Brazil ANATEL Releases Act No. 14158
ANATEL released Act No. 14158 on October 8, 2025, approving updates to Act No. 14448/2017” Technical Requirements for Conformity Assessment of Restricted Radiation Radio Communication Equipment” and Act No. 237/2022 ” On Conformity Assessment Test Procedures for Restricted Radiation Radio Communication Equipment”. The main changes are as follows:
- Updates EIRP limits and sub-band conditions for the 5,150-5,350 MHz band, and adds provisions for outdoor use.
- Expands millimeter wave bands from 57-64 GHz to 57-71 GHz, relaxes the application scope and power restrictions, and allows for automotive and aerospace applications under specific conditions.
- References FCC KDB requirements in testing procedures.
The new act will come into force on April 6, 2026. Until then, manufacturers and stakeholders may continue to comply with the existing regulations. However, ANATEL encourages early compliance with the updated rules for testing and certification.

Korea KATS Establishes Standards to Prevent Max Speed Modification of Electric Scooters and E-Bikes
KATS announced on September 24, 2025, that it will establish new safety standards and labeling requirements to prevent the illegal modification of the maximum speed of electric scooters and electric bicycles. By law, electric scooters and e-bikes are limited to a maximum speed of 25 km/h. However, some users have made modifications to these vehicles to allow them to reach a speed of up to 100 km/h, posing serious safety risks to both riders and pedestrians.
To address this issue, the new safety standards prohibit any modification of the maximum speed and require that the following warnings be clearly displayed on both the product and its packaging:
- 누구든 안전기준에 따른 최고속도를 조작할 수 없어야 하며 (No person shall modify the maximum speed according to safety standards.)
- 제조업자, 수입업자 또는 판매업자는 최고속도를 조작할 수 있는 어떠한 방법도 제공하여서는 아니된다 (Manufacturers, importers, and sellers shall not provide any methods to modify the maximum speed.)
