SUBTEL Released Resolution No. 2844 to Reduce the 6GHz Frequency

The Subsecretaría de Telecomunicaciones (SUBTEL) in Chile released Resolución No. 2844 on Sep. 14, 2022, updating the Resolución No. 1985 Exenta, the Technical Standard for Short Range Devices. The main changes are as follows:

  • Item h: Remove 2,400-2,483.5 MHz and field intensity(50 mV/m at 3 meters)for equipment used in medical applications.
  • Add below description at the end of Item h: "También podrán acogerse al presente literal los equipos y sus características, que sean certificados por la letra j.1 de esta resolución." (Translate: The equipment and its characteristics that are certified by letter j.1 of this resolution may also benefit from this literal.)
  • Item i: Replace the antenna requirement from maximum power 10mW and maximum gain 40dB to maximum radiated power (EIRP) 50 dBm.
  • Item j.1: Reduce the allowed WiFi 6E frequency from 5,925-7,125 MHz to 5,925-6,425 MHz.

Applications in process that are submitted before the publication date of this resolution must be resubmitted or supplemented to comply with the new requirements of 6GHz.

GB 4943.1-2022 New Safety Standard Update Requirements

China Quality Certification Center (CQC) released Technical Resolution on the Implementation Method of GB 4943.1-2022 Standard Version Change Certification on September 26, 2022, the main points are as follows, currently CQC start to accept the application for new standard version.

  • Until July 31, 2023, enterprises can choose to apply certification under the new standard or the old standard. From August 1, 2023, the new application shall only be applied and certified under new standard version
  • For certificate holders whose products have been certified under the old standard should apply certificate upgrade to the new standard before July 31, 2024. After the date, the certificate which haven’t upgrade will be suspend. The deadline for the certificate upgrade will be on October 31, 2024
  • For certified products that have been released from the factory to the market before August 1, 2023, and will no longer be produced, certificate upgrade is not required


General Office of the State Council Updated the CCC Mandatory List

General Office of the State Council released《Opinions of the General Office of the State Council on Deepening the Reform of the Electronic and Electrical Industry Management System》on 23 September, 2022, the main point is to update the CCC mandatory list as follows:

  • Products that are no longer subjected to CCC certification (9 kinds)
    -  Single-speaker and multi-speaker active speakers with total output power below 500W (0801)
    -  Audio Power Amplifier (0802)
    -  Audio and video recording, playback and processing equipment in various carrier forms
       (including various types of optical discs, tapes, hard disks and other carrier forms) (0805, 0812)
    -  Electronic piano (0813)
    -  Cordless Telephone Terminal (1604)
    -  Data Terminal (1608)
    -  Multimedia Terminal (1609)
    -  Intrusion detectors (1901)
    -  Burglar alarm controller (1902)
  • Products to be subjected to CCC certification (2 kinds)
    - Lithium-ion batteries and battery packs, power supplies and power banks used in electronic and electrical products
    - Power adapter/charger for telecom terminal products

General Office of the State Council released《Opinions of the General Office of the State Council on Deepening the Reform of the Electronic and Electrical Industry Management System》on September 23, 2022, the main point is to update the implementation of NAL and SRRC as follows:

NAL

  • Products that are no longer subjected to NAL compulsory certification scope (11 types)
    -  Landline telephone terminal
    -  Cordless telephone terminal
    -  Telephone exchange equipment
    -  Fax machine
    -  Modem (including card)
    -  Wireless pager
    -  Narrowband Integrated Services Digital Network Terminal (ISDN Terminal)
    -  Multimedia terminal accessing to mobile communication network
    -  Frame Relay Switch
    -  Asynchronous Transfer Mode Switch (ATM Switch)
    -  Call center equipment
  • Products that are newly subjected to NAL compulsory certification scope (2 types)
    -  Satellite Internet equipment
    -  Functional virtualization equipment
  • Reduce the time limit for approval commitment to 15 working days
  • Extend the certificate validity from 1 year to 2 years
  • Launch E-label for NAL and cancel the requirement for marking NAL code on the packaging, content information and advertising materials, etc., but products shall not be sold or used before obtaining NAL certificate
  • Certified product is not required to be re-tested and re-approved in case of adding or changing the authorized manufacturer, or similar changes that do not affect the main functions, critical components, and appearance of the product
  • Unify the testing requirements of NAL and EMC. Enterprises only need to conduct one test. The reports are mutually accepted

SRRC

  • Reduce the time limit for approval commitment to 15 working days
  • Extend the certificate validity to 2 years or more for those whose original validity is less than 2 years. This does not include certificates issued for products which are in the part of radio frequency adjustment and limited use of frequency
  • Formulate and publish the coding principle of MIIT ID, enterprises can decide their own MIIT ID according to this coding, but products shall not be sold or used before obtaining SRRC certificate

Democratic Republic of Congo Democratic Republic of Congo

ARPTC Updated the Terms and Conditions for Type Approval of Terminal Equipment and Radio Installations.

