The Ministry of Heavy Industries of India (MHI) announced on January 14, 2026, to withdrawal of the Machinery and Electrical Equipment Safety (Omnibus Technical Regulation) Order, 2024, commonly referred to as Scheme-X OTR. The withdrawal takes effect immediately, and the regulation is no longer applicable.

ACMA Amends Radiocommunications Equipment Rules for Electric Vehicles

The Australian Communications and Media Authority (ACMA) made the Radiocommunications Equipment (General) Amendment Rules 2026 (No. 1) on January 15, 2026. The amendments introduce new exemptions for certain electric vehicles and vehicle-installed radiocommunications equipment covered by an industry code issued by the Electric Vehicle Council of Australia (EVC). Where a vehicle or its built-in or vehicle-installed radiocommunications equipment is manufactured, installed, or imported by an EVC member and meets the electromagnetic compatibility requirements set out in the EVC Code, the equipment may be exempt from existing Regulatory Compliance Mark (RCM) labelling requirements under specified conditions.

India DoT Publishes NFAP-2025

The Department of Telecommunications (DoT) released the National Frequency Allocation Plan 2025 (NFAP-2025), which came into effect on December 30, 2025. The updated plan aligns India’s spectrum allocations with global standards and identifies the 6,425-7,125 MHz band for IMT, promoting 5G, 5G-advanced, and future 6G networks. Additional spectrums have also been identified for supporting satellite broadband services, vehicle-to-everything (V2X) communications, and in-flight and maritime connectivity (IFMC).

 

India DoT Authorizes Unlicensed Low-Power Wi-Fi Devices in Lower 6 GHz Band

The Department of Telecommunications (DoT) published the “Use of Low Power and Very Low Power Wireless Access System (including Radio Local Area Network) in the xower 6 GHz Band (Exemption from Licensing Requirement) Rules, 2026” on January 20, 2026, permitting low-power indoor and very-low-power outdoor Wi-Fi devices to operate under license-exempt conditions in the 5,925-6,425 MHz (lower 6 GHz) band.

The rules also clearly specify operational restrictions, including prohibiting use on oil platforms, inside land vehicles, boats, and aircraft (except when flying above ten thousand feet), and communication with and control of drones and unmanned aerial systems. All devices must employ a contention-based protocol.

 

India MeitY Extends IS 18112: 2022 Implementation Date

The Ministry of Electronics and Information Technology (MeitY) announced on January 22, 2026, to extend the implementation date of IS 18112: 2022 (Digital Television Receiver for Satellite Broadcast Transmission—Specification) until July 26, 2026.

 

MeitY Withdraws Relaxation Measures for Meeting CCTV Camera Essential Requirements

The Ministry of Electronics and Information Technology (MeitY) issued an official memorandum announcing that the relaxation measures for CCTV cameras that do not meet the Essential Requirements (ERs) will be completely withdrawn and effective from April 1, 2026. As sufficient time has been provided for the industry transition, no sale of any CCTV cameras failing to meet these requirements will be permitted from the effective date onwards.

 

India BIS Extends Implementation Date of Revised Standard IS 302 (Part 1): 2024 /IEC 60335-1:2020

The Bureau of Indian Standards (BIS) extended the final date of implementation of IS 302 (Part 1):2024/IEC 60335-1:2020 for Adapters for Household and Similar Electrical Appliances for one more year until February 23, 2027, with other terms and conditions of the guidelines remaining unchanged.

 

India BIS Extends Implementation Date of Revised Standard IS 16103 (Part 1): 2025 / IEC 62031: 2018

The Bureau of Indian Standards (BIS) extended the final date of implementation of IS 16103 (Part 1): 2025 /IEC 62031: 2018《LED modules for general lighting: Part 1 safety requirements》until July 21, 2026, with other terms and conditions of the guidelines remaining unchanged.

 

India Withdraws Scheme-X Omnibus Technical Regulation

The Ministry of Heavy Industries of India (MHI) announced on January 14, 2026, to withdrawal of the Machinery and Electrical Equipment Safety (Omnibus Technical Regulation) Order, 2024, commonly referred to as Scheme-X OTR.

The withdrawal takes effect immediately, and the regulation is no longer applicable.

 

India TEC Further Extends Acceptance Period for ILAC Test Reports

The Telecommunication Engineering Centre (TEC) issued a notification on December 29, 2025, to extending the acceptance period for test reports—issued by ILAC‑accredited labs from non‑border‑sharing countries and areas—until June 30, 2026, for the MTCTE‑notified products listed below. Additionally, the test reports must have been issued within two years prior to their submission on the MTCTE Portal.

