ENACOM Released New Standards for Frequency Hopping and Broadband Devices

Ente Nacional de Comunicaciones (ENACOM) released Resolution 1132/2023 on August 16, 2023, to approve new standards for Frequency Hopping and Broadband Digital Modulation Systems, which specific testing methods for Bluetooth/Wi-Fi/DSSS/FHSS interfaces. The main points are as follows:

  • ENACOM-Q2-63.02 V23.1: new technical standard for devices with Broadband Digital Modulation Systems.
    - 5,925-7,125 MHz band has been regulated, so Wi-Fi 6E technologies can now be tested and homologated.
    - Specific Testing methods are established for the verification of each technical parameter.
    - Antenna declaration requirement has been introduced.
    - Radiated Testing Procedure is accepted for cases where it is not possible to carry out conducted measurements.

  • Both Testing Protocols have become effective since August 16, 2023, the enforcement date is November 16, 2023.
  • Local laboratories are currently working on the implementation. Therefore, ENACOM continues accepting homologation. files with reports issued under old Testing Protocols.

 

ENACOM Released New Standard for Level Probing Radars

Ente Nacional de Comunicaciones (ENACOM) released Resolution 1134/2023 on August 18th, 2023 to introduce a new technical standard ENACOM-Q2-64.02 V22.1 for Level Probing Radars (LPR) and Tank Level Probing Radards (TLPR). The main points are as follows:

  • This standard has been in force from August 18, 2023.
  • New frequency band 77.5-81 GHz was allocated to Radiolocation Service with primary category.
  • This standard was formulated according to ETSI TS 302 729 & TS 302 372 European standards.
  • ENACOM allows the Homologation by means of a Declaration of Conformity, without local testing, until at least one local laboratory is authorized to carry out tests based on mentioned technical standard.

Belarus Opens 5G NR Mobile Network

The Council of Ministers of the Republic of Belarus released Resolution No. 532《On Amending the Resolution No. 469 of the Council of Ministers of the Republic of Belarus on June 20, 2018》on August 14, 2023, to amend the Technical Regulation of the Republic of Belarus《Telecommunications Facilities Safety》(TR 2018/024/BY ), and it will come into force on February 14, 2024. The main points are as follows:

  • Confirmation of conformity in the form of mandatory certification or Declaration of Conformity are mandatory for telecommunication equipment.
  • Allow to use 5G NR mobile network.

SUBTEL Request Companies to Provide a Transition Plan for Shutdown 2G

Subsecretaría de Telecomunicaciones (SUBTEL) in Chile announced on July 24, 2023, in order to ensure that the shutdown of the 2G network will not cause users unable to connect and use. SUBTEL will request companies planning to transition from 2G to the new network to provide a transition plan explaining how this process will be carried out and the mitigations that will be provided to users of these technologies.

MIIT Released Public Consultation for Abolition of 40-50 GHz Use

The Chinese Ministry of Industry and Information Technology (MIIT) released public consultation for abolishment of《MIIT Notice on use of 40-50 GHz Fixed Point to Point Wireless Access Point》and《MIIT Notice on use of 40-50 GHz Mobile Broadband Wireless Access System》on August 7, 2023. This public consultation will end on September 10, 2023.

 

CNCA Updated the Requirement of CCC Certification and Marking

Certification and Accreditation Administration (CNCA) based on《No.3 [2022] of the General Office of the State Council》to update the requirement of CCC certification and marking on August 1, 2023, and start implement from January 1, 2024. The main points are as follows:

  • CCC adopts electronic certificate for each application, but the applicant can apply for hard copy CCC certificate if required. Issued hard copy certificate is still in valid and can be transferred to electronic certificate through modification or renewal application. Both electronic and hard copy CCC certificate have same legal effect.
  • CCC logo accepts electronic marking method. For the product with integrated screen is accepted to mark CCC logo via E-label, but the product manual and other accompanying documents should mention clearly how to access the E-label, the CCC logo should be printed on the smallest package of product while using E-label.

DGFT Released a Restricted Import Policy for Products Categorized under HS code 8471

The Directorate General of Foreign Trade (DGFT) released Notification No. 23/2023 on August 3, 2023, regarding the restricted import policy for “Laptops, Tablets, All-In-One Personal Computers, Ultra-Small form factor Computers, and Servers categorized under HSN 8471”, and released Notification No. 26/2023 on August 4, mentioned the policy to be effective from November 1, 2023. The main points are as follows:

  • Import of products under HS codes 84713010, 84713090, 84714110, 84714120, 84714190, 84714900, and 84715000 will be restricted by the Indian government.
  • An import License from DGFT will be required in order to import products under the aforementioned HS codes into India.
  • Manufacturers should obtain Equipment Type Approval from Wireless Planning & Coordination Wing (WPC) before submitting the application for an Import License to DGFT. Equipment type approval through self-declaration (ETA-SD) will not be accepted.
  • The import licensing conditions will be exempted if:
    - Only one (1) unit of Laptop, Tablet, All in one PC, and Ultra-Small form factor Computers are imported,
      please note that Servers are not included.
    - If the product (up to 20 items per consignment) is being imported for R&D, Testing,
      Benchmarking and Evaluation, Repair and re-export, or for Product Development purposes.
    - If the product is re-imported after being repaired abroad.
    - If the product is an essential part of capital good.


