China CNCA announced GB 47372-2026 “Safety Technical Specification for Power Banks” and released the revised “Implementation Rules for Compulsory Product Certification – Power Banks, Lithium-ion Batteries and Battery Packs for Power Banks (Trial)” on May 25, 2026. During the transition period ending March 31, 2027, applicants may apply for CCC certification under either the previous or the revised implementation rules. From April 1, 2027, the revised implementation rules will come into effect, and all new applications must comply accordingly. Existing CCC certificates must also be converted to the new version by this date.

Argentina Establishes National Cybersecurity Center

On May 21, 2026, the Argentine government announced the establishment of the National Cybersecurity Center (Centro Nacional de Ciberseguridad, CNC) to be in charge of cyber threat prevention, protection, and incident response activities. The CNC was established under Decree No. 941/2025 and is responsible for planning, implementing, and overseeing national cybersecurity policies and measures, as well as managing cybersecurity activities related to critical infrastructure and strategic digital assets.

ANATEL Updates Technical Requirements for Internal Signal Boosters

The Agência Nacional de Telecomunicações (ANATEL) released Act No. 5885 on April 30, 2026, updating the conformity assessment technical requirements and testing procedures for internal signal boosters used for the personal mobile service. Replacing the previous Act No. 2271, this act is already in force and categorizes signal boosters into four types according to bandwidth support and operating conditions: broadband boosters, selective boosters, fixed boosters, and mobile boosters. In addition, this act updates the applicable testing requirements and technical specifications, including transmitter power, gain limits, noise restrictions, and uplink inactivity criteria.

Chile Issues Decree No. 60 to Regulate Common Charging Interfaces for Mobile Devices and Chargers

Chile's Ministry of Economy, Development, and Tourism issued Decree No. 60 on May 13, 2026, approving regulations on the requirements for common charging interfaces of mobile information and communication devices. According to this decree, designated categories of mobile devices must be equipped with a USB Type-C charging interface and comply with the relevant technical standards developed by the National Institute for Standardization (INN) based on IEC 62680-1-2:2024 and IEC 62680-1-3:2024. The regulation applies to electronic products that can be charged via a wired connection and are equipped with rechargeable batteries, including mobile phones, tablets, digital cameras, headphones, handheld video game consoles, portable speakers, e-readers, keyboards, mice, portable navigation systems, and laptop computers. In addition, dealers are required to disclose whether the product is supplied with a charger and indicate its charging power rating, as well as whether it supports fast-charging technologies such as USB Power Delivery (USB PD).

 

Chile SUBTEL Updates Technical Regulation for Short Range Devices

The Subsecretaría de Telecomunicaciones (SUBTEL) released Resolution No. 966 on May 27, 2026, amending the Technical Regulation for Short Range Devices established under Exempt Resolution No. 1,985 of 2017. The main changes are as follows:

  • Introduction of a new device category for active implantable medical devices: Ultra-low-power active implantable medical devices operating in the 9-315 kHz frequency band have been added to the regulation. The field strength shall not exceed 30 dBµA/m (or the equivalent value in dBµV/m) at a distance of 10 meters.
  • Revision of confidential test report submission procedures: Confidential versions of test reports may be submitted through SUBTEL's Virtual Document Filing Office.
  • Relaxation of QR code labeling requirements: The size and shape of the QR code may be determined by the responsible party, provided that it can be correctly read and decoded properly.

Certification and Accreditation Administration (CNCA) released the revised “Implementation Rules for Compulsory Product Certification for Electric Bicycles (CNCA-C11-16:2026), Children's Vehicles (CNCA-C22-01:2026), and Toys (CNCA-C22-02:2026)” on May 29, 2026. During the transition period ending October 31, 2026, applicants may apply for CCC certification under either the previous or the revised implementation rules. From November 1, 2026, the revised implementation rules will come into full effect, and all new applications must comply accordingly. Existing CCC certificates will remain valid and may be converted through product modifications or certificate renewal upon expiration.

India DoT Exempts Licensing Requirements for 77-81 GHz Band Short-Range Automotive Radars

The Department of Telecommunications (DoT) issued regulations for automotive short-range radar equipment operating in the 77-81 GHz frequency band on June 11, 2026, which became effective immediately upon publication. The new regulations permit the use of vehicle-installed short-range radars operating in the 77-81 GHz band without a radio license, provided that they operate on a non-interference, non-protection, and non-exclusive basis. Furthermore, the equipment must comply with the prescribed technical requirements, including limits on Equivalent Isotropically Radiated Power (EIRP), maximum emission bandwidth, and unwanted emissions. Although radio licensing requirements have been exempted in the new regulations, manufacturers are still required to submit an application for equipment type approval.

 

DPIIT issues Transition Facilitation (Quality Control) Order, 2026 to Facilitate Transition for Quality Control Orders

The Department for Promotion of Industry and Internal Trade (DPIIT) issued "Transition Facilitation (Quality Control) Order, 2026" on June 25, 2026, establishing a new transitional management mechanism for 10 product categories regulated by Scheme-I Quality Control Orders (QCOs), including toys, personal protective equipment footwear, air conditioning and related components, rubber and polymer footwear, footwear made of leather and other materials, household hot water appliances, household washing appliances, hinges, furnitures, and safety for household, commercial and similar electrical appliances. This transitional management mechanism allows eligible manufacturers to apply for BIS certificates to comply with regulatory requirements under specific conditions. This order will remain in force for five years, unless extended by the Central  Government through a further notification.

