are given a grace period of 30 days from the date of this announcement to proceed with renewal applications. If no action is taken within this 30 days period, the approved Type Approval application will be closed, and the impacted model shall be subjected to a new Type Approval application before it may be imported.

OCPB released Labeling Requirements for Containing Lasers Products

The Office of the Consumer Protection Board (OCPB) released a notification which signed by the Thai Labeling Committee on September 28, 2023, designating the containing Lasers Products as label-regulated products. Labels must including the information in Thai and/or Thai and other national languages, but this does not apply to the products which exported from Thailand to other countries and regions. The notification becomes effective on January 26, 2024. The main points are as follows:

  • The label should include text, images, logos, or graphics, and should use Thai language or Thai and other foreign languages.
  • Labels should be clear and readable, containing the following information:
    - The name or type of the product
    - The registered trademark name of the manufacturer or importer
    - For imported goods, the country of production should be indicated
    - The address of the manufacturer or importer
    - The size, weight, or volume of the product
    - Product details, including the type of laser, wavelength, and maximum output power.
    - The hazard level of the laser beam, warnings, and precautions.
    - Instructions for use, recommendations for use or storage
    - Date of production and date of expiration
    - Unit price

Vietnam MIC released new Circular XX/2024/TT-BTTTT (Draft)

Ministry of Information and Communications of the Socialist Republic of Vietnam (MIC) released new Circular

XX/2024/TT-BTTTT, in which updated the national technical regulation, and the list of products under mandatory Type Approval certification and Declaration of Conformity. The new Circular will come into force from April 1, 2024 and replace Circular 04/2023/TT-BTTTT. The main changes are as follows:

  • Update the national technical regulations
    - QCVN 117:2023/BTTTT:2G/3G/LTE, replacing old standard QCVN 117:2020/BTTTT
    - QCVN 55:2023/BTTTT:9 kHz-25 MHz short Range Devices, replacing old standard QCVN 55:2011/BTTTT
    - QCVN 110:2023/BTTTT:EUTRA Base Stations, replacing old standard QCVN 110:2017/BTTTT
    - QCVN 111:2023/BTTTT:EUTRA Repeaters, replacing old standard QCVN 110:2017/BTTTT
  • Add new national technical regulations
    - QCVN 132:2022/BTTTT:Safety standard for tablet, desktop, laptop, DECT phone, set top box, televisions
  • Requirements on extreme test conditions for some QCVNs regulations which have been suspended under Circular 10:2023/TT-BTTTT shall become mandatory
  • Radar equipment operating in the band 76 GHz to 77 GHz, removing QCVN 124:2021/BTTTT, only QCVN 18:2022/BTTTT is applied
  • Wireless chargers (with the HS code of 8504.40.19 and 8504.40.90), removing QCVN 55:2011/BTTTT, only QCVN 96:2015/BTTTT is applied
  • A large number of maritime products, QCVN 47:2015/BTTTT shall be applied
  • QCVN 128:2021/BTTTT:5G NR Base Station, the performance requirements and testing in extreme conditions are not required
  • QCVN 127:2021/BTTTT and QCVN 129:2021/BTTTT:5G NR must support n77 and n78
