ANATEL Released Act No. 9281 of July 5, 2023 for Conformity Assessment of Smart TV Box

Agencia Nacional de Telecomunicacoes (ANATEL) released “Act No. 9281 of July 5, 2023” on July 13, 2023, the new technical requirements for conformity assessment of Smart TV Box. ANATEL acknowledged the necessity to expand the current certification requirements for this equipment in response to the increasing utilization of TV Boxes to illicitly access audiovisual content. The new requirements will be enforced from September 11, 2023. The main points are as follows:

  • Existence of any software or application installed by default on the product that is on the list of irregular equipment or software published or endorsed by ANATEL.
  • Existence of any software, application, functionality or instructions that indicate copyright infringement of audiovisual content in the product.
  • If the equipment is supplied with facilities for changing the characteristics of its operating system (root mode) or if it allows the installation of unverified third-party applications in an official store.
  • If there is information or instructions on the use, update or installation of software or applications intended for illicit access to audiovisual content on the website of manufacturer or national representative, in the product manual or in any other documentation relating to the equipment.

 

ANATEL Released Act 7971/2023 for IPv6 Protocol

ANATEL recently released the new Act 7971 for IPv6 protocol compliance assessment in Telecommunication products. It will become mandatory from January 8, 2024. The Act updated the technical requirements of IPv6 for products support WWAN, xPON, xDSL, and DOCSIS. The main changes are as follows:

  • Replace the IPv6 standard RFC 2460 by the new RFC 8200 for the Mobile Service (WWAN)
  • Formalize products using WWAN modules approved by ANATEL. In case the entire IPv6 protocol is implemented in the WWAN module, it would be sufficient to carry out only the IPv6 protocol verification or testing only RFC 8200 to demonstrate ANATEL IPv6 compliance of the host.

MIIT Released New NAL Label

The Chinese Ministry of Industry and Information Technology (MIIT) released《MIIT Notice on Enabling and Promoting The New NAL Label》on June 29, 2023. This regulation will come into force on January 1, 2024.

The old NAL label will no longer be issued, but the equipment marked with the old NAL label can still be used within the validity period. During the period from July 1, 2023 to December 31, 2023, both new and old label can be applied and used for NAL certified equipment. The main points are as follows:

  • Electronic Display: Setting and presenting the new NAL label in the operating system or software of the equipment.
  • Physical printing: Print the new NAL label on the outer body, marking label or packaging of the equipment by printing or engraving.
  • Pasting label: Paste and additionally print the new NAL label on the outer body, marking label or packaging of the equipment.
  • Both color or black version can be accepted according to needs, and it can be also enlarged or reduced proportionally according to the specified style, but it cannot be deformed. The standard size is length 40mm * width 20mm.
  • The new NAL label consists of elements such as license identification, model name, and digital code. Among them, the license identification on the top is composed of four Chinese characters "network access license" or "network access trial" and "CMII" logo. The middle is the model name. The digital code on the third line is a combination of 21 numbers and English letters. The first 6 digits are the model number (obtained together with the NAL), and the last 15 digits are uniformly generated and released by the Telecommunication Equipment Certification Center of the MIIT according to the application of the manufacturer.
  • The new NAL label still needs to be affixed on the smallest package or print "This product is NAL certified" on it in Chinese if using electronic display.
  • The display location and viewing method of the new NAL label shall be explained on the user manual, accompanying documents or official website.

SIGET Released Resolution No. T-0408-2023 for 6 GHz

The Superintendencia General de Electricidad y Telecomunicaciones (SIGET) released the resolution No. T-0408-2023 on July 9, 2023 which updates the National Table of Frequency Allocation to add the 6 GHz frequency band (5,925 – 7,125 MHz) for WLAN applications under the free use classification. The main points are as follows:

  • Maximum 30 dBm EIRP and maximum 5 dBm/MHz spectral density for Wireless Access Devices.
  • Maximum 24 dBm EIRP and maximum -1 dBm/MHz spectral density for Client Devices.
  • Only indoor use is allowed.

 

OFCA Released New Frequency Bands for Base Station and Repeater Equipment

The Office of the Communications Authority (OFCA) released HKCA 1056 Issue 2 and HKCA 1057 Issue 2 to update the following available frequency bands for Base Station & Repeater Equipment and User equipment for use in public mobile communications:

TEC Revised the Logo Guideline

Telecommunications Engineering Centre of India (TEC) released a notice No. 6-6/2021-TC/TEC (Part 1) to revising the TEC marking guideline on May 22, 2023, the main points as follows:

  • The certification mark of the certified product may be exempted for a period of six months, calculated from the mandatory date of the relevant products or from the date of issuance of the MTCTE certificate, whichever is later
  • The size of the TEC logo should be 1/4 of the size of trademark and not less than 6mm in height. If the size of the trademark is less than 6mm, the TEC logo can be the same size as the trademark
  • The difference between New TEC logo and Old TEC logo as above table, the old TEC logo will keep valid

BEE Released Upgrade of Star Ratings for Self-Ballasted LED Lamps and Extension of Validity Period for Tubular Fluorescent Lamp (TFL) Energy Efficiency Labels

The Bureau of Energy Efficiency (BEE) of India has released that the current star ratings for self-ballasted LED Lamps have been upgraded by one level, with a validity period of three years (from July 1, 2023 to June 30, 2026). All manufacturers/permit holders are required to apply for an update before September 30, 2023.

