ENACOM Allocated 5G Band

Ente Nacional de Comunicaciones (ENACOM) released Resolución 2386/2022 which announcing the official allocation of 5G band. The 3,300 - 3,600 MHz portion of n78 band in TDD mode will be used for 5G service in Argentina. However, ENACOM will not allow any approvals containing 5G technology until the National Directorate of Planning and Convergence Department issued the standard or regulation.

ANATEL Released New Electrical Safety Standard Act 17087/2022

Agencia Nacional de Telecomunicacoes (ANATEL) released Act 17087 on December 27, 2022. This act will replace Act 950 by updating the electrical safety standard for telecom devices. It will come into force on December 27, 2023. The main changes are related to new marking requirements, small adjustment in the acoustic shock testing level, updated definitions, and updated reference standards. The main changes are as follows:

  • Includes the definition of End user and consumer of telecommunication service (General Public)
  • The Safety testing is applied to all telecommunication devices intended to be installed where the end user has direct, unrestricted and unlimited access to the equipment. Example: interior of buildings (residential and commercial), interior of vehicles or aircraft without restricted access
  • Protection against Acoustic Shock testing level reduced from 1.5kV to 1.0kV. This testing is only applied to devices with that has an external telecommunications port and electroacoustic transducer intended to produce audible sound and intended for direct coupling to the user's ear
  • Devices directly connected to the mains power, the equipment marking must show the nominal voltage, current and/or power and frequency values. For those devices connected to the main power through an external power adapter sold with the equipment, the markings mentioned above must be shown on the power adapter label
  • Devices powered by battery that allows its replacement by the end user must have the instructions to perform this procedure in its user manual
  • The warning for Class I equipment can now be inserted in the user manual, so manufacturer can choose to add it on the product label or in its manual
  • Mobile phones sold without a power adapter; the user manual must contain a guideline alerting to use only power supplies homologated by ANATEL

MIIT Adjusted Microwave Transmission Frequency Band

The Chinese Ministry of Industry and Information Technology (MIIT) released《Notification of Adjustment for Microwave Transmission Frequency Band and Regulation for Radio Management》on January 4, 2023, which adjusted the microwave transmission frequency band. The main points are as follows:

  • It is mandatory to apply permit from wireless regulatory agency for setting up and using microwave transmitter station.
  • It is mandatory to obtain a SRRC type approval from MIIT for manufacturing, importing, selling, and using the microwave transmission equipment in China
  • This notice will come into force on February 1, 2023. New permit or new SRRC type approval will no longer be accepted and approved for microwave transmitter stations and equipment which operate frequency bands that are inconsistent with this notice. For those which has been permitted prior to the enforcement date, are still allowed to work, apply for permit renewal and replacement of license until the original equipment is scrapped.

MTCTE Accepts BIS Certificate or Test Report Against Safety Parameter in the ER

The Department of Telecommunications (DoT) announced on January 3, 2023, that valid BIS certificate or test report issued by BIS approved lab against safety parameter in the Essential requirement (ER) will be acceptable for MTCTE application, safety testing can be exempted.

SDPPI Opened Specific Absorption Rate (SAR) Public Consultation

The Directorate General of Posts and Information Resources & Equipment (SDPPI) announced to open public consultation for Specific Absorption Rate (SAR) testing on January 4, 2023. The implementation of SAR testing is planned to begin in the fourth quarter of 2023.

Requirement of Voice Over 5G Feature

In line with the requirement stipulated in 5G Technical Codes MCMC MTSFB TC T016:2021 released on August 24, 2021, any 5G user equipment that supports Voice over 5G New Radio (VoNR/ Vo5G), either enabled or disabled, shall comply with the requirements stated in 3GPP TS 34.229-5. The applicant is required to submit the test report for evaluation in order to be granted with full approval.

TELCOR Allocated 3.5 GHz Band for 5G Services

The Instituto Nicaragüense de Telecomunicaciones y Correos (TELCOR) released ACUERDO ADMINISTRATIVO N°. 002-2022 on November 24, 2022, to plan for nation strategy definition and its related roadmap to implement and take advantage of the benefit of 5G technology. In accordance with the administrative agreement, the regulator announced to reserve the following frequency bands for the deployment of networks and provision of services with 5G mobile networks in Nicaragua.

  • 3,300-3,400 MHz
  • 3,400-3,600 MHz
  • 3,600-3,700 MHz

EEC Amended Unified Forms of EAC CoC/DoC

The Eurasian Economic Commission (EEC) released Decision No. 198 on December 20, 2022. This decision amended the unified forms of EAC CoC and/or DoC which newly mandated the following information to be indicated in the CoC and/or DoC:

  • QR code which direct links to the registered conformity information in the FGIS system
  • Auditor's name who conducted the factory audit for CoC
  • Production date of the tested samples
  • Details of the contract between the manufacturer and its authorized representative

EAC CoC and/or DoC issued prior to this decision will not be affected.

NBTC Updated Conformity Assessment Procedures

National Broadcasting and Telecommunications Commission (NBTC) released Conformity Assessment Procedures for Telecommunication Equipment on January 5, 2023. The regulation newly includes the certification fee for Supplier’s Declaration of Conformity (SDoC), it will be enforced on February 4, 2023.

ARCEP Released Guidelines for SRD Update

Autorite de Regulation des Communications Electroniques et des Postes (ARCEP) released Decision Number 226/ARCEP/DG/22 on December 30, 2022, which determined the categories and technical conditions for Low Power Devices (LPDs) and Short-Range Devices (SRDs). The decision comes into force from the release date. The main points are as follows:

TDRA Updated the Label Requirement

Telecommunications and Digital Government Regulatory Authority (TDRA) of the United Arab Emirates (UAE) updated the label requirement, please refer to below sample.

  • New TDRA label is implemented for products which obtained type approval certificates after January 1, 2023.
  • Old TDRA label can still be used for products with type approval certificates issued before January 1, 2023, including the renewal after January 1, 2023. Nevertheless, manufacturers are encouraged to download and use the new label from the TDRA portal.

MoIAT No Longer Accept Multiple Country of Origin in ECAS/ROHS Certificates

Ministry of Industry and Advanced Technology (MoIAT) has announced recently that multiple country of origin is no longer accepted in ECAS/ROHS certificates. Each certificate should only mention one country of origin, additional country of origin will require a new certificate.
