Taiwan NCC Announces Documentation Requirements for Products Claiming IP Ratings
Starting August 18, 2026, terminal equipment (such as mobile phones) claiming IPXX dust and water protection ratings shall submit one of the following documents when applying for NCC certification:
- A CNS 14165 test report issued by a Taiwan testing laboratory accredited by the Taiwan Accreditation Foundation (TAF).
- An IEC 60529 test report issued by an overseas testing laboratory accredited under the ILAC-MRA.

KDB 393764 D01 Ultra-Wideband Devices Updated to v03
On August 17, the FCC released KDB 393764 D01 Ultra-Wideband Devices v03 to replace KDB 393764 D01 UWB FAQ v02r01. The main changes are as follows:
- Updated measurement standards to require ANSI C63.10-2020.
- Modular approval is now permitted for indoor systems in addition to hand-held systems.
- Added extensive new sections detailing requirements for ground-penetrating radar, through-wall imaging, surveillance, and medical imaging systems.
- A statement is now required to confirm compliance with § 15.521(a) regarding the prohibition of use in toys and on aircraft, ships, or satellites in the user manual.
- Hand-held devices are now required to provide the following information in Form 731:
- An operational description detailing how the device design limits operation to hand-held devices, including the requirement that antennas must be mounted only on the UWB device itself and that devices do not use fixed infrastructure.
- Where it is not practical for the device to be held in a person’s hand during operation, show that the operator can exercise control over the device, or the object to which the device is affixed.

Expanding Flexible Use in the Upper C-Band
On July 24, the FCC released a Report and Order (R&O), Order of Proposed Modification, and Order on Reconsideration to expand the ecosystem for next-generation wireless services in the 3.7-4.2 GHz band (C-band) by making 160 MHz of the 3.98-4.2 GHz band (Upper C-band) available for terrestrial wireless flexible use. This R&O sets a deadline to complete the C-band license auctions no later than July 4, 2027, and mandates that commercial services in the Upper C-band commence on December 31, 2030. The revised Part 27 rules are summarized as follows:
- The Upper C-band, specifically 3,980-4,140 MHz, will be made available for licensed wireless operations previously limited to the 3,700-3,980 MHz band. The following table outlines the current structure of the 3.7 GHz Service and how it leads into the newly expanded Upper C-band.

Canada ISED
RSS-Gen Updated to Issue 6
On July 30, ISED released RSS-Gen issue 6 – General Requirements for Compliance of Radio Apparatus to replace RSS-Gen issue 5. This document is immediately in force as of the date of its publication, with a transition period of one year after publication, within which applications for certification and compliance with either issue 5 or issue 6 are accepted. After the transition period expires, only applications for certification based on issue 6 will be accepted. The main changes are as follows:
- Updated normative references to reflect the standard developer name change from ANSI to USEMCSC in August 2021.
- Added a new Section 3.5 to clarify that all radio apparatus, including receivers, require a radio licence under the Radiocommunication Act unless specifically exempted under Section 15 of the Radiocommunication Regulations.
- Added explicit warnings (Section 4.2) that modifications to internal circuitry/firmware, using unlisted antennas, or connecting external power amplifiers to licence-exempt gear may render the device a new model, which voids the original certificate and REL listing.
- Introduced comprehensive and strict requirements on geolocation and primary device control (Section 4.3).
- Satellite geolocation must utilize GPS or Galileo.
- Devices are blocked from transmitting until Canadian presence is confirmed.
- Auto-configuration is required under all conditions (including power-up).
- Configurations must be non-overrideable by users.
- The device must stop operating or revert to a compliant default state if geolocation is disabled or lost.
- Changed standard test voltage to within ±5% of the nominal voltage. For battery-operated equipment, requires starting with a new/fully charged battery and recharging/replacing it during longer tests to ensure worst-case emissions are captured.
- Streamlined labeling rules to allow for a QR code label placed on the product. For extremely small devices (dimensions equal to or smaller than 2.5 cm), it is permitted to place the label in the user manual and on the packaging without prior approval from ISED.
