The Directorate General of Foreign Trade (DGFT) released Notification No. 13/2024-25-DGFT on May 20, 2024, amending the "Foreign Trade Policy 2023" and the "Import Policy No. 1 of ITC HS 2022," effective the date of its publication. The main changes are as follows:

IFETEL Releases IoT Cybersecurity Analysis
The Instituto Federal de Telecomunicaciones (IFETEL) released the analysis “Ciberseguridad en los dispositivos de internet de las cosas (IoT)” on April 9, 2024. This document refers to the “code of best practices for IoT cybersecurity” and analyzed 348 IoT device manufacturers or brands sold in Mexico and approved by IFT with the finding that 8% of them do not provide any cybersecurity information about their products. Some of the reviewed brands did not provide any reference to information or user personal data security in the terms, conditions, or privacy warnings that accompany the products. In some cases, no information or web page about product security was available.
IFETEL would like to remind everyone that the appropriate cybersecurity against security threats implementation in IoT devices is very important because of risks associated with the failure or lack of device internet security that may severely impact end users' trust, privacy, and wallet.

Serbia RATEL Releases New Radio Equipment Rulebook
The Regulatory Authority for Electronic Communications and Postal Services (RATEL) released the new rulebook for radio equipment based on the EU Radio Equipment Directive (RED Directive). The new rules will be enforced starting June 1, 2024, and the validity of new CoC (Certificate of Conformity) certificates will be extended to 5 years. Starting from January 1, 2027, however, it will no longer be mandatory for radio equipment to apply for a CoC, as long as the equipment is in compliance with CE and affixed with a CE mark.
Saudi Arabia
Saudi Arabia SASO Releases New EMC Regulation
Saudi Standards, Metrology and Quality Organization (SASO) released the new EMC regulation on November 17, 2023, mandating that suppliers shall apply SABER CoC for the regulated 46 product categories before exporting.
The new regulation will be enforced starting November 17, 2024, and the following product categories are exempted:
- Radio equipment and telecommunications terminal equipment (R&TTE)
- Aviation products, parts, and equipment
- Radio equipment used by radio amateurs
- Medical devices
- Equipment with the following physical characteristics:
- It is incapable of generating or contributing to electromagnetic emissions exceeding a level that may cause interference to the normal operations of radio and telecommunication equipment and other equipment.
- It operates without unacceptable degradation in the presence of electromagnetic interference normally present when used as intended. - Custom-made professional evaluation kits that are intended to be used only in research and development facilities for evaluation purposes

MOTIE releases No. 2024-001 announcement to revise the regulation for energy efficiency management
Ministry of Trade, Industry and Energy (MOTIE) released announcement No. 2024-001 on January 2, 2024, to revise the regulation for energy efficiency management and controlled equipment. The main points are as follows:
- Add dishwashers and portable air-conditioners to KMEPS labeling from January 1, 2025.
- Extend the scope of clothes dryers from a maximum capacity of 20 kg to 25 kg from April 1, 2024.
- Upgrade energy efficiency requirements for electric cold-hot water dispensers, dehumidifiers, and set-top boxes from July 1, 2024.
- Extend the scope to air purifiers from January 1, 2025.
- Computers and multi-function printers are to be moved from the e-standby program to KMEPS labeling from January 1, 2025.
- Tubular LED lamps with an external converter and pumps are to be moved from the high EE system to KMEPS labeling from January 1, 2025.

Vietnam MIC Releases Circular 04/2023/TT-BTTTT (Draft)
The Ministry of Information and Communications (MIC) released draft QCVN 134:2024/BTTTT and began soliciting public comments on April 25, 2024. This standard primarily targets mobile phone products by setting limits on the specific absorption rate (SAR) of radio waves absorbed by the human body. It will come into force on July 1, 2025.