India NCCS Issues New Telecom Security Requirements

The National Centre for Communication Security (NCCS) issued new ITSAR requirements. The main points are as follows:

  • New requirements have been introduced for the following products, with the mandatory implementation date to be announced later:
    - L2/L3 ethernet switches
    - 5G open RAN equipment, including RIC, O-RU, O-DU, and O-CU
  • PON family broadband equipment (ONT/ONU):
    - One-time security testing is required for each unique SoC-SDK combination.
    - Additional variants with the same SoC-SDK combination do not require separate testing.
    - Submission of a Self Declaration of Conformity (SDoC) is mandatory.
    - New variants may be added through certificate modifications on the MTCTE portal without additional testing.
    - Any update to the SoC or SDK shall be treated as a software update.
  • Applicability to the ONU:
    - The ITSAR and all the instructions/circulars/OMs/Notifications issued by NCCS for ONT also apply to ONUs, effective January 1, 2026.

Indonesia KOMDIGI Releases Regulation No. 569 of 2025 for LTE/5G NR Devices

The Ministry of Communication and Digital Affairs (KOMDIGI) released Regulation No. 569 of 2025 on Technical Standards for LTE/5G NR Mobile Telecommunication Devices. The old regulation No. 352 of 2024 ceases to be in effect on January 19, 2026, following the enforcement of the newly issued Regulation No. 569 of 2025.

The main points are as follows:

  • Introduced new frequency bands LTE B41 and 5G NR n41.
  • Introduced a new technical standard for 5G NR repeaters.
  • Added requirements for unwanted emission parameters for base station devices operating in the 850 MHz band (B5/n5).

Mexico ATDT Issues New General Cybersecurity Policy for the Federal Public Administration

Agencia de Transformación Digital y Telecomunicaciones (ATDT) released the General Cybersecurity Policy for the Federal Public Administration in the Official Gazette of the Federation (DOF) on December 17, 2025, that came into effect on December 18, 2025.

Under this new policy, ATDT is responsible for defining information and communications security protocols for the Federal Government. ATDT will issue corresponding technical guidelines, compliance criteria, and official formats within 180 calendar days from the effective date of this policy.

Korea MSIT Announces Draft Revision to Technical Standards for Unlicensed Radio Devices

The Ministry of Science and ICT (MSIT) issued Announcement No. 2026-0017 on January 8, 2026, initiating a revision of the Technical Requirements for Unlicensed Radio Devices and inviting public comments. The proposed updates aim to ease regulatory restrictions for radio devices used in Wi-Fi, Bluetooth, assistive navigation tools for the visually impaired, and the TVWS technology, supporting the infrastructure needs of emerging industries, expanding related product markets, and improving overall user convenience. The main changes regarding Wi-Fi 6 GHz are as follows:

    Permissive Change for Existing Equipment: for devices that have already obtained KC certification, manufacturers intending to increase the power limits for the Wi-Fi 6GHz band (for indoor and subway use) may apply for permissive change testing after the new regulations are officially implemented.

Thailand NBTC Postpones Electrical Safety Requirements for SDoC of SRD 2.4 & 5 GHz and Bluetooth Devices

The National Broadcasting and Telecommunications Commission (NBTC) recently updated its position regarding the electrical safety requirements for SDoC applications of SRD 2.4 & 5 GHz and Bluetooth devices. NBTC had previously informed that, effective February 1, 2026, all SRD 2.4 & 5 GHz and Bluetooth devices applying for SDoC are required to provide an electrical safety test report. However, in response to concerns raised by importers and manufacturers about the potential impact on the industry, the NBTC has decided to postpone implementation of the requirements following an internal review. WiFi 2.4 & 5 GHz devices are still required to submit an electrical safety test report.

Uganda UCC Issues Updated Table of Frequency Allocation

The Uganda Communications Commission (UCC) officially released the latest version of the Uganda Table of Frequency Allocations (8.3 kHz-3,000 GHz) in December 2025. Originally finalized in August 2024, this document provides a systematic breakdown of the radio frequency spectrum within Uganda and establishes clear definitions for general usage and technical constraints across all frequency bands. The main points are as follows:

  • Added detailed national usage instructions for International Mobile Telecommunications (IMT), Short Range Devices (SRD), Ultra-Wide Band (UWB), and Fixed Wireless Access Systems (FWAS) within the 5,925-6,425 MHz band.
  • Incorporated the latest revisions from the 2023 World Radiocommunication Conferences (WRC-23).
  • Expanded the International Mobile Telecommunications (IMT) bands at 694-790 MHz and 3,300-3,800 MHz.

Vietnam MST Issues New Technical Standard for 6 GHz Wireless Access Equipment

The Ministry of Science and Technology (MST) issued Circular No. 41/2025/TT-BKHCN on November 30, 2025, introducing the new technical standard QCVN 136:2025/BKHCN, for wireless access equipment operating in the lower 6 GHz frequency band. This standard replaces QCVN 47:2015/BTTTT and applies to WLAN/RLAN equipment under the HS Code 8517.62.51 operating in the 5,925-6,425 MHz frequency range.  QCVN 136:2025/BKHCN will take effect on January 1, 2027. Starting from January 1, 2027, the Viet Nam Telecommunications Authority (VNTA) will begin issuing Type Approval Certificates in accordance with QCVN 136:2025/BKHCN, and applications based on the previous standard will no longer be accepted.
