Argentina Argentina

On March 8, 2022, Ente Nacional de Comunicaciones (ENACOM) of Argentina has released the Synthesized Resolution 280/2022 which new frequency bands for Low Power Devices (LPD) are added.

The main points are as follows:

  • New Testing Standard for Low Power Devices (LPD): ENACOM-Q2-60.14 V21.1
  • Adds allowed frequency bands 0.490-1.705 MHz and 1.705-30 MHz
  • Replaces former ENACOM-Q2-60.14 V20.1 standard
  • Effective since March 8, 2022
  • A grace period of 90 calendar days has been granted to allow new and ongoing applications to hold test reports issued under former standard ENACOM-Q2-60.14 V20.1.
  • For renewals, based on former Res. 552/2021, retesting is not required as long as the original test report shows compliance with the limits established in this new regulation.


Bahrain Bahrain

The Directorate of Wireless Licensing, Frequency & Monitoring (DWLF&M) and the Telecommunications Regulatory Authority (TRA) in Bahrain has been merged. All type approvals will be issued by TRA.

BOCRA Released Type Approval Verification Guidelines of Version 2020

On January 13, 2022, Botswana Communications Regulatory Authority has released a guideline for type approval verification for SIM-enabled devices. The purpose of veri­fication is to assure the compliance of the device, and this guideline will enter in force on April 1, 2022.

TEC Announced The Test Reports Issued By Border Countries Are Not Accepted

On January 13, 2022, Telecommunication Engineering Centre (TEC) has announced the test reports/results issued by the labs which accredited by ILAC signatories from non-border sharing countries will only accepted, otherwise the sample for local test will be required.

 

TEC Announced Energy Consumption Rating Report Will Be Required

On February 25, 2022, Telecommunication Engineering Centre (TEC) has released an office memorandum, which has request to submit the Energy Consumption Rating (ECR) test reports.

According to the notice, it shall be added on Essential Requirements (ER), but none of ERs have the items related to ECR yet.

MCMC Released New Technical Codes For 5GNR, GSM And LTE Cellular Booster Equipment

On March 14, 2022, MCMC has released the notification SQASI/CMCS/1/22/0002 which published the following Technical Codes:

  • MCMC MTSFB TC T019: 2021: IMT-2020 (Fifth Generation) - Cellular Booster Equipment (CBE)
  • MCMC MTSFB TC T018: 2021: Global System For Mobile Communications (GSM) And Long-Term Evolution (LTE) - Cellular Booster Equipment

Pursuant to the notification, all GSM, LTE and 5G CBE that are to be imported, distributed, and/or used in Malaysia shall be certified in accordance with these technical codes, and apply for type approval with a maximum of 5 years of validity. Renewal application for existing approval of GSM, LTE and 5G CBE are no longer allowed. These existing applications will be invalid immediately, and new application must be made to meet the new technical code requirements.

CRC Released Amendments to The Commission Resolution No. 37 Of 2020

On January 31, 2022, Communications Regulatory Commission of Mongolia has released amendments to the Commission Resolution No. 37 of 2020 “Radio Frequency Allocation, Technical Conditions and Requirements for Short Range Devices (SRD)”to open 5,925-6,425 MHz for WiFi 6E.

PTA Issued Regulatory Framework For SRD and IoT Services

On February 16, 2022, Pakistan Telecommunication Authority (PTA) has released a Regulatory Framework for Short Range Devices (SRD) & Terrestrial Internet of Things (IoT) Services. The framework will facilitate the IoT service operations. Furthermore, PTA will start accepting class Low-Power Wide-Area Network (LPWAN) Licensing applications from March 31, 2022.

The Government of Russian Federation Temporarily Simplified the EAC Approval Procedure

On March 12, 2022, The Government of Russian Federation has published Decree No. 353, which temporarily simplified the EAC approval procedure in Russia in 2022.

The main points are as follows:

  • EAC CoC’s annual inspection control that scheduled in 2022 can be carried out by remote factory audit and by samples testing. Certification Bodies may also postpone the inspection control for up to 6 months.
  • Certificates expires from March 14, 2022 to September 1, 2022, will be extended for another 12 months automatically.
  • Any spare parts intended to import to Russia for maintenance or repairing products, as well as components or materials for final assembling in Russia will not require any certification.
  • Until March 1, 2023, it is allowed to import goods intended for sale only within Russia without EAC mark. Nevertheless, labeling is still required before the product is sold to end user.

Also, the GLN or GLONASS coordinates of the manufacturer and factory are not mandatory.

  • Until September 1, 2022, it is not necessary to provide verified copy of certificates during a customs clearance.

Also, it is possible to replace EAC CoC/DoC of products normally carried out based on local tests, with a declaration based on applicant’s own compliance evidence in the following cases:

  • Such declaration can only issue to Batch shipment for a validity of 6 months
  • Applicant should be legal entity registered in Russia
  • Technical documentation and test reports should be in Russian
  • Product under such declaration should not be marked with EAC mark of conformity
  • The Ministry of Industry and Trade of Russia is currently forming an exemption list of products that is not applicable to such declaration

RURA Updated Regulations for Electronic Communications Equipment

On February 16, 2022, Rwanda Utilities Regulatory Authority (RURA) has released the Regulations No 012/R/STDICT/ RURA/2021 in the Special Official Gazette, which for governing the importation, supply, and type approval of electronic communications equipment. This regulation also introduces two application options for type approvals, which are simplified or standard procedure.


Saudi Arabia Saudi Arabia

CITC Updated GEN002 Requirements

The Communications and Information Technology Commission (CITC) has updated technical specification of GEN002-Requirements for Specific ICT Equipment.

For Mobile Phones, Tablets, Mobile Computers, Mobile Routers and CPEs should be support 5G NR frequency bands (n1, n3, n8, n28, n40 and n77) which will enter into force on July 1, 2022, and band n71 will not be mandatory in 2022. However, CITC still encourages device to support band n71, and new enforcement date will be published.
