MIIT Released SRRC Interim Regulation for UAV Radio Management

The Chinese Ministry of Industry and Information Technology (MIIT) released《Interim Regulation for Civilian Unmanned Aircraft Radio Management》on December 27, 2023. Which has come into force on January 1, 2024. The main points are as follows:

SEC Updated the Safety Regulations for Television STB

The Superintendence of Electricity and Fuels (SEC) released the new resolution N° 21593 on December 17, 2023, which updated the protocol of television set-top boxes to PE Nº8/2: 2023. This new protocol replace the previous protocol PE Nº8/2: 2016 and will come into force on March 3, 2026.

DoT Releases the Telecommunications Act 2023

The Department of Telecommunications (DoT) released the Telecommunications Act 2023 on December 24, 2023. This decree revised and consolidated laws relate to the provision of telecommunications services, as well as the development, expansion, and operation of networks. It also addresses spectrum allocation and other related matters. Specifically sets out the terms for authorization and allocation regarding the provision of telecommunications services, network construction, spectrum usage, and specific penalties for violations.

 

BIS Released Updated Implementation Guidelines of Parallel Testing

The Bureau of Indian Standards (BIS) continuous with Pilot Parallel Testing Project Regulation issued in December 2022 and June, 2023, BIS released an updated guideline on January 9, 2024, which has been decided to convert the pilot project into a permanent scheme, the latest circular comes into force with immediate effect. The main points are as follows:

  • This guideline will enable parallel testing of all the electronic products which covered under the Compulsory Registration Scheme (CRS) of BIS. These guidelines are voluntary in nature and the manufacturers will still have option for submitting application sequentially to BIS for registration as per the existing procedure
  • All the components which require registration under CRS can be sent for testing in parallel at any of BIS labs /BIS recognized labs. The test report no. along with name of lab will be mentioned in the test report of second component and final products
  • The registration of the components will be done sequentially by BIS. But CCL update application will be required after getting the product(s) registered with BIS
  • At the time of submission of sample to lab as well as submission of application to BIS for registration, the manufacturer would give an undertaking to take related responsibilities and bear the risks

SDPPI Mandates Full EMC Testing Parameters

The Directorate General of Posts and Information Resources & Equipment (SDPPI) started to mandate full EMC testing parameters from January 1, 2024. SDPPI did not issue public announcement on this matter, due to the EMC parameters is already stated in the technical standards.

The full EMC testing parameters are as follows:

  • Radiated Emission 30-1,000 MHz
  • Radiated Emission 1-6 GHz
  • Conducted Emission at DC/ AC main port
  • Conducted Emission at telecommunication port (such as RJ11, RJ45, SFP ports)

 

KEPMEN KOMINFO No. 601 of 2023 for Telecommunication Equipment’s Antenna Published

The Ministry of Communications and Informatic published technical standard Number 601 of 2023 for Telecommunication Equipment’s Antenna and implemented on December 18, 2023. The regulation covers below antennas:

  • Base station antenna based on International Mobile Telecommunication technology standards
  • Microwave link antenna
  • Radio Local Area Network (RLAN) antenna for backhaul purpose
  • Broadband wireless access antenna

 

Publish KEPMEN KOMINFO No. 5 of 2024 for Non-Cellular LPWAN

The Ministry of Communications and Informatic issued technical standard Number 5 of 2024 for non-cellular low power wide area network (LPWAN) telecommunication equipment and implemented on January 3, 2024. The frequency bands are as follows:

  • 433.05-434.79 MHz
  • 920-923 MHz
  • 2400-2483.5 MHz

TRC Published the Draft Instructions for Obtaining Type Approval

The Telecommunications Regulation Commission (TRC), may update the conditions and procedures for type approval after public consultation on November 22, 2023, the main points are as follows:

  • Shortening the validity of certificates from 3 years to 1 year
  • Allowing renewal submissions 3 months prior to the expiration date without requiring additional renewal documents unless the device has been modified
  • Classifying devices into Wired telecommunications devices, Radio telecommunications devices, Peripherals and Infrastructure devices and components
  • Exempting certain devices from approval like printers, short-range infrared remote controls, short-range devices that support BT only, laptops, desktop computers, wireless mouse and keyboard devices

This updated version provides a more complete description of the equipment classification that meets the conformity assessment, help with a better identification on the product equipment code.

IFETEL Released Guidelines for IFT Logo

The Instituto Federal de Telecomunicaciones (IFETEL) released the guideline for the use of IFT logo on December 26, 2023. The main points are as follows:

  • This will become effective on September 9, 2024, 180 days after the publication in the DOF.
  • The use of the IFT logo will not be mandatory for products that have been approved or have begun the approval process prior to the entry into force of the Guidelines. These products will continue to be covered by their respective current Certificates of Homologation.
  • Approved products must include the prefix“IFT”and the Certificate of Homologation number provided in addition to the IFT logo.
  • The IFT marking can be either vertically or horizontally, format as below:
