Brazil
ANATEL Releases Official Letter nº 83 to Extend Cybersecurity Test Report Submission Deadline
ANATEL Act nº 2436 with cybersecurity requirements for assessing the conformity of CPE (Customer Premises Equipment) came into force on March 10, 2024. This Act establishes a set of mandatory cybersecurity requirements for CPE devices used to connect to the Internet service provider's network.
Considering the need for testing laboratories to adapt to the requirements and testing procedures, ANATEL released the Official Letter nº 83 on March 9, 2024. The main points are as follows:
- ANATEL will homologate new devices and renew certificates without cybersecurity testing as long as the application was formally accepted by OCD before March 9. In this case, the deadline to present the cybersecurity test report has been extended to July 6, 2024. If the applicant fails to present the report by the said date, ANATEL will suspend the product certificate in question.
- If this alternative is chosen, the applicant shall sign a declaration letter committing to submit the cybersecurity test report by the deadline as set by ANATEL. In case any non-conformity is encountered during testing, all units sold in the Brazilian market shall be recalled according to the conditions described in the Brazilian Consumer Law.
- To reinforce this point, starting from March 10, 2024, a cybersecurity test report shall be submitted with all new ANATEL approval or renewal applications without exceptions.
As a further clarification, ANATEL released Official Letter nº 100 on March 20, 2024, stating that cybersecurity testing does not apply to enterprise devices.

SUBTEL Amends Exempt Resolution N° 1,985, of 2017, of the Undersecretary OF Telecommunications
Subsecretaría de Telecomunicaciones de Chile (SUBTEL) amended Exempt Resolution N° 1,985, of 2017 on March 11, 2024, the Undersecretary OF Telecommunications to allow medical implantable communication systems (MICS) that operate in the frequency band of 2,400 – 2,483.5 MHz with a maximum radiated power of 2.5 mW and use the frequency hopping technology. This revision takes immediate effect on the date of its release.

DOT Extension of mandatory security testing of WiFi CPE and IP Router under MTCTE from 01.04.2024 to 01.07.2024
The Department of Telecommunications (DOT) in India released a notice on March 28, 2024, this notice postpones the enforce date for the mandatory enforcement where WiFi CPE and IP routers must obtain NCCS certification has been postponed to July 1, 2024.
Due to the increase in data breaches and cyber threats, the National Centre for Communication Security (NCCS) under the Department of Telecommunication (DOT) has formulated the Indian Telecom Security Assurance Requirements (ITSAR). Starting from July 1, 2024, product categories including WiFi CPE and IP routers will need to comply with ITSAR regulations and undergo security testing to ensure the security of the telecommunications network.
Indonesia
SDPPI Tightens Implementation of Labeling Requirement
The Directorate General of Posts and Information Resources & Equipment (SDPPI) held a Socialization of Administrative Sanctions meeting on February 27, 2024, announcing the tightening of the monitoring and implementation of label requirements. Importers and distributors are obliged to ensure that their equipment meets labeling requirements and has obtained a SDPPI certificate. The SDPPI Monitoring Centers (BalMon) will investigate any inconsistency between the SDPPI certificate and the device label and shall impose new administrative penalties if any non-compliance is found. Awaiting the relevant authority to release the official enforcement procedure.
SDPPI Releases Regulation No. 3 of 2024 to Replace Regulation No. 16 of 2018
Ministry of Communications and Informatic released Regulation Number 3 of 2024 on February 23, 2024, effective 90 days after the release date. This regulation will replace Regulation Number 16 of 2018. The main points are as follows:
- Test reports for cellular phones, handheld computers, and tablets must be issued within the past 5 years from the time of document submission.
- A warning label is mandatory for all telecommunications equipment including short-range devices.
SDPPI Announced Regulation No. 177 of 2024 regulates SAR for Cellular Phone and Tablet Computer
Ministry of Communications and Informatic released Regulation Number 177 of 2024 on March 7, 2024, regulating SAR (Specific Absorption Rate) requirement for cellular phone and tablet computer. The main points are as follows:
- Head SAR requirement will be implemented from April 1, 2024; Torso/ Body and Limb SAR requirement will be implemented from August 1, 2024.
- If the testing laboratory cannot provide the test report at the time of submitting the application, the applicant can attach a statement letter issued by the laboratory, which mentioned the expected issue date of the SAR test report.
- The SAR test report mentioned above must be submitted to SDPPI within 14 days of the report issuance.
- The statement letter mentioned in above Point 2 is only valid within 2 years from the SAR implementation date; after 2 years, SAR test report must be submitted.
Malaysia
MCMC Releases Updated Regulation Class Assignment No. 1 of 2024
Malaysian Communications and Multimedia Commission (MCMC) released an updated regulation Class Assignment No. 1 of 2024 on March 5, 2024, replacing the previous Class Assignment No. 1 of 2023. The main changes are as follows:
- The frequency band 12.443-12.497 GHz has been newly allocated for Satellite Broadcasting Receiver Devices.
- For Inductive Applications Devices operating at 49 MHz, the maximum power limit has been increased to 18.02 dBμA/m at 10m from -2.8 dBμA/m at 10m.
Mexico
IFETEL Updated the Effective Date of Guidelines for IFT Logo
The Instituto Federal de Telecomunicaciones (IFETEL) released the guideline for the use of IFT logo on December 26, 2023. It will become effective 180 days after the publication in the DOF. In order to consider IFETEL’s days off and national holidays, the effective date is updated to October 10, 2024.

