Bangladesh BTRC Announcing Wi-Fi Routers Must Support IPv6

Bangladesh Telecommunication Regulatory Commission (BTRC) issued Notice No. 14.32.00000.500.46.001.24.209 on August 4, 2025, announcing that Notice No. 14.32.00000.500.

46.001.24.000007160 has been withdrawn, and Wi-Fi routers produced and marketed in-country or imported from abroad must support the IPv6 technology.

Brazil ANATEL Ends 1880-1920 MHz Band FDD Equipment Certification

Agência Nacional de Telecomunicações (ANATEL) issued Official Letter No. 246/2025/ORCN/SOR-ANATEL on August 20, 2025, to ban the use of the FDD technology in the 1,880-1,920 MHz frequency band. Certifications of FDD devices will not be accepted, and previously certified products will no longer be valid or eligible for renewal.

Egypt NTRA Ends Type Approval for 3G Telecom Devices

National Telecom Regulatory Authority (NTRA) announced that type approval applications of telecom devices that support only the 3G technology will no longer be accepted, effective October 1, 2025. Furthermore, the NTRA will not approve the release of any shipments containing such devices.

Guinea-Bissau ARN Mandates Local Representative for Type Approval Applications

Autoridade Reguladora Nacional (ARN) issued Order No. 4/CA/ARN/2025 on August 4, 2025, mandating that all applicants seeking type approval for Information and Communication Technology (ICT) equipment must appoint a local representative. This order takes effect immediately upon its publication.

According to the new regulation, the local representative must:

  • Be a natural or legal person residing or established in Guinea-Bissau with a valid Tax Identification Number (NIF);
  • Provide official authorization documents such as a power of attorney or a notarized declaration.

Additionally, for applications that are currently under review, applicants must complete the representative appointment process within 60 days of the effective date. Failure to do so will result in the application being considered invalid and closed.

Hong Kong OFCA Releases HKCA 1081 Issue 2

Office of the Communications Authority (OFCA) released HKCA 1081 Issue 2 in August with the following updates:

  • Clause 2: Removed electrical safety requirements.
  • Clause 2.1: The 5,925-5,945 GHz frequency band is reserved as a guard band.
  • Clause 2.3: Clarified the equipment category requirement.

 

Hong Kong OFCA Releases HKCA 1085 Issue 1

Office of the Communications Authority (OFCA) released HKCA 1085 Issue 1 for 5G New Radio (NR) User Equipment (UE) in August to permit 5G UEs operating in all, or part thereof, the frequency bands below:

India DoT Releases Draft Rules for LPI and VLP Wireless Access Systems in 6 GHz Band (Exemption)

Department of Telecommunications (DoT) released the draft rules on May 16, 2025: Use of Low Power and Very Low Power Wireless Access System including Radio Local Area Network in Lower 6 GHz band (Exemption from Licensing Requirement) Rules, 2025. Low-power indoor (LPI) and very-low-power (VLP) outdoor Wi-Fi devices, including radio local area networks operating in the frequency band 5,925-6,425 MHz, will be exempted from licensing. The draft Rules shall come into force on the date of official publication by DoT.

 

India BIS Releases Revised Standard IS 16103 (Part 1):2025 /IEC 62031: 2018

Bureau of Indian Standards (BIS) published IS 16103 (Part 1):2025 /IEC 62031: 2018《LED modules for general lighting: Part 1 safety requirements》on September 9, 2025, which is in effect concurrently with IS 16103 (Part 1): 2012 until January 21, 2026, after which IS 16103 (Part 1): 2012 will be withdrawn. The main points are as follows:

  • All existing licensees shall implement the revised 16103 (Part 1):2025 /IEC 62031: 2018 by January 21, 2026. Beyond this date, no license based on the old standard shall be operative.
  • Existing licensees shall ensure conformance to 16103 (Part 1):2025 /IEC 62031: 2018 through the submission of complete test report(s) issued by a BIS-recognized laboratory for all lead model(s) covered in their scope of license, which had been previously tested according to IS 16103 (Part 1): 2012.
  • Applications that are henceforth recorded may be processed according to the old or revised standard. Processing of applications as per the old standard shall be permitted only up to January 21, 2026. For such cases, the applicant shall provide a declaration that they will implement the revised standard by this date.
  • After January 21, 2026, all licenses shall be granted based on the new standard only.

