EESS Released Guidance regarding IECEE CB test reports acceptance - customer testing facilities (CTF)
The Electrical Equipment Safety System (EESS) released a general guidance document on August 15, 2023, stating that IECEE CB test reports issued by CTF Stage 3 and CTF Stage 4 will not be accepted.
Botswana
BOCRA Notice for Type Approval Exemption List
Botswana Communication Regulatory Authority (BOCRA) released the exemption list on August 1, 2023, which including the devices as below:
- Personal Computers, laptops, Tablets, IoT etc. (embedded with Wi-Fi transceivers, Bluetooth transceivers, with the provision that the Wi-Fi transceiver, Wi-Fi5 CERTIFIED™Receive only Equipment (FM/MW/SW Radios, Television, Satellite decoders, Set-top Boxes).
- Vehicle embedded RTTE (Blue tooth, navigation, remote sensors, Car Keys etc), should however ensure that RTTE operate in the appropriate frequency bands.
- And GMPCS Mobile Satellite Terminals with “ITU” mark.
China
MIIT Released IPv6 Technical Requirements And Test Methods
The Chinese Ministry of Industry and Information Technology (MIIT) released《Notice from MIIT for SRRC on matters related to the testing of wireless equipment which supports the IPv6》on October 13, 2023. And it will come into force on December 1, 2023. The main points are as follows:
- It is mandatory to obtain SRRC with relevant regulations for producing or importing wireless equipment with public network IP address allocation function.
- IPv6 wireless equipment should support and automatically enable the IPv6 address allocation function and retain the option for users to configure the IPv6 address allocation function by themselves, and the IPv6 configuration method should be written in the user manual.
- Wireless equipment which is produced or imported before December 1, 2023 can still be selling and used until it is scrapped.
- Released IPv6 technical requirements and test methods.

The India Government announced seven categories products will be controlled under ISI scheme. Please refer to below table and description for applicable standards and projects.
- The Bolts, Nuts and Fasteners will be controlled under ISI Scheme. It will be implemented on January 21, 2024.

TEC Extended the Mandatory Certification Date for Phase III and Phase IV Products
The Telecom Engineering Centre (TEC) has announced on September 27, 2023, to extend the mandatory certification date for Phase III and Phase IV products by three months i.e., from October 1, 2023 to January 1, 2024.

SDPPI Certification Fee Update Enforced from November 18, 2023
Ministry of Communications and Informatics released Government Regulation No. 43 of 2023 on September 19, 2023. The regulation stipulates the fees charged by Ministry of Communications and Informatics and related departments, which also includes Directorate General of Postal and Information Resources and Equipment (SDPPI); the SDPPI certification fees will be adjusted accordingly. This regulation will be implemented on November 18, 2023.
Jordan
Jordan TRC updated SRD Regulations
The Telecommunications Regulatory Commission (TRC) recently revised the SRD regulation and released the version 2 and currently in effect. The main changes are as follows:
- Adding Band 26,957-27,283 KHz for Inductive devices
- Adding Band 27,090-27,100 KHz for Inductive devices
- Adding Band 174-216 MHz for Radio Microphones
- Adding Band 470-694 MHz for Radio Microphones
- Adding Band 2,446-2,454 MHz for RFID (500 mW-4 W)
- Adding Band 24.25-26.65 GHz for Transport and Traffic Telematics
- Removing Band 865-868 MHz (500 mW, EN 303 659)
- Removing Band 870-874.4 MHz
- Removing Band 915-919.4 MHz
- Correct the restrictions for Band 5,250-5,350 MHz be allowed for both indoor and outdoor usage
- Removing Band 57-71 GHz (for the outdoor fixed installation)
Malaysia
SIRIM Reassess and Realign Fee Structure
SIRIM has introduced a nominal processing fee for IT/Networking application, evaluation fee for RF test report issued by SIRIM, and evaluation fee for addition of approved Certificate of Conformity (CoC) to Digital Terrestrial Television (DTTV) Type Approval. The announcement has been implemented on October 02, 2023.

Mexico IFT Modifies IFT-011 Part 3
Following a public consultation in June this year, regarding the modification of draft “Technical Provision IFT-011-2022: Technical Specifications of Mobile Terminal Equipment that can make use of the radio spectrum or be connected to telecommunications networks. Part 3. Cellular Broadcasting Service for notification of Risk or Emergency situations”. The Instituto Federal de Telecomunicaciones (IFETEL) has published the Modification for IFT-011 Part 3 on September 20, 2023. The main change is to provide essential clarification to the original testing standard, and add note to enhance the understanding for engineers while testing, also the irrelevant details are removed.
Namibia
CRAN Updates the Exemption List of the Regulation 16.
The Communications Regulatory Authority of Namibia (CRAN) updates the exemption list, the listed equipment can import into Namibia without apply for type approval certification.
New Zealand
WorkSafe has issued updated notices for declared products in New Zealand.
The New Zealand WorkSafe Authority issued the updated notices regarding compliance requirements for medium and high-risk products on September 19, 2023. The main points are as follows:
- Apply to declared high risk and medium products that are also Australian Level 3 EESS products.
- Registration on the EESS website or having Certificate of Conformity/Approval issued by a Recognized External Certification Scheme (RECS).
- The requirements for Supplier Declaration of Conformity (SDoC) and test reports for the original medium risk products remain unchanged.
Saudi Arabia
CST Released the Frequency Spectrum Regulations for Maritime Services
The Communications, Space and Technology Commission (CST) had released the “Frequency Spectrum Regulations for Maritime Services” recently, which aims to regulate the use of the maritime radio and it went into effect on September 3, 2023.