Autorité de Régulation de la Poste et des Télécommunications du Congo (ARPTC) published Arrêté No. 34 on July 11, 2022, which updated the terms and conditions for type approval of terminal equipment and radio installations. The main changes are as follows:

  • The validity of certificate is extended from 2 years to 5 years
  • Sample is required for new submission
  • Certificates issued before July 11, 2022 remain valid

WPC Released Important Changes

The Wireless Planning and Coordination (WPC) in India released important changes to the submission process on August 26, 2022. The main points are as follows:

  • Accreditation details from test laboratory must be provided while submitting the application
    -  Validity of accreditation of the test laboratory (Start date & end date)
    -  Accreditation certificate issuing authority name
    -  Accreditation certificate issuing authority address and country
    -  Email and contact details of the accreditation body
  • Online version of test report is now accepted (that is uploaded by the lab in any online platform), the URL to access the report should be provided
  • The file size of test report being accepted by the portal is increased from 8 MB to 10 MB
  • As a relaxation to maintain the confidentiality of newly launched products, applicant is allowed to select the date (not more than one month from the submission date) for the certified model to appear on the public portal
  • The download of ETA-SD certificate is restricted to the authorized user
  • Certificates are issued instantly after application submission

TEC Proposed MTCTE Phase V Products

Telecommunication Engineering Centre (TEC) has conducted a consultation meeting online with Industry, laboratories, Industry organization and other stakeholders on September 7, 2022, the main points discussed at this meeting as below:

  • Following are the proposed products for Phase V
    -  Base stations of cellular network
    -  5G core products
    -  Hypervisor
    -  Converged Multi Service Application Access Equipment (C-MASAAE)
  • TEC is considering introducing SDoC scheme under MTCTE to simplify and speed the certification process. If this is introduced, they mentioned that the surveillance program will be significantly elevated
  • TEC clarified that the acceptance of ILAC test reports will only be temporary, and they envisage to build sufficient test infrastructure within the country.

TRC is About to Launch 5G Technology

The Telecommunications Regulation Commission (TRC) has inked a deal with 3 operators (Orange, Umniah and Zain) regarding 5G technology, which portions of the 3,400 – 3,800 MHz frequency band will be assigned to the operators. The finalization of this launch should be done within 18 months.

IFETEL New Homologation Number Can be Generated After Submission

The way to generate the new homologation number will only apply to the new procedures entered at the Institute as of June 27, 2022 and until the homologation procedures are enabled in the Electronic System of IFETEL. This new procedure would facilitate applicants to get IFT ID for placing it in the product labels in advance. Please refer to the below new rule of homologation number.

NTC Released Memorandum Order NO. 006-09-2022

National Telecommunications Commission (NTC) in Philippines released Memorandum Order NO. 006-09-2022 on September 14, 2022. The main points are as follows:

  • Mobile phone manufacturers, distributors and dealers shall provide directions to their mobile phone users on how to block texts from mobile numbers not in their contact lists and how to create a spam folder in their inboxes. These directions shall be disseminated through the manufacturer’s websites and social media accounts (i.e. Facebook, Instagram, etc.)
  • Mobile phone manufacturers, distributors and dealers shall put up posters in their physical stores to educate their mobile phone buyers on how to use, enable or activate the text blocking, spam folder and other similar features in their phones
  • Mobile phone manufacturers, distributors and dealers shall include in each new mobile phone package an insert or leaflet containing directions on how to use, enable or activate the text blocking, spam folder and other similar features in their phones

The Government of Russian Federation Extended the Simplified Procedure of EAC Approval

According to The Decree No. 353 published by The Government of Russian Federation on March 12, 2022, it is possible to replace EAC CoC or DoC with a declaration based on applicant’s own compliance evidence under certain conditions until September 1, 2022. The Government of Russian Federation has now published Resolution No. 1522 to extend such simplified EAC approval procedure to September 1, 2023.

Saudi Arabia SASO Released Amended Version of RoHS Regulation

Saudi Standards, Metrology and Quality Organization (SASO) released amended version of technical regulations for Reducing Hazardous Materials in electrical and electronic equipment (RoHS) on July 29, 2022. The main points are as follows: 

  • Add Clause 5.2: If the importer is an authorized representative of the manufacturer in KSA, then it is sufficient to issue Supplier’s Declaration of Conformity to comply with the regulation
  • Add Annex (1-b) : List of equipment exempted from the application of the limits of hazardous materials for monitoring and control tools.

IMDA Released Timeline for Compliance with IMDA TS CD-SEC

Following the IMDA TS CD-SEC announcement on July 1, 2022, Infocomm Media Development Authority (IMDA) released the compliance timeline on September 22, 2022. All applicable cellular devices sold for local use in Singapore shall comply with the IMDA TS CD-SEC and register the equipment with IMDA before July 1, 2023, dealers/suppliers shall also cease selling all applicable cellular devices sold for local use that do not comply with the IMDA TS CD-SEC before July 1, 2023.

Syrian Telecommunications & Post Regulatory Authority (SY-TPRA) released the License to Introduce and Use Drones for Filming. The parties who already have drones and must declare about them during two months and must apply for license. Filming for government agencies, production companies, educational and research purposes, etc.

Telecommunications and Digital Government Regulatory Authority (TDRA) of the United Arab Emirates (UAE) might update the label requirement. The final design of the new label is to be announced by the authority.

MOIT to Require RoHS CoC for Electrical Products

The Ministry of Industry and Trade (MOIT) of Vietnam released a Draft of “Circular of national technical regulation on the restriction of the use of certain hazardous substances in electrical and electronic equipment”, which is expected to come into effect on January 1, 2026.

11 categories of electrical and electronic appliances that will be subjected to RoHS Certificate of Conformity are listed in the Appendix of the Draft Circular, please refer to below table.
