The new requirement will come into effect on November 5, 2026.

Cambodia MPTC and TRC Release New Draft Regulations on Telecommunications Type Approval

The Ministry of Post and Telecommunications (MPTC) and Telecommunication Regulator of Cambodia (TRC) have recently released “Draft Prakas on Technical Standards of Telecommunication Equipment” andDraft Prakas on Type Approval and Conformity Assessment of Telecommunication Equipment” for public consultation. A transition period of six months is expected to be granted once the regulations are officially enacted. The proposed regulations introduce significant updates to certification procedures, equipment classification, and importer responsibilities. The main changes are as follows:

  • Risk-Based Classification Framework
    Equipment will be categorized into three classes based on safety and interference risks:
    - Class A (Low Risk): PCs, power supplies, and SRDs
    - Class B (Medium Risk): routers and switches
    - Class C (High Risk): mobile terminals and cellular base stations

    For multi-functional devices, TRC will apply the highest applicable risk classification. The validity of type approval certificates will be standardized to 5 years, and renewal applications must be submitted at least 30 days prior to expiration.
  • Local Representation and Enhanced Importer Requirements
    Foreign manufacturers are required to appoint a local authorized representative in Cambodia who will be responsible for regulatory compliance and related legal obligations. Submission documents must also include complete importer information. Applications lacking the required documentation may not be accepted by the regulator.
  • Compliance Labeling and QR Code Traceability System
    Approved devices must bear a TRC compliance label or QR code on the product or packaging prior to being placed on the Cambodian market. A centralized online platform will also be introduced to enable public verification of approved importers and certification status, enhancing market transparency and product traceability.

India MeitY Includes Standalone HDDs Under CRS Scope

The Ministry of Electronics and Information Technology (MeitY) issued a notification on May 5, 2026, amending the “Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021”, to include standalone hard disk drives (HDDs) under the scope of the Compulsory Registration Scheme (CRS). The new requirement will come into effect on November 5, 2026. USB-type external hard disk drives and solid-state storage devices with capacities above 256 GB will continue to be regulated under the existing notified provisions.

 

India BIS Revises CRS Certificate Validity and Fee Structure

The Bureau of Indian Standards (BIS) revised the BIS (Conformity Assessment) Regulations, 2018 on February 25, 2026, updating the certificate validity and related management framework under the Compulsory Registration Scheme (CRS).

Under this revision, the initial validity of BIS-CRS certificates has been extended from the previous two years to five years. In addition, the fee structure has been changed to an annual advance payment model. License holders are required to pay the applicable fees and submit production data on a yearly basis. Failure to comply within the prescribed timeframe may result in suspension, deferment, or cancellation of the certificate by the authority.

Mongolia CRC Releases New Information and Communication Equipment Certification Procedure

Communications Regulatory Commission (CRC) released Resolution No. 24 on February 13, 2026, introducing the revised  "Information and Communication Equipment Certification Procedure", replacing the previous 2019 version.

The revised regulation introduces multiple certification schemes, with certificate validity ranging from 3 to 4 years depending on the applicable scheme and conformity assessment approach.

Nigeria NCC Releases Framework for Use of Lower 6 GHz Band

The Nigerian Communications Commission (NCC) released “Framework for the Use of the Lower 6 GHz Band (5925–6425 MHz) in Nigeria”, opening the band for Wireless Access Systems (WAS) and Radio Local Area Networks (RLAN) applications. The spectrum operates on a license-exempt basis to facilitate faster deployment of wireless equipment and reduce market entry barriers. In terms of compliance, all relevant equipment must comply with the technical requirements of both IEEE 802.11ax and ETSI EN 303 687 and obtain NCC Type Approval prior to importation, sale, and commercial deployment.

Singapore NEA Extends MEPS and MELS to Own-Use Imports

The National Environment Agency (NEA) released Circular Ref. NEA-LSD-CIRCULAR-ECA-00002-2026 on April 24, 2026, announcing that, from July 1, 2026, Minimum Energy Performance Standards (MEPS) and Mandatory Energy Labelling Scheme (MELS) will be extended to regulated goods imported by end users or companies for their own use. Additionally, online platforms advertising the supply of any regulated goods must ensure that the advertised products are registered with NEA and comply with the prescribed labeling requirements.

Thailand NBTC Invites Public Comments on Draft Standards for Radar and High-Frequency Communication Equipment

The National Broadcasting and Telecommunications Commission (NBTC) released draft technical standards for radar systems and high-frequency communication equipment and has initiated a public commenting process. The draft covers technical requirements for general-purpose radar, automotive radar, and traffic and land transport radar systems, as well as draft technical standards for communication equipment operating in the 57-64 GHz band, and revised frequency usage requirements for the 24.05-24.25 GHz band. The proposed amendments may affect testing, type approval, and market access requirements for radar and high-frequency wireless communication products in Thailand. NBTC is inviting manufacturers, importers, testing laboratories, and other stakeholders to submit written comments as part of the regulatory review process.

Vietnam MST Releases Circular 14/2026/TT-BKHCN Revising Conformity Assessment Framework

The Ministry of Science and Technology (MOST) released Circular 14/2026/TT-BKHCN that will come into effect on May 25, 2026. The Circular revises the national conformity assessment framework, aiming to standardize procedures for conformity declaration, certification, and regulatory supervision. The main changes are as follows:

  • Centralizes conformity assessment and registration management under the Directorate for Standards, Metrology and Quality (STAMEQ).
  • Extends Type Approval Certificate (TAC) validity period from 3 to 5 years.
  • Introduces manufacturing process inspection requirements under selected conformity assessment modules.
  • Establishes a centralized online submission system, with allowance for electronic labeling (e-Label)
  • Revises the Declaration of Conformity (DoC) format.

Existing TACs, DoCs, and related markings will remain valid until their respective expiry dates. The revised framework also introduces a risk-based regulatory approach, which may affect product classification and conformity assessment requirements.
