SGS Worldwide Certification News - 21010

Mexico certificate body NYCE is in the process of accreditation and authorization to carry out product certification in accordance with the recent modifications to the Technical Provision IFT-011-2017. Before NYCE achieve accreditation by the Mexican Accreditation Entity and authorization by the Federal Telecommunications Institute (IFT), they are not able to start the certification processes.

Argentina Argentina ENACOM

Ente Nacional de Comunicaciones (ENACOM) in Argentina has accredited a second lab INTI - Communications Department for testing the ENACOM-Q2-61.03 standard for GSM/WCDMA devices. Before that, ENACOM allowed manufacturers to submit foreign test reports to show compliance with the ENACOM-Q2-61.03 for GSM/WCDMA devices. Now since there are at least 2 labs have been accredited, local testing will be mandatory effective on February 23, 2022. Existing approvals for GSM/WCDMA will maintain their validity, but renewals will require local testing after the mentioned date. LTE products are not impacted because there is still only one laboratory with accreditation to test LTE devices in Argentina. Foreign test reports will still be accepted for LTE products.

 

Chile Chile SUBTEL

The Subsecretaría de Telecomunicaciones (SUBTEL) in Chile released Resolución 1321 Exenta on July 27, 2021, updating Resolución 1985 Exenta, the Fixed Technical Standard for Short Range Devices. The purpose of these updates is to harmonize the regulation better to international standards. The main changes are as follows:

  • Article 1 – Item H: Regarding equipment used for medical applications, the frequency band 13,553-13,567 kHz and its corresponding maximum electric field intensity (20 mV/m at 30 meters) were added to the list
  • Article 1 – Item J.1: “17 mW/MHz” was replaced to “17 dBm/MHz”
  • Article 1 – Item J.1: Access Points (AP) using internal batteries may operate outdoors in the 5,925-7,125 MHz frequency band with a maximum EIRP of 17 dBm
  • Article 4: Non-compliance with Resolución 1985 will be sanctioned according to the statements defined in Title VII of the General Law of Telecommunications No. 18,168

 

Ecuador Ecuador AROCTEL

The Agencia de Regulacion y Control de las Telecomunicaciones (ARCOTEL), updated the list of International Bodies accepted for Type Approval in Ecuador on August 20, 2021. The ARCOTEL updated 9 accepted organizations and now includes the China CMIT, India BIS and Taiwan NCC. The following bodies are now accepted:

  • Agencia Nacional de Telecomunicaciones de Brasil (ANATEL)
  • Bureau of Indian Standards (BIS)
  • China’s Ministry of Industry and Information Technology (CMIIT)
  • Conformité Européenne (CE) / Declaration of Conformity (DoC)
  • European Telecommunications Standard Institute (ETSI)
  • Federal Communications Commission of America (FCC)
  • Korean Agency for Technology and Standards (KATS)
  • National Communications Commission of Taiwan (NCC)
  • The Certification and Engineering Bureau of industry of Canada (CEBIC)

 

India India MeitY

Ministry of Electronics and Information Technology (MeitY) issued an announcement on September 1, 2021, the camera used in medical equipment having registration as per provision of Medical Device Amendment Rules, 2020 notified vide G.S.R. 102 (E) dated 11.02.2020 by Ministry of Health & Family Welfare and tested & certified with IEC 60601 are exempted from provision of CRO.

 

India India TEC

Telecommunication Engineering Centre (TEC) issued an announcement on September 22, 2021, which said the products controlled under Phase III & IV will start mandatory to comply with TEC certification.

Jordan Jordan TRC

The Telecommunications Regulatory Commission (TRC) has issued the latest version of National Table of Frequency Allocations of Jordan based on the TRC Board Decision No. (6-7/2021).

 

Kuwait Kuwait CITRA

Communication and Information Technology Regulatory Authority (CITRA) released Resolution No. 103 on September 13, 2021. The main changes for type approval of telecommunications equipment are as follows:

  • The validity increases from 1 year to 3 years
  • Renewal application can be submitted 3 months before the expiry date and the certificate number will remain the same
  • The certificate will be cancelled permanently if it’s not renewed 20 days after the expiry date.

 

Mexico Mexico NYCE/IFETEL

Syria Syria SY-TPRA

Syrian Telecommunications & Post Regulatory Authority (SY-TPRA) has issued Type Approval Policy for equipment that uses the radio frequency spectrum and telecommunication terminal equipment.

The new regulation indicates that Type Approval is required for all radio devices and R&TTE devices. Some products will need sample if SY-TPRA request. As for renewal, it must be submitted during the last three months of the expiry date of the certificate, otherwise the renewal will be considered as a new application.

Regarding approved products, label can be put on the product or package, and can be soft copy (e-label) as well. The characters shall appear in black print against white background with the label design as follows depending on local companies (the left one) or foreign companies (the right one).

Vietnam Vietnam MIC

Vietnam MIC has officially released Circular 06/2021/TT-BTTTT and accompanying QCVN 127:2021/BTTTT applies for 5G Stand-Alone user equipment. This shall take effect from March 1, 2022 and shall be enforced from July 1, 2022.

QCVN 127:2021/BTTTT key contents:

  • The QCVN 127:2021 shall be applied for all 5G Stand-Alone user equipment including 5G phones.
  • Regulates 5G Stand-Alone mobile phone must be able to operate in n1, n3, n28, n41, n77, n78 bands.
