To safeguard consumer rights, the Ministry of Electronics and Information Technology (MeitY) of India now requires that portable sealed secondary lithium cells and batteries undergo rated capacity testing and verification in accordance with Clause 7.3.1 of IS 16047(Part 3):2018/IEC 61960-3:2017, in addition to complying with IS 16046(Part 2):2018/IEC 62133-2:2017.

India TEC Issues Office Letter No. 5-5/2024-TC/TEC

The Telecommunication Engineering Centre (TEC) issued office letter No. 5-5/2024-TC/TEC on October 31, 2025.

In accordance with the office letter, the exemption period for submission of test reports for certain specific test parameters under the Essential Requirements (ER) of LAN Switches has been extended until April 30, 2026 (or until further notice).

Applicable Product Scope and Exempted Test Parameters:

  • Fabric Interconnect Switch: Exempted test parameters include Fibre Channel Frame Encapsulation (RFC 3643) and Fibre Channel Static Routing (RFC 2625).
  • SAN Switch: Exempted test parameters include Fibre Channel Management (RFC 4044) and Fibre Channel Static Routing (RFC 2625).

 

India TEC Issues Updated ER No. TEC34732602 for IP Security Equipment

The Telecommunication Engineering Centre (TEC) issued ER No. TEC34732602 on February 1, 2026, an updated version of the Essential Requirements (ER) for IP Security Equipment. This update introduces the following four new product categories. The mandatory enforcement date will be announced at a later date.

  • Data Loss Prevention Equipment
  • Network Data Encryption Equipment
  • Secure Telemetry Equipment
  • Secure Web Gateway Equipment

 

India BIS Mandates Rated Capacity Verification for Lithium Batteries

To safeguard consumer rights, the Ministry of Electronics and Information Technology (MeitY) now requires that portable sealed secondary lithium cells and batteries undergo rated capacity testing and verification in accordance with Clause 7.3.1 of IS 16047(Part 3):2018/IEC 61960-3:2017, in addition to complying with IS 16046(Part 2):2018/IEC 62133-2:2017. The main points are as follows:

A. Existing License Holders

  • For certificates valid until April 30, 2027, rated capacity compliance must be completed by that date.
  • For certificates valid beyond April 30, 2027, compliance must be completed by that date.
  • All lead models must submit test reports issued by an India third party laboratory.
  • The remaining serial models shall submit an undertaking confirming compliance with Clause 7.3.1.
  • Failure to comply within the prescribed timeline may result in suspension or cancellation of the license, or removal of the model from the scope of the certificate.

B. New Applicants

  • Applications for which samples have already been submitted or test reports have already been issued are exempt from additional Clause 7.3.1 testing.
  • Applications currently under review shall submit an undertaking to provide the required test report within the certificate validity period.
  • Starting from April 30, 2027, new certificates will not be granted if the test report does not include rated capacity testing.

Uzbekistan Issues Latest Technical Regulations Amendments

Tthe Cabinet of Ministers of Uzbekistan issued Resolution No. 66 on February 17, 2026, introducing amendments and supplements to existing technical regulations. The key updates are as follows:

  • Addition of “Children’s Toys” to Mandatory Compliance Assessment List: Under the Safety Technical Regulations for Children’s Toys approved by Resolution No. 451, 19 new types of toys have been added, including children’s clay, balls, bicycles and scooters, various dolls, building blocks, puzzles, motorized toys, and electronic toys.
  • Extended RoHS Implementation Grace Period: The effective date in Resolution No. 517 on the “Approval of Technical Regulations Restricting the Use of Hazardous Substances in Electrical and Electronic Products” has been revised. The original 6-month period has been extended to 18 months, meaning the RoHS requirements originally scheduled to take effect on February 15, 2026, will now apply from February 15, 2027.

Vietnam MST Issues QCVN 86:2025/BKHCN Standard

The Ministry of Science and Technology (MOST) issued Circular No. 52/2025/TT-BKHCN on 31 December 2025,  along with Technical Standard on Electromagnetic Compatibility for Terminal and Auxiliary Equipment in Mobile Communication Systems (QCVN 86:2025/BKHCN). This standard has took effect on February 15, 2026, and will be enforced starting from January 1, 2027, replacing QCVN 86:2019/BTTTT and QCVN 18:2022/BTTTT (applicable only to the equipment listed in Appendix I of Circular No. 29/2025/TT-BKHCN, with HS Codes 8517.13.00, 8517.14.00, and 8517.62.59). During the current transitional period lasting until December 31, 2026, applicants may choose to apply either the new QCVN 86:2025/BKHCN or continue using QCVN 86:2019/BTTTT and QCVN 18:2022/BTTTT for testing and application purposes.
