Bureau of Indian Standards (BIS) released application process guidelines for Scheme-X OTR (One-Time Requirement under Integrated Technical Regulation) on July 11, 2025. The main points are as follows.

Argentina
Argentina ENACOM Issues Resolution 928/2025
ENACOM issued Resolucion No. 928/2025 on June 17, 2025, which incorporates the use of the 414-415 MHz and 424-425 MHz frequency bands for private-use radioelectric link concentration systems (SRCEP).
Austalia
Australia GEMS Regulator Releases New Registration Form for Incandescent Lamps
On June 10, 2025, the GEMS Regulator released a new registration form on the Energy Rating website for incandescent lamps that comply with the 2024 Greenhouse and Energy Minimum Standards. The updated requirements apply to both new registrations and renewals, covering tungsten filament, carbon filament, and halogen lamps.
Models registered under the 2016 standards may be re-registered upon expiry in accordance with the 2024 standards. Immediate action is only required if the model is listed in Schedule 1 of the 2024 determination.
NSW Government Updates Latest Information on Product Safety Regulations for Lithium-Ion e-Micromobility Devices
On July 15, 2025, the NSW Government updated its official website with the latest information on product safety regulations for lithium-ion e-micromobility devices, including e-bikes, e-scooters, e-skateboards, self-balancing scooters, and the lithium-ion batteries used to power these devices. The main points are as follows:
- Under the Gas and Electricity (Consumer Safety) Act 2017, lithium-ion e-micromobility devices and their batteries are classified as declared electrical articles and must comply with mandatory safety standards to be legally sold in NSW.
- Beginning from February 1, 2025, all such products must meet applicable safety standards.
- On May 23, 2025, updated safety standards were published in the NSW Government Gazette.
- The testing and certification requirements, originally scheduled to begin on August 1, 2025, have been postponed to February 1, 2026. Beginning on that date, all such products must undergo testing, certification, and labelling before being placed in the market.
- Starting from February 19, 2025, suppliers must provide point-of-sale safety information (covering safe use, charging, storage, fire prevention, and disposal), which will become mandatory on August 1, 2025.
Eswatini
Eswatini ESCCOM to Gradually Phase Out 2G and 3G Mobile Networks
ESCCOM released Notice No. 5/2025 on June 17, 2025, announcing its final decision to strategically phase out legacy 2G and 3G mobile networks. The main points are as follows:
- Ban on new devices: the importation and type approval of 2G-only and 3G-only mobile devices will be prohibited, effective November 30, 2025.
- All 2G networks will officially be shut down on December 31, 2028.
- All 3G networks will be decommissioned on December 31, 2030.
India
India BIS Releases Guideline for Amendment No.1 to IS 16333 (Part 3): 2022
BIS released Guideline for Implementation of Amendment No.1 to IS 16333 (Part 3): 2022 on May 30, 2025, requiring manufacturers to furnish an instruction manual in either a printed form or digital mode (online user guide and/or QR code). This manual must contain the information specified in 6.1 and 6.2, in addition to the information provided in 5.1 of IS 16333 (Part 1) for each mobile handset sold. The provision to access the information digitally shall be indicated on the packaging.
The standard with Amendment No. 1 is set to take effect on September 19, 2025.
India BIS Revises Guidelines for Implementation of IS 18112
BIS published Revised Guidelines for Implementation of IS 18112:2022 “Digital Television Receiver for Satellite Broadcast Transmission Specification” on June 23, 2025. The main points are as follows:
- All television sets shall incorporate the requirements of “Digital Television Receiver for Satellite Broadcast Transmission” per IS 18112:2022, along with the safety requirements per IS 616:2017/IEC 60065:2014.
- All existing licensees must apply for an inclusion per IS 18112:2022, along with the safety requirements of IS 616:2017/IEC 60065:2014, per the 'Guidelines for Change in Scope of Licence (CSoL)' under the Conformity Assessment Scheme II of Schedule II of the BIS (Conformity Assessment) Regulations, 2018. The existing series guidelines for Plasma/LCD/LED/Televisions will be applicable for incorporating the Digital Television Receiver for compliance.
- If the existing models already have a TV tuner, licensees may apply online through the “Apply for Standard Revision/Amendment/Essential Requirement” module, along with the test report for IS 18112, keeping in view the series guidelines for Plasma/LCD/LED Televisions. The lab shall also mention the test report number of IS 616 within the IS 18112 test report, referring to the same models that comply with both IS 18112 and IS 616.