Electric Ceiling Type Fans To Be Controlled under ISI Scheme

The Ministry of Commerce and Industry released a new announcement on August 9, 2023 that Electric Ceiling Type Fans will be controlled under ISI scheme. The applicable standard is IS 374: 2019. It will be implemented 6 months after the date of publication.

 

Extend the Date of Implementation of IS 1293: 2019 to October 23, 2023

Bureau of Indian Standards (BIS) previously extended the date of implementation of revised IS 1293 : 2019 to October 23, 2022. However, in accordance with the petition from various industries, BIS has extended the implement date of IS 1293 : 2019 to October 23, 2023. Both IS 1293: 2005 and IS 1293: 2019 will be concurrent running before the implementation date.

SDPPI Announced SAR Implementation Date and Equipment List

The Direktorat Jenderal Sumber Daya dan Perangkat Pos dan Informatika Republik Indonesia (SDPPI) held an online sharing session, officially informed the obligation to fulfil SAR Parameters in telecommunication equipment certification. Equipment working within 20 cm from human body and with output power higher than 20mW must meet the SAR Parameters. The equipment list and enforcement schedule as follows:

MOTC Released Notice No. 416

The Laos Ministry of Technology and Communications (MOTC) released notice No. 416《Principles of implementation of laws and regulations regarding technical standards》on July 21, 2023, which to be effective from August 4, 2023. The main points are as follows:

  • CoC and SDoC for type 1 equipment: The validity period remains 3 years.
  • SDoC for type 2 equipment: The validity period of certificates submitted from August 4, 2023 will be changed to 1 year, and previously issued certificates can be used before the validity period expires.
  • The equipment which mandatory to apply for MOTC symbol, please refer to following table.

TELCOR Released Administrative Agreement No. 001-2023

El Instituto Nicaragüense de Telecomunicaciones y Correos (TELCOR) released the Administrative Agreement No. 001-2023 in La Gaceta on July 31, 2023, confirming that its clearance of the 900MHz band (894MHz-960MHz) for FM ended. The vacated frequencies are used to support mobile broadband services. And 915-928 MHz frequency band has been ratified for Short Range Devices and Long Range Devices that work with low power. The Agreement is start effected and abolish the Administrative Agreement No. 005-2021.

MTC Released new PNAF for 2023

The Ministerio de Transportes y Comunicaciones (MTC) of Peru released the Resolution No. 0597-2023-MTC/01.03 on May 18, 2023, approving the new National Frequency Allocation Plan (PNAF) for 2023. In the meantime, revoked the Resolution No. 187-2005-MTC/03 which approves the previous PNAF and its amendments, but retain the validity of some existing provisions.

Cessation of Equipment Registration and Sales of 3G-Only Mobile Terminals and Non-VoLTE Capable Mobile/Smart Phones

Infocomm Media Development Authority (IMDA) together with Singtel Mobile Singapore Pte Ltd, StarHub Mobile Pte Ltd and M1 Limited (collectively the "MNOs") announced the planned cessation of MNOs 3G networks and the provision of 3G services on July 26, 2023, with effect from July 31, 2024.

IMDA will stop accepting new registrations and renewals from November 1, 2023, and de-register the approved registrations from February 1, 2024 for below devices:

  • 3G-only mobile terminals
  • Non-VoLTE capable smart phones

To minimize the number of end users in Singapore who are still using 3G mobile terminals when 3G networks are gradually phased out, Dealers/Equipment suppliers are required to advise customers that 3G services will be ceased from July 31, 2024. For customers purchasing 4G or 5G smart phones, Dealers/Equipment suppliers are also advised to ensure that Voice over LTE (VoLTE) is enabled.

 

Singapore CPSO Reminded all Controlled Goods to comply with the Safety Regulations

Singapore Consumer Product Safety Office (CPSO) released new circular CPSO-020823-10 on August 18, 2023, while CPSO authority has recently step-up market surveillance and found out many non-compliance products are sold in Singapore. To avoid any fine or imprisonment, this is to remind manufacturer/distributor that all Controlled Goods should comply with the Safety Regulation and bear a valid Safety Mark before they can be sold in Singapore.

SASO Issue Draft Technical Regulations for Electromagnetic Compatibility

The Saudi Standards, Metrology and Quality Organization (SASO) released the Draft Technical Regulations for Electromagnetic Compatibility on July 4, 2023. This technical regulation applies to electrical equipment, including fixed equipment and installations. Below products are exempted from the scope:

  • Radio and Telecommunication Terminal equipment
  • Aeronautical products and spare parts
  • Radio equipment used by radio amateurs
  • Equipment which incapable of generating or contributing to electromagnetic emissions more than a level permitted for radio equipment
  • Equipment which is not affected by the presence of electromagnetic interference in normal use
  • Electronic boards designed for experts that are used directly for research development purposes

 

SASO and CST Announce the Mandatory Stages for Standardizing Charging Ports

The Saudi Standards, Metrology and Quality Organization (SASO) and the Communications, Space & Technology Commission (CST) announced the mandatory stages of standardizing charging ports for mobile phones and electronic devices on August 7, 2023. Starting from 2025, charging ports will be standardized to USB Type-C, the aim is to improve user experience and reduce e-waste. The enforcement of the decision will take place in two phases as below:

  • Phase 1 which begins on January 1, 2025, and will include mobile phones, tablets, digital cameras, e-readers, portable video game devices, headphones, earphones, amplifiers, computer mouse, portable navigation systems, portable speakers, and wireless routers.
  • Phase 2 which begins on April 1, 2026, and will include laptop computers.
