Australia GEMS Updates the Registration Requirements for Lamps

GEMS released changes to the regulation of the following lighting products on May 5, 2025. The main points are as follows:

  • LED lamps
    - Under the Greenhouse and Energy Minimum Standards (LED Lamps) Determination 2025, suppliers must complete registration and ensure compliance by March 3, 2026.
    - LED lamps within the registration scope must meet requirements related to energy efficiency, labeling, and health standards. Existing stock that qualifies under grandfathering provisions may continue to be sold, and suppliers must assess their eligibility.

  • Incandescent lamps
    - The Greenhouse and Energy Minimum Standards (Incandescent Lamps for General Lighting Services) Determination 2024 will take effect on October 4, 2025, replacing the 2016 determination. Non-compliant models will have their registration canceled and will be prohibited from sale or supply.
    - Existing stock imported or manufactured before October 3, 2025, may be sold until October 3, 2030, if qualified under grandfathering provisions.
    - Certain new incandescent lamp models, such as high-voltage directional incandescent lamps, have been included in the updated scope and may not meet the new requirements.

  • Ballast for fluorescent lamps/transformers and electric step-down converters for ELV halogen lamps.
    - These products are no longer regulated under the Equipment Energy Efficiency Program as of October 4, 2024.

Bluetooth and/or Wi-Fi Devices Exempt From Bermuda RA Type Approval

RA released a memo on February 14, 2025, announcing that devices with only Bluetooth and/or Wi-Fi radio frequencies are exempt from the RA type approval.

Manufacturers and importers are responsible for ensuring that devices comply with all applicable technical and regulatory standards and labeling requirements established by the following governing bodies:

  • The Federal Communications Commission of the United States of America (FCC)
  • The Canadian Standards Association International (ISED)
  • The United Kingdom/European Union (ETSI)

Burkina Faso ARCEP Releases Regulatory Guidelines For Short-Range Devices

ARCEP issued the Decision No. 2025-011/ARCEP/CR on March 21, 2025, which defines the categories and usage conditions for low-power and short-range devices, officially permitting the usage of Wi-Fi in the 6 GHz band. The main points are as follows :

DJID convened a meeting on May 16, 2025, to deliberate the implementation strategy for CISPR 35 immunity testing. The CISPR 35 standard is scheduled to be officially implemented on September 1, 2025. For applications submitted prior to the implementation date, reports based on the CISPR 32 standard are still accepted.

Japan IPA Accepting Applications for STAR-1 (Level 1)

The Information-technology Promotion Agency (IPA) launched the Japan Cyber STAR (JC-STAR) labeling scheme based on Japan Cyber-Security Technical Assessment Requirements on March 25, 2025, and has started accepting applications for the ★1 (STAR-1) level label.

The ★1 (STAR-1) level conformance requirements address the most fundamental security threats faced by all IoT devices. Conformance requirements of ★2 (STAR-2), ★3 (STAR-3), and ★4 (STAR-4) levels are established in accordance with the increasing security requirements for the intended IoT devices. Devices that meet the requirements will receive a compliance label with a QR code, which will facilitate purchasers and consumers to obtain product details, compliance assessments, safety information, contact information, etc.

Niger ARCEP Updates Type Approval Regulations for Radio Equipment

ARCEP issued Order No. 000010/MCP/EN/SG/DL on February 18, 2025, updating the content and conditions for radio equipment type approval. The main changes are as follows :

  • Exemption from Homologation
    - Portable equipment used solely for the reception of sound broadcasting programs.
    - Equipment for national defense and public safety needs.
  • Certificate Validity Changes
    - The validity period of the type approval certificate has been reduced from 10 years to 3 years.
    - Type approval certificates issued prior to the date of signature of this order remain valid until their expiration date.
  • Additional Information on the Certificate
    - The names and addresses of the manufacturer and importer.
    - Frequency bands used by the equipment and specific conditions of use.
  • Effective Date
    - This order came into effect on the date of its publication.

Oman TRA Announces Allocation of 26 GHz Frequency Band

TRA issued an announcement regarding the allocation of the 26 GHz frequency band on March 1, 2025. Mobile telecommunications companies in Oman are permitted to use the 26 GHz band for experiments and the development of 5G and 6G technologies.

Paraguay CONATEL Authorizes 5,925-6,425 MHz for Wi-Fi 6E

CONATEL issued Resolución Directorio No. 1035/2025 on April 23, 2025, authorizing the use of the 5,925-6,425 MHz band for low-power wireless access systems. The 6,425-7,125 MHz sub-band remains prohibited, and all Wi-Fi 6E devices in Paraguay must have this sub-band disabled. Manufacturers and importers who wish to include the Wi-Fi 6E feature in the certificates of already-approved products may request a partial modification to their existing certificates. In addition, products that support Wi-Fi 6E must include a warning in the user manual.
