The Utility Regulation and Competition Office (OfReg) released ”Operating Parameters for Wireless LAN (WiFi) Services”on March 20, 2023, equipment needs to refer to relevant CE or FCC technical and operating parameters that are permitted for Wi-Fi service for carrying the CE or FCC type approval mark.

CQC Released Latest Standard GB 17625.1-2022

China Quality Certification Center (CQC) released latest standard GB 17625.1-2022 "Limits of Electromagnetic Compatibility - Part 1: Limits of Harmonic Current Emission (equipment input current ≤ 16A per phase) "on April 4, 2023. The new standard will enforce and replace the old standard GB 17625.1-2012 from July 1, 2024.

Based on "Technical Resolution on the Implementation of GB 17625.1-2022 Standard Revision Certification" released by the State Administration for Market Regulation (SAMR) TC 10 EMC Technical Expert Team, CQC has defined the requirements of new standard as follows:

  • Until June 30, 2024, enterprises can choose to apply the certification under the new standard or the old standard.
  • From July 1, 2024, all new applications should be applied and certified under GB 17625.1-2022 only.
  • For certificate holders whose products have been certified under the old standard, applying certificate upgrade to the new standard is required. The process of product confirmation and certificate replacement work in accordance with the TC10 technical resolution should be completed before the first annual inspection since the enforcement date. Certificates which have not applied standard upgrade before June 30, 2025 will be suspend, and those which have not completed the standard upgrade process before September 30, 2025 will be cancelled.
  • For certified products that have been released from the factory to the market before July 1, 2024, and will no longer be produced, certificate upgrade is not required.

 

MIIT Released SRRC Regulation for Mobile Earth Station

The Chinese Ministry of Industry and Information Technology (MIIT) released《Regulation for Geostationary Satellite Earth Stations in Motion》on March 28, 2023, which officially regulates Mobile Earth Station with immediate effect. The main points are as follows:

  • Mobile Earth Station refers to the earth station which is equipped at mobile platforms such as ship (including autonomous ship), aircraft (including drone), locomotive (including railway train), vehicle, etc., and which can communicate with geosynchronous satellite. 
  • The device should operate within the following frequency band range and should comply with relevant requirements:

ARPT Enforced Actual Testing

Autorité de Régulation des Postes et Télécommunications (ARPT) of Guinea has indicated that sample testing will now be completed in the testing laboratory of ARPT. Sample submitted for type approval must come with all accessories for testing procedure, application will be rejected otherwise.

DoT Released Notification for Mobile Manufacturers Regarding Cell Broadcast Services

The Department of Telecommunications (DoT) released a notification on April 6, 2023, mandating smart phones and feature phones to fulfill the rules about Cell Broadcasting Service for Disaster Alerts. The main points are as follows :

KATS Released KC 62619(2023-03) of Secondary Lithium Cells and Batteries Used in Industrial Applications

Korean Agency for Technology and Standards (KATS) released notice No. 2023-0027 on March 20, 2023, in which published the latest standard KC 62619(2023-03) of Secondary Lithium Cells and Batteries Used In Industrial Applications, the main points are as follows:

  • The latest standard is harmonized with IEC 62619:2022
  • Regardless the battery application is movable or not, all ESS batteries with rated capacity above 500 Wh and under 300 kWh are included in the standard scope, which include:
    • Portable/stationary energy storage devices
    • Large capacity auxiliary battery (e.g. portable power station)
    • Portable electric vehicle charger

This notice also announced the relaxation of the safety management level for the product of DC powered electric steamer and fireproof warmers from Safety Conformity scheme to Supplier Declaration of Conformity (SDoC) scheme, such as Sauna appliances, Foot warmer, etc.

 

RRA Announced Conditions for Certificate Update and Relaxation of Label Requirement

The South Korean National Radio Research Agency (RRA) released announcement No. 531 on April 17, 2023. According to the Decree No. 2023-6 dated April 18, for cases where certificate number has changed due to the addition of an Equipment Code, certificate update is allowed under certain conditions. The Decree also indicates the relaxation of label requirements. The main points are as follows:

Conditions for updating the original certificate

If there are changes to the product's schematics, PCB layout, components, or test items, resulting in the need for a new Equipment Code, the original certificate cannot be updated and a new certificate must be applied.

* Equipment Code:Product type symbol provided by the RRA

* Component changes: Situations involving installation, replacement, or addition of components

* Test item changes: Cases where only the software is updated, but additional testing is required for new features

If there are changes to the product's schematics, PCB layout, components, or test items, it is necessary to confirm whether the addition of a new Equipment Code will result in a change to the beginning of the certification number.

There are two types of certification number prefixes: R-C(Conformity of Certification) and R-R(Conformity of Registration). The possible situations are as follows:

Label requirements

Must indicate the product's manufacturing year and month

The manufacturing year and month can be replaced by a lot number or other symbols that allow the manufacturer to identify the manufacturing year and month. However, if the symbol cannot be recognized by South Korean consumers, one of the following options must be chosen to indicate the manufacturing year and month:

1. User manual
2. External packaging
3. Product website

Enterprise Singapore Updated Safety Standard for 13A Fused Connection Units (switched)

Enterprise Singapore had released Circular CPSO-310323-08 on March 31, 2023 to update the Safety Standard for 13A Fused Connection Units (switched), which are classified as Controlled Goods (CGs) under the Consumer Protection (Safety Requirements) Regulations (CPSR).

From December 31, 2024 onwards, only latest standard SS 145-4: 2022 for 13A fused connection units (switched) will be accepted in new or renewal registration as below table:

The Telecommunications, Radiocommunications & Broadcasting Regulator (TRBR) announced in accordance with Section 7 of the TRBR Act, that device with Bluetooth function only will be exempted from TRBR type approval fees for Local Importer Permit. However, devices with both Bluetooth and WIFI function will still require a TRBR type approval Certificate and permit to be imported into the country.
