Indonesia KOMDIGI Public Consultations on Draft Regulation of Land Mobile Radio (LMR)

KOMDIGI is seeking public consultations on a draft LMR regulation issued on July 23, 2025. The main points are as follows:

  • Electromagnetic compatibility (EMC) requirements: updated to align with international standards CISPR 32 or ETSI EN 301-489.
  • Electrical safety requirements: revised to comply with IEC 60950-1 or IEC 62368-1 standards.
  • Classification of land mobile radio devices: devices are categorized into three types - conventional radio devices, trunked radio devices, and private mobile radio devices.
  • Classification of conventional and trunking radio devices: these are further divided into four groups - handheld, mobile, base/repeater, and radio modem.
  • Adjustment of operating frequency ranges: the previously broad frequency range (e.g., UHF devices operating within 300-3,000 MHz) has been refined to reflect the Indonesian Radio Frequency Spectrum Allocation Table (TASFRI) and current industry practices. For instance, under the draft regulations, UHF devices are permitted to operate within the 300-470 MHz range, thereby excluding operations in the 450-512 MHz band.
  • Update of test parameters: testing is restricted to parameters essential for preventing harmful interference, including operating frequency, channel spacing, conducted output power, spurious emissions, and frequency error/stability. Parameters such as temperature, impedance, and modulation have been removed.
  • Incorporation of internationally standardized test methods: this draft introduces recognized global testing methodologies to ensure consistency and reliability.
