Bahrain
TRA Released Spectrum for 5G Private Networks
To enable better mobile broadband for consumers and support industrial applications, The Telecommunications Regulatory Authority (TRA) allowed to use 5G private networks by part of the C-Band spectrum in the 3.8-4.2 GHz on November 29, 2022.
China
MIIT Released Draft Regulation Regarding CMIIT ID
The Chinese Ministry of Industry and Information Technology (MIIT) released a draft regulation on November 11, 2022, which proposed the coding of CMIIT ID that is issued to approved radio equipment and opened a public consultation. The draft regulation is as follows:
CMIIT ID: AABCCDDDEEEE. Total 12 digits which includes English letters and numbers. | |

Year code by 2 numbers. Ex. Certificate is applied in 2022, then it should be “22”. |

Equipment code by 1 English capital letter which will be released by MIIT. |

Manufacturer code by 3 digits which include English letters and at least 1 number. The system will provide it randomly and there is no English letter “I” and “O”. This manufacturer code is lifetime and it can’t be changed or revised due to change of company name. |

Autonomous code by 4 digits which include English letter and numbers. First digit can be an English capital letter or a number but the rest 3 digits must be numbers. |
MIIT Decided to Start Self-inspection and Self-certification Pilot Work
The Chinese Ministry of Industry and Information Technology (MIIT) released《Notification of Self-inspection And Self-certification pilot work for SRRC by The Chinese Ministry of Industry and Information Technology》on November 29, 2022, and decided to start self-inspection and self-certification pilot work. The main points are as follows:
- Estimated to conduct pilot work on 5 manufacturers in maximum in 2022
- Manufacturer only needs to provide SRRC testing report and MIIT will audit and issue certificate according to regulation
- The pilot work may be extended or revised after 1 year
- All the samples in this period need to be hold at manufacturer for 2 years after certification in order to be inspected by MIIT
- Those who are disqualified from the pilot work by the Ministry of Industry and Information Technology for any illegal activities shall not re-apply for the qualification within three years
Colombia
ANE Published Resolution 737 for WiFi 6E
Colombia’s National Spectrum Agency (ANE) released Resolution 737 on November 18, 2022, officially adding the 1,200 MHz that comprise the 6 GHz frequency band to the Resolution 105 of 2020. This will allow the use of this spectrum for Wireless Access Systems (WAS) and promote the use of unlicensed technologies such as Wi-Fi 6/6E. ANE determined the conditions to use WAS technologies for frequencies in the range of 5,925 MHz to 7,125 MHz, highlighting that the band can only operate under indoor conditions.

MCMC Released SQASI/CMCS/1/22/0010 Notification
On November 15, 2022, Malaysian Communications and Multimedia Commission (MCMC) released notification SQASI/CMCS/1/22/0010 which approved and published four revisions of Technical Codes for certification of multimedia, communication and hybrid equipment. India
MoEFCC Published the Official Gazette《E-Waste (Management) Rules, 2022》
Ministry of Environment, Forest and Climate Change of India (MoEFCC) published the official gazette《E-Waste (Management) Rules, 2022》on November 2, 2022. This rule applies to all manufacturers, producers, refurbishers, dismantlers and recyclers who have involved in manufacturing, sale, transferring, purchasing, refurbishing, dismantling, recycling and processing of e-waste or electrical and electronic equipment outlined in the rules. The main point are as follows:
- This rule shall come into force from April 1, 2023. Waste batteries, packaging plastics and radio-active wastes are excluded
- Seven categories of electrical and electronic equipment are included in the rules, which their components, consumables, parts and spares are also covered under the rules
- All mentioned manufacturers, producers, refurbishers, dismantlers and recyclers shall register on the portal separately
- The Indian Customs will ask to show the evidence of E-Waste registration for every imported product
BIS Extended the Implementation of IS 16333(Part 3): 2022
Bureau of Indian Standards (BIS) released a notification to extend the implementation date of the latest Indian standard for Language support of Mobile handset IS 16333(Part 3): 2022 from December 17, 2022 to June 17, 2023.
DoT Moved Certain Products from GCS Scheme to SCS Scheme
The Department of Telecommunications (DoT) announced to move certain products under MTCTE from GCS (general certification scheme) to SCS (simple certification scheme), please refer to above table for product list. This change will come into effect from January 1, 2023, however these products are still subjected under GCS scheme before the mentioned date.

Products Covered Under Phase III and IV of MTCTE Which Are EOL/EOS Before implementation date Will Not Require MTCTE Certificate
Telecommunication Engineering Centre (TEC) published a notification on November 16, 2022, which announced phase III and IV products under MTCTE which are going to be end-of-life/ end-of-sale before the implementation date will not be covered under MTCTE certification. Manufacturer can fulfil contractual obligations related to whole unit warranty replacements of these models to their customers without MTCTE certificate. In such case, details and proof of such EOL/EOS models must be declared to TEC via e-mail in prescribed format.