Malaysia MCMC Issues New Communications Equipment Baseline Requirements and Revised SRD Specifications

The Malaysian Communications and Multimedia Commission (MCMC) published MCMC MTSFB TC T007:2026 "Short Range Devices - Specifications (Third Revision)" and MCMC MTSFB TC T022:2026 "Communications Equipment – Baseline Requirements" on May 5, 2026. Effective immediately, baseline requirements, including marking, RF, IPv6 support, EMC, Electrical Safety, SAR, and power density, are now universally governed by MCMC MTSFB TC T022:2026. The main changes to this revision are as follows:

  • The 6GHz SRD/RLAN (5,925-6,425 MHz) band applications are incorporated.
  • Specifications for Ultra-Wideband (UWB) road and rail devices in the 6 – 8.5 GHz band are introduced, and the conflicting 3.4 – 3.7 GHz band allocation is removed.
  • Separate power limits for indoor and outdoor operations are introduced for 5GHz WLAN/RLAN.

Mauritius to Phase Out 3G Networks by 2028

The Information and Communication Technologies Authority (ICTA) announced on May 28, 2026, the gradual cessation of 3G mobile services. The policy was approved back on October 3, 2025, and mobile network operators have already begun decommissioning their 3G networks, with all 3G services expected to be discontinued no later than 2028. Once 3G networks are phased out, devices that support only the 3G technology, including certain mobile phones, vehicle trackers, and M2M devices, will no longer function.

The L’Autorité de Régulation des Communications Électroniques et de la Poste (ARCEP) released Decision No. 004/CNRCEP/ARCEP/DG on May 11, 2026, adopting the “National Frequency Allocation Plan (PNAF), 2025”.

Oman Mandates Conformity Assessment Requirements for Personal Electric Mobility Devices

According to Administrative Decision No. 2 of 2025 issued by the Ministry of Commerce, Industry, and Investment Promotion (MoCIIP), personal electric mobility devices have been required to undergo conformity assessment procedures since April 30, 2026, while products already placed on the market may continue to be sold during the transitional period ending on April 30, 2027. The new requirements apply to electric scooters, hoverboards, electric unicycles, and electric skateboards, as well as associated batteries and chargers.

Philippines DTI Issues Draft Technical Regulations for Solar Energy Systems

The Department of Trade and Industry (DTI) released a draft technical regulation for the mandatory product certification of solar energy systems on May 25, 2026. This order will come into effect 15 days after its publication in a newspaper of general circulation. The regulated products include solar photovoltaic (PV) modules, inverters, battery energy storage systems, rapid shutdown devices, battery charge controllers, and PV cables. Twelve months after this order takes effect, all manufacturers/assemblers and importers will be required to obtain a PS license, a statement of confirmation, or an import commodity clearance certificate.

 

Saudi Arabia Saudi Arabia

Saudi Arabia SASO Updates ICT Technical Regulation

The Saudi Standards, Metrology and Quality Organization (SASO) updated the Technical Regulation for Communications and Information Technology (ICT) equipment. The previously referenced standard SASO CITC GEN-002 has been replaced by the new standard SASO 3114:2026. The update applies to mobile phones, tablets, routers, and customer premises equipment, other cellular-enabled devices, optical network terminals, home access gateways, and Wi-Fi distribution devices. During the transition period ending on October 31, 2026, affected products may continue to apply under the previous standard. Starting November 1, 2026, all applications for Certificates of Conformity (CoC) for the affected products must comply with the SASO 3114:2026 requirements. In addition, valid CoC and shipment certificates issued under SASO CITC GEN-002 will remain valid until March 31, 2027. After that date, they will no longer be accepted for product importation and customs clearance.

Singapore Proposes ISO/IEC 42119-8 Standard for Generative AI Testing

The Infocomm Media Development Authority (IMDA) and Enterprise Singapore submitted the ISO/IEC 42119-8 proposal to the ISO and the IEC, aiming to establish standardized testing methods for generative AI. The proposal seeks to establish a consistent and repeatable testing framework to enhance the comparability, reproducibility, and reliability of test results across different generative AI systems. If formally adopted, ISO/IEC 42119-8 is expected to serve as an important reference for the testing and validation of Generative AI.

 

Singapore IMDA Updates Security Requirements for Residential Gateways

The Infocomm Media Development Authority (IMDA) released “TS RG-SEC Issue 2 (Jun 2026)”, the second edition of the Technical Specification for Security Requirements for Residential Gateways. The revision aligns with the enhanced requirements of the Cybersecurity Labelling Scheme (CLS), raising the security level from Level 1 to Level 2. Residential gateways covered by this technical specification will be required to comply with the updated TS RG-SEC and the applicable CLS Level 2 requirements, which are expected to be implemented by December 31, 2027.

Vietnam MOST Updates Frequency Allocation for Digital Terrestrial Television

The Ministry of Science and Technology (MOST) issued Circular No. 27/2026/TT-BKHCN on May 31, 2026, updating the frequency allocation plan for digital terrestrial television (DTT) that will come into effect on July 16, 2026. Under the revised plan, the 470-606 MHz band is allocated for DTT services, with the 606-694 MHz band designated as a transitional band. Applications for new frequency licenses or license renewals for the transitional band may only be granted until December 31, 2028. In addition, if the authority announces that the 606-694 MHz band will be reallocated for International Mobile Telecommunications (IMT) services, affected DTT operators must complete the frequency migration or cease using the band within six months of receiving the official notification.

 

Vietnam MOST Updates IMT Mobile Communications Frequency Band Plan

The Ministry of Science and Technology (MOST) issued Circular No. 29/2026/TT-BKHCN on May 31, 2026, updating the frequency band planning for public land mobile communication systems, which will come into effect on September 16, 2026. Under the revised plan, IMT-2000 (3G), IMT-Advanced (4G), IMT-2020 (5G), and subsequent FDD networks will be permitted to operate in the 890-915 MHz (uplink) and 935-960 MHz (downlink) bands. The 3G network, however, will be terminated after September 14, 2028.
