BOCRA Released 2023 Type Approval Guidelines

The Botswana Telecommunications Authority (BOCRA) released new type approval guidelines on February 27, 2023, which explains the practical implementation of the Regulations.

The main points are as follows:

  • According to the Communications Regulatory Authority Act of 2012, all telecommunications terminal equipment and radio equipment must be registered for type approval.
  • All radio equipment requires a radio license from BOCRA for use of the radio spectrum.
  • Radio equipment that is exempted from the radio license are specified in schedule 3 of CRA regulations. In all other cases, possession, or operation of radio equipment without a license is an offence.
  • All suppliers of radio equipment in Botswana must also obtain a dealer license from BOCRA to sell and maintain such equipment in accordance with section 39 of the ACT.

ANATEL Released Act 2436 for Cyber Security Requirements for CPE

Agencia Nacional de Telecomunicacoes (ANATEL) released a new Act 2436 on March 7, 2023, “Minimum Cybersecurity Requirements for Assessing the Conformity of CPE (Customer Premises Equipment) Equipment.” This new Act will come into force on March 10, 2024.

This Act establishes mandatory cybersecurity requirements for CPE that connected to the Internet service provider's network, such as:

  • Cable modem
  • xDSL modem
  • ONU, ONT
  • Router or modem intended for fixed wireless access (FWA - Fixed Wireless Access)
  • Router or modem for fixed broadband access via satellite
  • Wireless router or access point

The main requirements are related to the following:

  • Requirements for passwords
  • Defense requirements against unauthorized access attempts
  • Requirements for vendors, such as requiring a Coordinated Vulnerability Disclosure Policy and policies for releasing software/firmware updates to fix security vulnerabilities

The Ministry of Energy and Mines published Resolution 40176 on February 2, 2023, which extended the validity of the Lighting and Public Illumination Technical Regulation (RETILAP) for 15 months.

Power Supplies Including Lithium-ion Batteries Officially Mandated for CCC

Certification and Accreditation Administration (CNCA), based on《Opinions of the General Office of the State Council on Deepening the Reform of the Electronic and Electrical Industry Management System》, officially announced the mandatory CCC certification requirement for Lithium-ion batteries and battery packs, power banks, and power supplies used in electronic and electrical products, as well as Power adapters/chargers used in telecom terminal products (hereinafter called “newly mandated products”) on March 16, 2023. The main points are as follows:

  • From August 1, 2023, accredited certification bodies should start to accept the application for newly mandated products and verify with corresponding standards listed in below table.
  • From August 1, 2024, newly mandated products which have not been certified and do not bear CCC logo are not allowed to be shipped, sold, imported or used in other business premises.
  • At the present, the new requirement will only be applicable to Lithium-ion batteries and battery packs used in portable electronic and electrical products. For those used in other electronic product, application will be accepted after regulation are well-developed.
  • The standard GB31241-2022《Safety Technical Specifications for Lithium-ion Batteries and Battery Packs for Portable Electronic Products》will be enforced on January 1, 2024. To avoid unnecessary cost for manufacturers, accredited test labs and certification bodies will be accept the application from standard enforcement date.

Cotton Bales To Be Controlled by BIS

Ministry of Textile announced on February 28, 2023 that Cotton Bales will be controlled by BIS under Compulsory Registration Scheme (CRS), and the corresponding standard is IS 12171: 2019 Cotton Bales- Specification. It will come into force in 180 days after the date of this announcement.

 

Washing Machine to be moved to BEE Mandatory Certification regime

Bureau of Energy Efficiency of India (BEE) released an official notification on February 1st, 2023, the Washing Machine is proposed under the Mandatory star labelling registration scheme from July 1st, 2023.

 

TEC Requires Security Testing for WiFi CPE and IP Router

Telecommunication Engineering Centre (TEC) announced on February 27, 2023, that the Security Testing under MTCTE will become effective from July 1, 2023 for WiFi CPE and IP Router. Certification applications submitted on or after this effective date should hold test reports as per security parameters outlined in the relevant ITSARs along with other parameters listed in respective Essential Requirements (ER). Applications submitted or approved before July 1, 2023, must also apply for conversion of the already issued MTCTE certificate into an integrated certificate with security testing.

The Laos Ministry of Technology and Communications (MOTC) released notice No.158《Introduction, inspection and certification of technical standards for telecommunications and ICT equipment》on January 30, 2023, which emphasized that all the telecommunications equipment and ICT (Information and Communications Technology) equipment must be inspected and certified by MOTC.

 

MOTC Announced That SW Radio Broadcasting Systems and TV Must Be Registered

The Laos Ministry of Technology and Communications (MOTC) released notice No.566《Registering For the use of shortwave radio broadcasting system, AM, FM, analog TV and digital TV》on March 16, 2023, which mentioned the legal use of shortwave radio broadcasting system, AM, FM, analog TV and digital TV must be registered with MOTC within 30 days after this notice, otherwise there will be warnings and fines according to the law if they are found unregistered.

Moldova Updated EMC Harmonized Standards List

The Ministry of Economy of the Republic of Moldova published Order No. 36 on April 4, 2022, which updated the list of Moldovan harmonized standards for EMC Technical Regulation (HG 807/2015).

Several standards have been withdrawn in the updated list, including SM SR EN 55024: 2013 adapted from EN 55024: 2010. SM CoCs that were issued under withdrawn standards should be updated to the latest harmonized standards before April 4, 2023.