- After the last date of implementation on October 26, 2025, models complying only with IS 616:2017/IEC 60065: 2014 will be deleted from the scope of the license. If compliance with these guidelines is not achieved for any model under the license, the license will be subject to cancellation after the last date of implementation on October 26, 2025.
- Starting October 26, 2025, all approved models shall display the Indian Standard no. IS 616/IEC 60065 as well as IS 18112.
India BIS Issues Guidelines for Scheme-X OTR
Bureau of Indian Standards (BIS) released application process guidelines for Scheme-X OTR (One-Time Requirement under Integrated Technical Regulation) on July 11, 2025. The main points are as follows:
- Two Types of Product Certification:
- Standard Mark License: valid for an indefinite period.
- Certificate of Conformity: valid exclusively for specific prototypes or particular product lots or batches. - Two-Stage Review Process:
- Document Review: verifies the completeness and compliance of technical documentation submitted by the manufacturer.
- Factory Audit: normally takes four man-days; BIS may adjust the number of man-days required for the site audit. - Validity of Standard Mark License: three to six years.
Korea
Korea RRA Issues Announcement on EMC Standards
National Radio Research Agency (RRA) issued Announcement No. 2025-50 on July 11, 2025, regarding the certain electromagnetic compatibility test methods. This announcement will take effect on August 11, 2025. The main changes are as follows:
- KS X 3124:2020 (ETSI EN 301 489-1:2017) changes to KS X 3124:2024 (ETSI EN 301 489-1:2019)
- KS X 3126:2020 (ETSI EN 301 489-17:2009) changes to KS X 3126:2024 (ETSI EN 301 489-17 V3.3.1:2024)
- KS X 3128:2014 (ETSI EN 301 489-6 V1.3.1) changes to KS X 3128:2024 (ETSI EN 301 489-6 V2.2.1)
Malaysia
Malaysia MCMC Releases Class Assignment No. 2 of 2025
MCMC has released the updated regulation Class Assignment No. 2 of 2025, which took effect on June 24, 2025, replacing the previous Class Assignment No. 1 of 2025. The most significant change is the addition of the "International Mobile Telecommunications Private Network Wireless Access Device" category.
Mexico
Mexico Enacts New Telecommunications and Broadcasting Law, Launching Regulatory Overhaul
On July 16, 2025, Mexico’s Chamber of Deputies approved the new Telecommunications and Broadcasting Law, replacing the 2014 Federal Law. The new law took effect on July 17, marking a major transformation in telecom and media regulatory framework. Under the new law, the Federal Telecommunications Institute (IFETEL) will continue operations during a transition period until its responsibilities are fully transferred to the two newly established bodies:
- Comisión Reguladora de Telecomunicaciones (CRT): Responsible for technical regulations and spectrum management.
- Agencia de Transformación Digital y Telecomunicaciones (ATDT): Responsible for policy development and the digital transformation.
Moldova
Moldova’s EU Accession Process Accelerates
To speed up the alignment with EU market regulations, the Moldovan government has proposed amendments to Law No. 235/2011 on Product Conformity Assessment. A key revision is the amendment to Article 31, which clearly states:
- Products that have completed the conformity assessment procedures in accordance with the modules set out in the applicable EU directives, carry a valid EU Declaration of Conformity, and bear the CE marking can be imported into Moldova without the need for local conformity assessment.
Although the implementation date of this amendment has not been confirmed, Certification Body has already stopped accepting applications for products bearing an EU Declaration of Conformity and CE marking.
Singapore
Singapore CPSO Releases New Consumer Protection (Safety Requirements) Regulations
Singapore Consumer Product Safety Office (CPSO) issued a new edition of the Consumer Protection (Safety Requirements) Regulations Information Booklet on July 1, 2025. The main changes are as follows:
- Added additional requirements for power track’s socket outlet tap-off units.
- Amendment of additional requirements for liquified petroleum gas (LPG) cookers.
Thailand
Thailand NBTC Announces New Type Approval Requirements
NBTC has implemented new type approval requirements, effective July 7, 2025. For all new applications, products supporting LTE Band 75 or 5G NR n75 shall submit additional RF test reports. The corresponding technical requirements are as follows:
- 4G Band 32, 75, 76: ETSI TS 136101 or TS 36.521-1
- 5G NR Band n32, n75, n76: ETSI TS 138101-1 V18.9.0