In addition, BEE has extended the validity of the current energy efficiency labels and star ratings for Tubular Fluorescent Lamps (TFL) by three years. The revised validity period is from July 1, 2023 to June 30, 2026. If manufacturers wish to continue using the star rating labels on their products after June 30, 2023, they must upload previous approval letter with revised sample label to the BEE system by September 30, 2023 to apply for an update of the label certificates. No applications for model extension will be accepted after this date.

The Direktorat Jenderal Sumber Daya dan Perangkat Pos dan Informatika Republik Indonesia (SDPPI) opened public consultation for Technical Standards of Telecommunication Equipment and Telecommunication Short Range Devices during July 12 to August 4, 2023. The regulation covers technology and device as follows:

  • Bluetooth
  • Near Field Communication (NFC)
  • Radio Frequency Identification (RFID)
  • Low Rate Wireless Personal Area Network (LR-WPAN) IEEE 802.15.4
  • Cordless Telephone
  • Wireless Power Transmission
  • Intelligent Transport System

  • Transmitting Devices Below 10 mW

RRA Announced to Regulate Wireless Charging Equipment for Electric Vehicles

The South Korean National Radio Research Agency (RRA) released announcement No. 2023-13 on June 30, 2023 to regulate Wireless Charging equipment for electric vehicles to the scope of KC EMC. Which came into force from the date of announcement.

  

MSIT Announced New Frequency Band for Vehicle Equipment

The South Korean Ministry of Science and ICT (MSIT) released announcement No. 2023-18 on June 20, 2023 to allow the frequency band 433.795 - 434.045 MHz to tire-pressure monitoring system (TPMS) and Vehicle Notification Systems. It came into force from the date of announcement.

 

KATS Announced to Add Two New Products under Safety Confirmation Scheme

Korean Agency for Technology and Standards (KATS) released No. 2023-0180 notice and revised《Electrical and Household Products Safety Management Act》on June 27, 2023. The main change is to add the Low-Speed Motorized Vehicle and other Electric Personal Mobility Devices into the controlled list of Safety Confirmation Scheme. The batteries which are used in these devices also required to be certified by KC.

Kuwait CITRA Ban on Import of 2G and 3G Telecommunications Devices

The Communication and Information Technology Regulatory Authority (CITRA) released the Resolution No. 297/2023 which will ban for Telecommunication Peripheral Devices that operates on the 2G or 3G technology, or both technologies from September 1, 2023.

 

Malaysia Malaysia

SIRIM Extends Application of IPV6 Interim Type Approval

The Standard and Industrial Research Institute of Malaysia (SIRIM) announced on July 13, 2023, the implementation of the interim Type Approval for IPv6 cellular equipment without WiFi interface or IPv6 equipment over other medium (e.g: Fiber Optic etc. except Ethernet LAN), is extended for another year, effective from July 10, 2023, until further notice. As such, all new applications and renewal of Certificate of Conformity (CoC) are allowed with a maximum validity of one (1) year. Within the interim approval period, applicants must conduct the test in any accredited laboratory and submit the test report for SIRIM evaluation. Full approval will be issued if the IPv6 device complies with the IPv6 requirements.

As the situation with COVID-19 improves, SIRIM released announcement SQASI/CMCS/1/23/0005 on July 9, 2023 to inform that start from August 1, 2023, the 3 months interim approval will no longer be in effect, for products that require connectivity testing, the applicants are required to conduct the tests physically with the dedicated officer in charge.

RSM Released Radio Standards No. 2023

Radio Spectrum Management (RSM) released a new Radiocommunications Regulations No. 2023 of Radio Standards which has come into force on July 1, 2023 and replacing the No. 2020 Notice Radiocommunications Regulations of Radio Standards. The old regulation will be revoked on August 1, 2023. The main changes are as follows:

  • Classes of products
  • The standards applicable to particular classes of products
  • The level of conformity applicable to a class of product
  • Products that are exempt from the need to be the subject of a declaration of conformity

ARTP Announced the Award of 5G License

Director General of the Regulatory Authority for Telecommunications and Posts (ARTP) awarded 5G to Sonatel on July 17, 2023, and Sonatel is entrusted with the responsibility of setting up the 5G network in the country. However, Senegalese users will have to wait a little longer to use 5G until Sonatel finalizes the technical details and the agreements necessary to deploy the network on a large scale.

TISI Standard TIS 60335 Part 2 (37) -2564 (2021) will come into force soon

Thai Industrial Standards Institute (TISI) released the standard “TIS 60335 Part 2 (37) -2564 (2021)-

Household and Similar Electrical Appliances-SAFETY-Part 2-37: Particular Requirements for Commercial Electric Doughnut Fryers and Deep Fat Fryers” in February 2022. This standard will come into force on August 2, 2023, and manufacturers are requested to make relevant certification arrangements.
