In April, 2022, ANATEL released the Act 5159 regarding to new Mobile Phone charger requirements, which revokes the previous Act 3481 to make some changes in the EMC testing for vehicle chargers and add new mechanical testing for Wall Chargers’ Plugs and some others. This act was originally to be enforced on October 26, 2022.

ANATEL Released Official Letter Nº 218/2022 for Guidelines of Module and End Product Approval

ANATEL released Official Letter Nº 218/2022 on October 7, 2022. This new letter defines the guidelines for module approval. The main points are as follows:

  • Definitions:
    - Detachable RF Module: RF circuit consisting of an independent board of the main PCB (motherboard) of the final product
      that can be connected through solder or slot.
    - Non-detachable RF Module: RF circuit designed as part of the main board (motherboard) circuit, which cannot be
      removed.
  • Notes:
    - (*) Chipset only cannot be considered as a module.

    - (**) Devices that depends on the RF function for its primary function of intended use. Example: Medical device that
      collects the patient signal and transmits to the Doctor by Bluetooth or WIFI, considering this medical device has
      no other ways to transmit the signal, except by RF.

    - (***) In case the end product uses RF module from different suppliers, but with the same technology, it is possible to
      approve all versions in the same certificate, but all versions should be tested. This is possible even if there are some changes
      on the PCB layout to receive the different RF modules. This was not allowed before.

    - (****) In case the end product can be sold with different variants, where there is one main version (the most complex)
      and others are sub-versions, only main version is tested, and all variants can be listed in the same certificate.
      Also, device sold in two versions being WWAN+WLAN as main and WLAN only as variant, where the difference is
      only the components removal or blocking by FW the WWAN function, it will require two separated certificates
      as their classification is different. But the testing report from WWAN+WLAN can be used for WLAN certification,
      so no need to re-test. This is new, as one certificate for both versions were accepted.

  • End products using approved RF module have two options:
    - Authorization to use the Certificate of Homologation of the RF module
    - Authorization to use the Testing reports of the RF module


ANATEL Released New Act 13423 and Updated Act 5159 for Mobile Phone Charger

In April, 2022, ANATEL released the Act 5159 regarding to new Mobile Phone charger requirements, which revokes the previous Act 3481 to make some changes in the EMC testing for vehicle chargers and add new mechanical testing for Wall Chargers’ Plugs and some others. This act was originally to be enforced on October 26, 2022.

However, ANATEL published a new Act 13423 on October 14, 2022, to announce the previous Act 3481 will be revoked only on October 21, 2023, and the use of the new Act 5159 is optional until then.

Therefore, from October 26, 2022 to October 21, 2023, charger manufacturers are able to choose between the requirements approved by Act 3481/2019 (Old Act) or by the requirement approved by Act 5159/2022 (New Act). The reasons why ANATEL decided to postpone the revoke of old act 3481 can refer to Letter nº 108/2022.

CQC Released the Notice for Products That Are No Longer Subjected to CCC certification

China Quality Certification Center (CQC), based on No. 31 official document issued by General Office of the State Council, released the notification for the products that are no longer subjected to CCC certification on October 12, 2022. The main points are as follows:

  • Starting from the announcement date of No. 31 official document, CQC no longer issue CCC certificate for products which are not subjected to CCC certification
  • For the CCC certified products which is now included in the exclusion list, applicant can voluntarily convert them into CQC certificate

Dominican Republic Dominican Republic

INDOTEL Released Resolution No. 082-2022 for Operating Conditions of 5,925-7,125 MHz

Instituto Dominicano De Las Telecomunicaciones (INDOTEL) released Resolution No. 082-2022 on September 1, 2022, to establish the operating conditions of indoor-use low power equipment operating in 5,925-7,125 MHz (6 GHz). The main points are as follows:

  • For access points, its maximum EIRP should not exceed 30 dBm
  • For client devices, its maximum EIRP should not exceed 24 dBm
  • Very Low Power (VLP) devices whose maximum power spectral density does not exceed -8 dBm/MHz and maximum EIRP is lower than 14 dBm, can be used for outdoor applications
  • Indoor access points and fixed client devices operating in 5,925-7,125 MHz is prohibited in automobiles, trains, ships, airplanes, or unmanned aircraft systems. Except for large aircraft flying above 3000 meters and only indoor access points operating in the 5,925-6,425 MHz.

BIS Released Implementation Guidelines of Indian Standard for Language Support of Mobile Handset IS 16333(Part 3): 2022

Bureau of Indian Standards (BIS) released implementation guidelines of Indian standard for Language support of Mobile handset IS 16333 (Part 3): 2022 on October 10, 2022. The guideline has stated the last date for concurrent running of both Old & New standards have been extended to December 17, 2022. After the date, the existing IS 16333 (Part 3): 2017 shall stand withdrawn. 

Applicant shall apply standard upgrade before implementation date of latest standard version, otherwise the existed cert will become invalid.

Current application applied under IS 16333 (Part 3): 2017 shall submit along with undertaking letter to declare the product will be upgrade to latest version before implementation date.

 

DoT Released Notification to Amend the “Prevention of Tampering of the Mobile Device Equipment Identification Number, Rules, 2017”

The Department of Telecommunications of India (DoT) released a notification to amend the “Prevention of Tampering of the Mobile Device Equipment Identification Number, Rules, 2017” on September 26, 2022.

The main points are as follows:

  • Starting from January 1, 2023, Indian manufacturers must register International Mobile Equipment Identity (IMEI) numbers for every mobile phone before sell in the market.
  • Start from notification date, the importers must register IMEI numbers for every mobile phones which imported into India for sale, testing, research and development and other purposes with DoT in advance.

IFETEL Released IFT-011-2022 (Part 3)

IFETEL released IFT-011-2022 (Part 3), the Technical Provision for Technical Specifications of Mobile Terminal Equipment on September 13, 2022. The purpose is to establish standard for Mobile Terminal Device (e.g., cell phones and/or smart phones) to support the Cellular Broadcast Service (CBS), enabling them to receive and process alert message during risk or emergency.

IFT-011-2022 will become effective in 180 days after the publication in the Official Gazette of the Federation.

The Government Decision No. 113 of Russian Federation Came into Force

The Government Decision No. 113 of Russian Federation came into Force on September 1, 2022. The Decision is to update the “Approved List of Communication Equipment Subjected to Mandatory Certification” of Government Decision No. 532 of 2019. The main points are as follows:

  • Rename “IV. Equipment for recording the amount of communication service in the public communication network” to “IV. Telecommunication equipment with the function of measuring the amount of communication service provided by the operator in the public communication network”
  • Renumber point 6-1 to point 7 and the subsequent points to next numbers
  • Rename point 24 from “Base station and mobile phone network repeater” to “Base station equipment and mobile phone network repeater equipment”
  • Rename point 25 “Base station and mobile network repeater” to “Base station equipment and mobile network repeater equipment”
  • Rename point “Base station and wireless network access repeater” to “Base station equipment and wireless network access repeater equipment”

SABS Accepts Non-A-Lab ILAC Test Report

The South African Government Gazette published General Notice 751 on January 3, 2022, in which mentioned South African Bureau of Standards (SABS) will accept EMC CoC applications with ILAC test reports, contrary to the current process where only test reports issued by the A-Lab program is being acceptable. Regarding this, SABS has recently announced the ILAC EMC CoC program will be officially implemented on November 1, 2022. Difference between new ILAC EMC CoC and current A-Lab EMC CoC program can be seen in the below table.
