ENACOM Designates 71-76 GHz and 81-86 GHz Bands for FSS

ENACOM released the Resolución 1188/2024 on December 3, 2024, designating the following frequency bands for Fixed Satellite Service (FSS):

  • 71-76 GHz (Space-to-Earth)
  • 81-86 GHz (Earth-to-Space)

Authorized users of these services shall comply with the outcome of the 2027 World Radiocommunication Conference (WRC-27) regarding limits of power flux-density and EIRP for satellite services. While local testing capabilities are still under development, the resolution allows for the acceptance of foreign test reports.

Australia GEMS Updates Regulation of Lightbulbs

GEMS released the 《Greenhouse and Energy Minimum Standards (Incandescent Lamps for General Lighting Services) Determination 2024 》on December 23, 2024. From October 4, 2025, tungsten filament, carbon filament, and halogen incandescent bulbs that are in the scope of the regulations must meet and register under this new determination.

This 2024 determination: 

  • Increases Minimum Energy Performance Standards.
  • Changes the scope of models that can be registered.
  • Includes a list of registered models that will not meet the new requirements under Schedule 1. These model registrations will expire on October 3, 2025, and they will no longer be approved for registration in Australia. 
  • Sets out grandfathering arrangements, allowing existing stock already imported or manufactured in Australia prior to October 4, 2025, to be supplied to the market until 3 October 2030, provided they meet the grandfathering provisions.

No immediate action is required by suppliers to continue selling existing incandescent models registered against the 2016 determination – except for those listed in Schedule 1 of the 2024 determination. The new requirements only take effect when a new incandescent model needs to be registered, or when an existing incandescent model’s registration expires and it needs to be registered for sale.

Suppliers with a registration that is about to expire or are considering registering new models between October 4, 2024, and October 3, 2025, need to consider:

  • Whether they register the models under the 2024 or 2016 determination (subject to eligibility), or 
  • when to discontinue models, if the model cannot be supplied after October 3, 2025.

BTRC issued the Guidelines for the Import, Use, Marketing, and Registration of Wireless Equipment on October 7, 2024, to replace importing guidelines for the Internet of Things (IoT), ISM (Industrial Scientific Medical Band), and radio equipment.

Bolivia ATT Increases Certificate Validity to 10 Years

ATT released the new resolution ATT-DJ-RAR-TL LP 539/2024 on November 6, 2024, to replace the previous regulation ATT-DJ-RAR-TL LP 443/2023. The main change is that the validity of the certificate of Homologation has been increased from 5 years to 10 years, which is non-retroactive. The certificates issued under the old 5-year rule will continue to be valid until their original expiration date.

ANATEL Releases Cybersecurity Audit Guidelines for Suppliers

ANATEL released Ato No. 16417 on November 26, 2024, which includes the operating procedure with guidelines for auditing suppliers of telecommunications products and equipment for telecommunications service providers over their cybersecurity policy. The Act is now in effect and will be mandatory from November 26, 2025.

MIIT released《Notice of the State Radio Office on further clarifying the technical requirements for V2X radio transmission equipment》on December 18, 2024.

  • Add RF bands:
    - 5,925-6,425 MHz for the use of Radio Local Area Network (RLAN) telecommunication equipment based on the latest IEEE 802.11 technology standard.
    - 315-405 kHz and 1,700-1,800 kHz for the use of Short Range Device (SRD) telecommunication equipment, especially for Wireless Power Transfer (WPT).

  • Rulebook on the conditions for the allocation and use of the RF spectrum under the general authorization regime (Official Gazette of the Republic of Serbia, No. 88/24 of November 7, 2024).

Qatar CRA Updated the Regulations for Short-Range Devices

To keep pace with recent technological developments and ensure that SRDs are aligned with rules, international standards, and technical specifications, the Communications Regulatory Authority (CRA) has updated the Class License for Short-Range Devices to Version 5 on November 10, 2024.

This release contains an updated list of SRD applications, applicable frequencies, output power, and other information to which SRDs must comply. The main changes are as follows:

  • Non-Specific SRDs: frequency bands 31-48 GHz and 60-90 GHz were added
  • WAS/RLAN: frequency band 5,925-6,425 MHz was added
