New Zealand WorkSafe released three regulatory notices in August 2022 that apply to declared high risk and declared medium risk articles that are also EESS level 3 products intended for supply in New Zealand. These notices entered into force on January 1, 2023. Please refer to the key points as follows.

MIIT Released Adjustment for NAL Regulation

The Chinese Ministry of Industry and Information Technology (MIIT) released《Notification of Adjustment for NAL Regulation by The Chinese Ministry of Industry and Information Technology》on February 6, 2023, which officially adjusted the regulation. This adjustment will come into force on March 1, 2023. The main points are as follows:

  • Products that are no longer subjected to NAL compulsory certification scope (11 types)
    − Landline telephone terminal
    − Cordless telephone terminal
    − Telephone exchange equipment
    − Fax machine
    − Modem (including card)
    − Wireless pager
    − Narrowband Integrated Services Digital Network Terminal (ISDN Terminal)
    − Multimedia terminal accessing to mobile communication network
    − Frame Relay Switch
    − Asynchronous Transfer Mode Switch (ATM Switch)
    − Call center equipment

  • Products that are newly subjected to NAL compulsory certification scope (2 types)
    − Satellite Internet equipment
    − Functional virtualization equipment

  • Reduce the period of approval commitment to 15 working days
  • Extend the NAL Interim certificate validity from 1 year to 2 years
  • Certified products are not required to be re-tested and re-approved in case of adding or changing authorized manufacturer, or making similar changes that do not affect the main functions, critical components, and appearance of the product

 

MIIT Released Adjustment for SRRC Regulation

The Chinese Ministry of Industry and Information Technology (MIIT) released《Regulation for SRRC by The Chinese Ministry of Industry and Information Technology》on December 22, 2022, which officially adjusted the regulation. This adjustment will come into force on July 1, 2023.

  • Reduce the period of approval commitment to 15 working days
  • The certificate shall be valid for a period of not less than 2 years and not more than 5 years, except for additional requirements of radio frequency planning adjustments and frequency usage permit

IFETEL Classified 5,925 to 6,425 MHz as Unlicensed Spectrum

IFETEL released a press release on February 16, 2023, announcing the 5,925 to 6,425 MHz segment of the 6 GHz Band is classified as unlicensed spectrum. It is allowed to be used by the general public without requiring a license or authorization from the Institute. However, homologation for WiFi 6 devices is still required through a“Dictamen Técnico”. It is important to highlight that, within the operating conditions of this band as a free spectrum, its use was determined for indoor low-power devices, and indoor and outdoor very low-power devices. In other words, the possibility of outdoor use is not included in the agreement adopted at this moment.

WorkSafe Published Regulatory Notices for Declared Articles

WorkSafe released three regulatory notices in August 2022 that apply to declared high risk and declared medium risk articles that are also EESS level 3 products intended for supply in New Zealand. These notices entered into force on January 1, 2023, aiming to ensure testing and certification delivered through the EESS meets New Zealand safety needs. The main points are as follows:

  • Appliances must be marked with below information.
    − Either 230 volts or 400 volts, or with a voltage range that includes 230 volts or 400 volts
    − Brand or an identification mark of the manufacturer or EESS supplier and model name
    − Certification marking or number allocated by the relevant certification body

  • Appliances should be supported by certificate and test report(s). Test report(s) must be issued within 5 years at the time of certification and must be evaluated for compliance at a nominal supply voltage of, or across a range that includes, 230 volts or 400 volts (or both)
  • The New Zealand supplier of the EESS registered product must be a legal person resident in New Zealand, or a registered company which have at least one director permanently and physically resident in New Zealand.
  • A copy of the certificate and all related compliance documentation must be provided to WorkSafe within 10 days upon request.

 The existing products which were registered in EESS before the enforcement date is not subjected to above conditions.

L'Agence de Régulation des Postes et des Communications Électroniques (ARPCE) in accordance with Decree No. 2015-254 released on February 19, 2015, request one normal sample for all devices subjected to type approval from now.

CPSO Clarified Types of Products Classified as Multi-Way Adaptors

Singapore Consumer Product Safety Office (CPSO) released new circular CPSO-100223-07 on February 10, 2023, which provided clarification regarding the types of products which are classified as multi-way adaptors under the Consumer Protection (Safety Requirements) Regulations (CPSR). This circular will come into force on February 11, 2024. From then onwards, all multi-way adaptors, regardless of shape or design, will need to bear a valid Safety Mark before they can be sold in Singapore.

Certification Schedule Affected Due to Power Shortage Crisis

South Africa President declared a state of disaster on February 9, 2023 in response to the power crisis and its impact. Due to demand exceeding supply, the local government has arranged power outages for up to 12 hours a day, which will affect certification schedule including ICASA, SABS and NRCS in the coming months until energy supply is stabilized.

NBTC Updated the Use Standards and Technical Standards of Radio Communication Equipment

Thailand's National Radio and Television Communications Management Committee (NBTC) released NBTC TS 1031-2565 on January 16, 2023, updating the use standards and technical standards of radio communication equipment. This standard authorizes the use of 57-66GHz frequencies for fixed operation services, and mainly to increase the maximum output power. It will take effect on January 17, 2023. The main changes are as follows:

MIC Released New Standards (Draft)

The Ministry of Information and Communication (MIC) released the draft standard of QCVN 117:2023/BTTTT, QCVN 55:2023/BTTTT and QCVN 110:2023/BTTTT. These standards become effective on March 1, 2024 and start implement from July 1, 2024.  The main points are as follows:

  • QCVN 117:2023/BTTTT:2G/3G/LTE, replacing the old standard QCVN 117:2020/BTTTT by:
    – Adding 2,300-2,400 MHz and 2,500-2,690 MHz frequencies; and
    – Indicating the non-applicability to NB-IoT, CAT.M1 and 5G NR devices.

  • QCVN 55:2023/BTTTT:9 kHz-25 MHz Short Range Devices, replacing the old standard QCVN 55:2011/BTTTT
  • QCVN 110:2023/BTTTT: EUTRA base station, replacing the old standard QCVN 110:2017/BTTTT