Telecommunications Regulatory Commission (TRC) issued a notice on September 17, 2025, announcing amendments to the terms and procedures of telecommunications and terminal equipment approvals. The key change is to extend the validity of type approval certificates from one to two years.

 

Malaysia 1 Malaysia

Malaysian MCMC Revises Technical Code for LMR Equipment

Malaysian Communications and Multimedia Commission (MCMC) has approved and published technical code MCMC MTSFB TC T012: 2025 “Land Mobile Radio Equipment – Specifications (Second Revision)” on June 26, 2025. The changes have been made to the allowable frequency range of UHF LMR (conventional two-way radio) equipment, which is now set at 400–450 MHz, as well as to the channel spacing allocation for both UHF and VHF LMR. MCMC is providing a six-month grace period as outlined below:

  • During the grace period (June 26, 2025, to December 26, 2025)
    - New applications: Equipment submitted for certification that complies with the previous version of the Technical Code will be granted a Certificate of Conformity (CoC) with a maximum validity of one (1) year.
    - Application renewals:  Renewals of CoC under the previous version of the Technical Code will be permitted; however, the validity will be limited to one (1) year.

  • After the grace period (From December 27, 2025)
    - New applications: All new submissions shall fully comply with the revised Technical Code.
    - Existing approvals: Existing CoCs shall remain valid until their expiry date. Upon renewal, compliance with the revised Technical Code shall be mandatory.

 

Malaysia MCMC Grants Approval for IMT Bands

Malaysian Communications and Multimedia Commission (MCMC) has permitted the certification of IMT bands, as shown in the table below:

Mexico Mexico

Restructuring of Mexican Regulatory Authority Underway – IFETEL to Cease Operations

The President of Mexico announced on September 22 to plans to submit nominees for the new Comisión Reguladora de Telecomunicaciones (CRT) within the week.

Per the new Telecommunications and Broadcasting Law, IFETEL will be dissolved the day after CRT is formally introduced. IFETEL has stopped accepting new applications and processing ongoing cases as of the end of September. The length of the transition period is currently uncertain.


We will continue to monitor the situation and provide updates as soon as they become available.

 

Moldova Moldova

Moldova’s EU Accession Process Accelerates

The Republic of Moldova and the European Union initiated the negotiation process for accession to the European Community. Based on the results of the bilateral screening, amendments were made to Law 235/2011 regarding the accreditation and conformity assessment activities. The amendments were published in the Official Journal on August 28, 2025, and will be enforced from February 28, 2026. The provisions of the Article 31 of the law was modified and clearly states: The radio equipment and other electric and electronic devices that have completed the conformity assessment process according to the modules prescribed in the applicable EU directives, fully compliant with EU directives, bear the CE conformity marking, and are accompanied by the EU declaration of conformity can be made available on the market without any additional conformity assessment action (certification).

Considering the above and amended provisions of Law 235/2011, Certification Body has started a reorganizing process and has temporarily suspended its certification activities. The certification activities will be resumed after the CB’s alignment with the new law provisions.

Oman TRA Completes Shutdown of 3G Networks

Telecommunications Regulatory Authority (TRA) completed the shutdown of 3G networks and upgraded them to 4G and 5G technologies in the third quarter of 2025.

 

Philippines Philippines

Philippines NTC Decommissions 2G and 3G Mobile Network Services

National Telecommunications Commission (NTC) issued Memorandum Circular No. 003-09-2025 on August 28, 2025, announcing the shutdown of 3G mobile network services by December 31, 2026. The decommissioning of 2G services will follow a separate schedule.

To complement the orderly decommissioning of 2G and 3G networks, the NTC will issue separate guidelines addressing the phase-out of mobile devices that only support 2G or 3G technologies.

Ukraine Permits WLAN 6 GHz

The Cabinet of Ministers of Ukraine adopted Resolution No. 976 on August 13, 2025, which opens the 5,945-6,425 MHz range for the Wi-Fi 6E technology.

Uzbekistan Uzbekistan

Uzbekistan Requires RoHS Report for STZ CoC Applications from 2026

The Cabinet of Ministers of Uzbekistan issued Resolution No. 517 on August 15, 2025, which established unified requirements to ensure the safe use of electrical and radio electronic products. The resolution will be enforced from February 15, 2026, and a RoHS report will be mandatory when applying for the STZ Certificate of Conformity (CoC).