Seychelles SCRA New Regulatory Agency
The Seychelles Communications Regulatory Authority (SCRA) was established with the publication of Communications Act, 2023, to replace the former Department of Information Communications Technology (ICT). The current type approval process will remain the same.
Singapore
Enterprise Singapore Releases Registration Requirements for Collapsible Products
Enterprise Singapore released circular CPSO-160224-14 on February 16, 2024, to clarify testing, certification, and registration requirements for collapsible electric washing machines and collapsible electric kettles under the Consumer Protection (Safety Requirements) Regulations (CPSR).
Consumer Product Safety Office (CPSO) clarified that collapsible electric washing machines and collapsible electric kettles are considered controlled goods and are regulated under the CPSR. With effect from February 17, 2025, collapsible electric washing machines and collapsible electric kettles will need to be registered under the CPSR and affixed with the Safety Mark before they can be supplied in Singapore. These products shall comply with the following safety standards:
- Collapsible washing machines: IEC 60335-2-7
- Collapsible liquid heating appliances: IEC 60335-2-15
Singapore NEA Amends MEPS and MELS Requirements
Singapore National Environment Agency (NEA) released a circular on March 8, 2024, to amend that all water heaters and commercial storage refrigerators sold in Singapore shall comply with Minimum Energy Performance Standards (MEPS) and Mandatory Energy Labelling Scheme (MELS), effective April 1, 2025. In addition, key amendments to MEPS and MELS affecting all portable air-conditioners, lamps, and televisions will come into effect on April 1, 2024.

The National Broadcasting and Telecommunications Commission (NBTC) of Thailand released a notice on February 29, 2024, for a public hearing on the updated draft of "Technical Standards of Telecommunication Machines and Equipment For radiocommunication equipment used in the Frequency band 5.925 – 6.425 GHz (Draft)."

United Arab Emirates
TDRA releases Technical Requirements for Mobile Terminals
The Telecommunications and Digital Government Regulatory Authority (TDRA) has released new technical requirements for all mobile terminals entering the UAE, effective March 2024.
- Advanced Mobile Location (AML)
- All mobile terminals shall be configured by default to send AML SMS when an emergency call is initiated.
- The AML feature shall be enabled for GSM, UMTS, LTE, 5G, and any future radio technologies.
- All Mobile terminals shall be pre-configured with emergency numbers.
- Specific ETSI standards are mandatory. - 5G NR Mobile Terminals
- Shall meet the Health and Safety, EMC, and Radio technical requirements.
- Specific RF and EMC standards are mandatory.

Vietnam MIC Releases New Circular 02/2024/TT-BTTTT
Following the draft notice issued on March 7, 2024, the Ministry of Information and Communications (MIC) of Vietnam issued a new Circular 02/2024/TT-BTTTT on March 29, 2024, which will come into effect on May 15, 2024. The main points are as follows:
- Applications of new standards such as QCVN 55:2023/BTTTT, QCVN 110:2023/BTTT, and QCVN 111:2023/BTTT will be allowed starting from May 15, 2024. QCVN 117:2023/BTTTT has been applied from February 15, 2024.
- From May 15 to June 30, one may still apply for type approval certificates under either the old or the new standards. Certificates issued under the old standards, except for Terminal devices (that are not mobile phones) with 2G and/or 3G, are valid until their expiration dates.

- The operating frequencies shall comply with the regulations in Circular 08/2021/TT-BTTTT. - Desktop computers, laptops, tablets, and televisions other than the above are required to obtain certification and declaration of conformity, but will be exempted from the destructive testing in QCVN 101:2020/BTTTT and/or QCVN 132:2022/BTTTT
- Imported in quantities of less than three units for each category.
- The importing organization or individual shall provide a declaration letter mentioned that the products are comply with part/all items of QCVN 101:2020/BTTTT and/or QCVN 132:2022/BTTTT and ready to take responsibility for safety of imported products. - Suspend testing under extreme conditions for most products except for Wi-Fi access points until June 30, 2025.
- For QCVN 117:2023/BTTTT (LTE devices) and QCVN 131:2022/BTTTT (EUTRA NB IoT devices), TRP and TRS tests are not required.
- For QCVN 132:2022/BTTTT, the adaptor must also be tested if it is imported along with the main product.
- Wi-Fi 6E or Wi-Fi 7 is not yet permitted. For products supporting the 5,925-7,125 MHz frequency band, manufacturers must disable this band and ensure that consumers cannot activate or use this band without the manufacturer's support.
